Following Joseph's suggestion, I think a better rendering of the Spanish would be "He/She gets a rash on his/her elbow....".
"to develop" is probably the kind of words doctors would use, but it seems to me it's a patient's relative who's describing his/her symptoms, so a low register might be more appropriate here.

: Hola José. I think here it could be hives, bumps, welts ... as you say, it's unclear. But remember that in English we use a personal pronoun for parts of the body ... his elbow, my knee, her head - unlike Spanish which says el/la ....
