Não me posso considerar uma autoridade nem em economia nem do sector bancário nem em política. Sou um vulgar cidadão, não obstante ter uma enorme experiência de vida (tenho quase 70 anos) e que já residiu e trabalhou em 4 continentes. E também sei que sou o mexilhão que sofre as consequências quando o mar bate na rocha.
Estamos vivendo presentemente nas piores condições que jamais existiram. Mas quero falar de economia.
Também sei que para resolver um problema é necessário primeiro que admitamos que existe. Depois temos de identificar as causas que o provocaram e eliminá-las. Acontece que, em alguns casos, o facto de se terem eliminado factores que não ocasionaram o problema poderá parecer que o mesmo ficou resolvido. No entanto esta é uma solução temporária e o problema aparecerá de novo. Toda a gente sabe que se tiver febre poderá resolver o problema temporariamente tomando aspirina ou outro produto similar. Mas a febre voltará.
A crise financeira e a recessão actual está afectando todo o vulgar cidadão. Portanto temos um problema. E os nossos “assim chamados” dirigentes estão tentando arranjar soluções e tomando medidas.
Todos os Bancos Centrais estão injectando dinheiro em grandes quantidades no sistema financeiro, o Banco Central Europeu aumentou as taxas de juro e continua a mantê-las altas, os Estados Unidos estão investindo mais de 700 mil milhões de dólares de dinheiro dos contribuintes para manter vivos os seus maiores bancos e companhias de seguros, a Alemanha, a Bélgica, a Holanda e a Inglaterra estão tomando acções similares, mas nada parece surtir efeito.
A razão é muito simples. Não foi essa a origem do problema e portanto não o vai resolver. Estão tentando atacar os efeitos e não as causas.
Voltemos atrás cerca de 3 anos. Tudo estava bem. Vejamos apenas a situação europeia. A economia estava saudável e crescendo em praticamente todos os países europeus, o desemprego estava controlado e a vida era um prazer.
Acontece porém que o preço do petróleo começou a subir. De 27 dólares o barril passou, até muito recentemente, para 147 dólares. Foram dadas as mais variadas razões pelos muitos e variados analistas e comentadores. Todas elas sem fundamento e, como o tempo o demonstrou, todas elas falsas. Ao mesmo tempo começaram a circular notícias alarmantes em praticamente todos os meios de comunicação. O PLANETA ESTAVA A AQUECER!!!! Isto poderia significar o fim da humanidade. O gelo polar derreteria aumentando o nível das águas do mar consideravelmente. As linhas de costa de todos os continentes seriam inundadas e milhões de pessoas morreriam. A terra seria devastada por furacões, tornados, etc etc etc... Todos ouvimos essas versões apocalípticas.
Algumas pessoas com um nível de esperteza bastante elevado aproveitaram a oportunidade. A razão desse aquecimento global eram as emissões de dióxido de carbono feitas pelo homem. TERIAMOS QUE AS DIMINUIR CONSIDERAVELMENTE OU MESMO PARÁ-LAS SE QUERIAMOS SALVAR A TERRA!!!
Praticamente ninguém prestou atenção ao programa de uma hora feito pela BBC com a colaboração de dezenas de verdadeiramente reconhecidos cientistas (Al Gore será uma anedota mas nunca um cientista) em que provavam o contrário – Sim, a terra está a aquecer mas a causa desse fenómeno é o Sol, através de maiores erupções, e o aumento do dióxido de carbono na atmosfera é uma consequência e não uma causa. Mas foram vozes a bradar no deserto. Portanto todos os governos se sentiram obrigados a incluir programas para reduzir as emissões de dióxido de carbono. E, logicamente, um deles é a redução da queima de combustíveis fósseis. Precisamos de energias alternativas, dizem eles. Este é um óptimo exemplo de tentar resolver um problema suprimindo as causas erradas! Mas há mais!
