I base my rates on source text word count and this is stated clearly in my conditions.

My translation has nothing to do with my paid fees. Once I am committed to do my work then I have to do it perfectly regardless of any financial matters.

I understood this question from another perspective: if the rate is based on the target text then one should be double conscious on avoiding “unnecessary” words. Otherwise this question could be seen as unethical.

Either you translate and do it to the best of your ability, or you don't translate. At least, I do...
I can only understand the question as: Do you rephrase your best possible translation in order to squeeze another few pennies out of your client? This is a ridiculous thought, as it would actually be more complicated to try to rephrase an otherwise perfect (of course) translation, in other words, a waste of time...
