Hello,
It usually is per minute of video, providing you have a script of what is said. Otherwise, the price is still per minute but you should charge more for the transcript.

As far as I know, subtitling is usually charged by the minute.
If you are not subtitling but merely translating a provided script, then I am not sure about it. I suppose that in this case you can proceed as if it were a standard text and charge by word.
