domicile for tax purpose
fiscal can also mean tax. You should find this in standard dictionaries. I think this is more likely given what little context we have.

residence/domicile for tax purposes
It depends on the context: whether the tax subject is an individual or a business (in which case it has a domicile, not a residence), what kind of taxes we're talking about, and what country we're in. If it's individual income taxes in the US, for example, it's "residence". Note also that it's "for tax purposeS", not "purpose".
