Basically, I'd stick the (in my view unnecessary) organ somewhere out of sight (like the bin!)...

So, (although I do dislike "organ") something along these lines:
"... the entity would henceforth be both an organ of collective farmers' cooperation and representation in dealings with public institutions."

Not only that, I dislike using it in this sense at any time :) Just another personal foible.
