Los chinos han renunciado a expandir su ideología y desean que occidente haga lo mismo. Todo esto podría suponer volver a la peligrosa política de bloques que surgió tras las guerras mundiales, pero con una diferencia fundamental: entonces nació de la aplicación de la fuerza; aquí de decisiones que toman los propios pueblos, a semejanza de los que solicitan hoy entrar en la Unión Europea.

: "bloc" is the correct term which indicates alliances designed to force an opposing "bloc" to succumb to, if nothing else, diplomacy - google it

This is solely a matter of emphasis - I think this phrasing will make the word "bloc" stand out more, as the distinguishing mark of international politics of the time. It was "dangerous" because each side tried to make its bloc exclusive, to force its "allies" to have nothing to do with the other bloc.
