State of the Autonomous Regions
I have it on good authority - having trained a Vice President and several high ranking regional politicos - that in Spain when they talk about "las Autonomias" but that when they go to Europe they call them "the (autonomous) Regions".
For example, the Comunidad Valenciana (in Valencian and officially "Comunitat Valenciana") is referred to as "The Valencia Region" outside Spain.

For some reason they prefer the "autonomous" designation here in Valencia, perhaps it has to do with anti-Catalan feelings and aserts their sense of autonomy /independence.

: This is the correct translation, though I think it might need paraphrasing or explanation - something like "the state of autonomous regions".

State of the Autonomous Communities
If we're talking about Spain, the proper translation would be "autonomous communities."
