This looked really strange to me, but probably there are differences between different countries. I am withdrawing all kinds of amounts, Paypal is linked to the bank account, and I never had anything like you're experiencing. I'd definitely contact them since it's easy. I have stopped accepting PayPal payments for several reasons. for once they are too expensive, then they are good for occasional earnings but once you get a certain amount they make it very difficult for you to get your money and they hassle you with all sorts of so-called "verifications" and other paperwork. I prefer a bank transfer or Skrill.
