Many people would disagree. There are still many vulnerable and poor populations in Latin America.

However, from the perspective of a macroeconomist, labour markets are well functioning, things are not getting obviously worse for any major groups etc. ... together with macro stability(low inflation fills in enough on this bit), there is no argument for significant change in monetary policy.

... and then determine that in this context that "satisfactory level of wellbeing" is roughly similar to holgura.

This is similar to another proposed answer, but I think it is necessary to have some indication that this is specifically an acceptable level of wellbeing being referred it.

holgura conveys the sense of better than normal...hence my answer

agree nweatherdon : I think a) it's a better description of reality and b) think it is sufficiently close to the meaning. But I would leave if for the native (or close) Spanish speakers to comment on how this fits with their feeling of "holgura"
