The problem that I see here is that this sentence is poorly written in spanish, if I read it (and spanish is my native tongue)the sentence it is not clear at all for me . My advice is that you get in touch with the client and ask what are they really talking about. Now, I coincide that the translation (almost literal) would be "to a degree in which it can be determined that its use is still safe", but I insist it is not even clear in spanish.
