: This is certainly more than sufficient. I have often found that the names of many Latin American governmental bureaus and directorates sound somewhat arcane in English, no matter how you phrase them.

You can say:

National Bureau of Border Health Control ...

: Any one of those you have proposed. The federal agency for translation in Ottawa, Canada, has produced an excellent trilingual terminologly for the OAS. If I manage to dig up an online version, I'll post it for future reference.
