Context: Compruebo, así mismo, que las citadas directrices no incluyen ningún ***índice de desarrollo*** para el informe y que este se ajusta en gran medida al documento EVK1-CT-1999-00003 de Environmental Risk Assesment of Veterinary Medicines en Slurry (ERAVMIS) desarrollado de forma conjunta por varios organismos europeos, incluido el INIA por parte de España.

Explanation I decided to go with John's suggestion of "standard (report) format". As he suggested this as a "Note to the asker" rather than a proper answer, however, I don't feel justified in awarding the points to anyone else. Thanks to everyone for their suggestions.

I get the impression that the person who wrote the document used an understood term out of context. "Desarrollar" seems to be referring to the writing or, structuring or composition of the report. It seems to be saying that there is no template to follow.
