: This is a possibility, but why would a driver phone the public prosecutor in an emergency? Perhaps Sam can check the phone number.

: Not "emergencies" as such (where you might need a first responder), but you might want to call the MP because your car's been towed, stolen, or damaged, or maybe just because the police removed the license plates for a traffic violation.

Comment: "Thanks to all, and the suggestions to check the telephone number. That approach didn't work until I tried it along with 'presidencia municipal' and 'ministerio público', which did finally confirm that the number was for the Ministerio Público del Estado de Chiapas. A random 'convenio de coordinación' contained that number for the "Procurador General de Justicia del Estado de Chiapas."
