Se trata de la voz del espíritu. Depende de para qué denominacion estás traduciendo el texto. Te he puesto dos traducciones de Biblias cristianas, que hablan del silbo apacible y de un suave murmullo. "still small voice" es una cita bíblica, que aparece solamente en 1 Reyes 19:12, del Antiguo Testamento. Algunas religiones, como la LDS/SUD, lo utilizan en su vocabulario habitual.

Si estás traduciendo para judaísmo moderno, sería cuestión de que consultaras un Antiguo Testamento traducido por la sociedad hebrea, para ver cómo tradujeron 1 Reyes 19:12.
