The above two sites simply have the "volante de canalización" mentioned in a footnote. The document as a whole appears to be a report on official misconduct in Mexico.

I also found mention of some other volantes (informativos) presented to the Ministerio Público. Appears to be a printed document of the flyer type, containing reporting on an event/events related to "canalización" - what was being channeled, however, I don't know. Here is the relevant line:

"El 13 de enero, el padre de Raúl y Rogelio Verber pidió ayuda a la policía estatal,252 pero las autoridades estatales nunca le
entrevistaron sobre la denuncia que había presentado."

The "252" is the number of the footnote of the "volante."

So it looks like funds get channeled, sometimes for legitimate purposes, but, obviously, more likely for nefarious ones.

There is a big election scandal brouhaha going on in the Yucatán right now. The PRI is refusing to recognize that they lost the elections, and are facing down the Federal government, saying that they can't take away their state sovereignty.
