In European Spanish, "padron" refers to "census" (according to Larousse's Unabridged Spanish/English Dictionary) and this is the term we aleays use in the United States.

: Disculpa pero ¨padrón¨ tiene diferentes significados dependiendo del texto. Puede referirse a registro de personas, firmas de electores, etc. En este caso no se trata de ¨census¨
