Yes - for AmE legal consumption. I've already written a review on the work in a UK ITI Bulletin a few years back.

Hard to tell whether "investigation" is being asked for - it might simply be interviewing wtnesses, hence I have used a neutral term, albeit one used in letters rogatory.

If the author wanted to say "report", he/she could well have used "informe", but legal documents are often quite formalistic and rigid in their choice of words.
