The FBI organizations top man is entitled 'Director', and has some 'Assistant Directors' making command decisions in the field to manage the 'Special Agents' operations.

Yes, 'district attorney' is the 'D.A.', but he would not be managing the Special Agents operations before the arrest while the 'Assistant Director' does exactly that. The A.D. would surely have to authorize such a dangerous practice as the use of civilians for this purpose as bait. They are supposed to use trained cops for baiting suspectss into an arrest, I should think.
