The context is a tender:
[if the documentation is not submitted, the contracting authority] incautará la garantía por entender que se trata de una oferta temeraria.

However, I am not convinced 'abnormally low bid' works in this case, as failing to submit the documentation doesn't suggest that the bid is low.
Would frivolous bid work?

Although "frivolous" seems a bit of a stretch as a translation for "temeraria", I think this is what it must mean.
Bid bonds help to eliminate frivolous bids by others, since the contractor who makes a frivolous bid would be required to take on the job or pay the bond premiums. Since project owners cannot tell how financially stable a contractor is, a bid bond will help to make sure that the job gets done, or the money is secured to ensure that the job will get done.

A bid may be rejected as being "non-responsive" for a variety of reasons, one of them being the failure to submit required documentation. "Non-responsive"doesn't carry the connotation of "reckless", which is the basic meaning of "temerario", but I couldn't find much evidence that "reckless bid" is common usage in English in this context.
