All I can think of is Vehiculo?? but I can't find Cabo any where, I take it that it is a military rank of some sort?

cabo is corporal
As found in Simon & Schuster's. As for VEC I think that it may be a vehicle, caballería is cavalry.

Cabo is Corporal
Cabo 1° would be Corporal First Class, but I don't think that "First class" is used for Corporals in English. It would normally apply to Private First Class, but not to non commissioned personnel.

VEC = Vehículo Especial de Combate
VEC de Caballería would therefore be a special combat vehicle belonging to the Cavalry division of the army. You've already been given good answers for Cabo 1º!
