Note for asker: Perhaps I\'m being picky but there is a difference between \"times are changing\" and \"the times they are a-changin\'\".
It is a protest song (read the lyrics) and Dylan is appealing directly to ordinary people. To do so he uses the grammatically incorrect language that ordinary people use, not the perfect English of the senators and congressmen he rails against; hence the title of the song, now used in the English language in a variety of contexts.
Imagine if he\'d called it \'Times Are Changing\'; it wouldn\'t quite have had the same impact.
