Is this merely an elaborate way of saying 'as stipulated/set forth', or is there a set phrase that it commonly used?

Not my field, but I looked this up in Alvaro-Varo's Dicc de Ter Jurídicos and it defines redacción as "wording, phrasing, language and for "redactar en forma legal" it says "express formally"...
