Although the actual meaning is closer to "disaster", "accident", etc., these words usually introduce shades of meaning not present in Spanish (for example, "accident" suggests nobody is to blame, as has already been pointed out).
For what it's worth, "claim" is what I've used in the past for several insurance-related documents (and "incident" for "evento"). It will normally work, although may need slight rephrasing.
e.g. "Documentación mínima en caso de siniestro" = "Minimum documentation necessary to make a claim".

Siniestro es el nombre legal del 'choque o accidente', el que utilizan las compañias de seguro. Si hay un siniestro es porque algo ocurrió por lo que deberá utilizarse un seguro. Es un nombre general que incluye todo tipo de evento asegurado.
