Sincerar, en el sentido de hacer definitivo un presupuesto, (purificar) se refiere a que al presupuesto original se le añaden o quitan partidas para que finalmente sea aprobado, se le supone una rectificación definitiva para todo el conjunto de las partidas presupuestadas. Las especificaciones de diseño suelen ser partidas presupuestarias. Es una metonimia no contemplada en el diccionario, porque es contextual con respecto a lo que se habla. Las metonimias tienden a convertirse en neologismos y por último, a palabras técnicas, que terminan en el diccionario por su uso continuado con el tiempo con su definición. A un concepto tan complicado solo se me ocurre "justify definitive costs" o "purify costs". Quizás haya una palabra en inglés que lo resuma. "Sincerelation" me parece aberrante como traducción, o por lo menos, desconocido, pero puede acabar siendo la palabra que resuma a lo que se refiere sinceración. Breakdown como "ruptura de negociación" creo que se aleja del sentido del contexto. A ver que op
