¿Y cuál es la pregunta? Lo único que puedo decir es que en tu traducción introduces un elemento aparentemente inventado que no existe en el original; "por el gobierno".

"El efecto inhibidor es incluso peor en este caso pues las comunicaciones personales del Sr. Rosen estuvieron sujetas a revisión durante un período aparentemente prolongado."
