I wouldn't really classify it as legalese.
You could certainly expand upon it a little saying something like "Following the lines laid out in the 2009 plan for 2010..."

| Sure, I was referring to the legal context. I was just wondering if "linea de construcción" had an equivalent term in English, such as blueprint. Perhaps not. In any case, ""following the lines of" might work perfectly well since that is the sense of the phrase, although I still think that "following on from" has quite a different meaning as I said above.
