Rather than learning that a rustle in the bushes has a 0.01% false positive rate and that the base rate of rabbits in bushes is 0.01% you would learn that every second rustle in the bushes is a false alarm...

The writer wants to say that many of these "rustling" sounds don't really indicate presence. They are misleading "false alarms."
