I am looking for "a la cuadra" as in a location out at sea opposite a point on land. For example "a la cuadra de la ciudad de xxxx." (Please note, the context has nothing to do with wind).

This expression is not used in Spain, but from your description it sounds like "por el través" on the beam. That is, an object on land (or at sea) is, at a certain moment, at right angles to the vessel when on course.