A combinação destes dois factores, a subida do preço do petróleo e a necessidade de reduzir as emissões de carbono levou, além de outras, à ideia de produzir combustível a partir de produtos normalmente utilizados como alimentação, tais como cana de açúcar, milho, arroz, etc, etc. Ao mesmo tempo, como os preços pagos por esses produtos para a produção de combustível era muito mais atractiva do que os preços pagos como alimentação, não apenas levou à redução da oferta dos mesmos no mercado de alimentos como também originou a que uma parte substancial dos terrenos agrícolas destinados normalmente a outros produtos alimentares fossem transladados para a produção dos tais produtos para combustível
O resultado é obvio. Com o correr do tempo a procura começou a ser muito maior do que a oferta e o aumento do preços dos alimentos cresceu inexoravelmente. Alguns, parte integral da alimentação básica do homem como o arroz e as farinhas de trigo e milho, subiram mais de 40%.
Em princípios de 2007 as “sumidades” do Banco Central Europeu, como os preços estavam a subir, decidiram actuar. E começaram a aumentar as taxas de juros!!! A razão apresentada era de controlar a inflação. E como após cada subida não houvesse resultados, efectuavam nova subida. E assim sucessivamente até que chegámos aos actuais 4.25%.
Penso ser necessário agora fazer um pequeno parênteses e alguns comentários. O preço dos produtos num determinado país pode subir devido, principalmente, a dois factores. O mais comum é a relação entre a oferta e a procura. É lógico que, se há escassez de um determinado produto, o seu preço sobe. ISTO NÃO É INFLAÇÃO! Isto é apenas como o mercado livre funciona. Lógico que, para combater este aumento, o que há a fazer é aumentar a produção e, consequentemente, a oferta.
A outra causa é o governo do país gastar mais dinheiro do que aquilo que recebe, normalmente através de impostos. Para compensar a diferença, uma vez que o aumentar os impostos poderá ocasionar distúrbios indesejáveis com as consequentes perdas do poleiro nas próximas eleições, imprimem mais dinheiro. Obviamente que isto ocasiona a que o valor dessa moeda seja reduzido proporcionalmente e, consequentemente, aumenta os preços dos produtos. Ao fim e ao cabo, uma vez que diminui o poder de compra dos habitantes desse país, não é mais do que um imposto disfarçado sem que ninguém se aperceba. O melhor exemplo que posso dar é o do Zimbabwe. ISTO SIM, É INFLAÇÃO!
Na Europa, dentro da zona Euro, todos os países estão obrigados a obedecer a regras severas. Não podem exceder um predeterminado limite de despesa. Este factor tem controlado a inflação desde o início do Euro. Exactamente por isso, o valor do Euro em relação a outras moedas tem aumentado constantemente. Como exemplo temos Portugal que, antes de entrar para a zona Euro, tinha níveis de inflação superiores a 10%. Agora tem o mesmo nível de inflação que os restantes países. Já não podem imprimir moeda conforme lhes dá na gana. Será também de chamar a atenção aqui para um facto que está a ocorrer presentemente e que, possivelmente, passará despercebido. Também não tenho ouvido explicações de ninguém. De há umas semanas a esta parte o valor do Euro no mercado cambial tem decrescido substancialmente. Por exemplo, desde os finais de Julho,passou do valor de 1,55 US dólares para os actuais 1,34. Porquê, se a economia norte americana está em crise, o valor da dívida dos EUA tem subido assustadoramente e o seu sector financeiro está um caos? Mas o BCE tem injectado nos últimos tempos uma enormidade de Euros nos vários sectores financeiros, não é verdade? Donde vem esse dinheiro todo? Quem é que imprime as notas de Euros? Penso que a relação é óbvia! Isto sim, é inflação! E o BCE aumenta as taxas de juro para baixar a inflação. Há algo aqui que não joga.
Deixem-me agora introduzir outro factor nesta equação. Desde há algum tempo, mais de 15 anos, que tem sido criado, praticamente em todos os países, a fobia do consumismo. A Europa não foi excepção. O consumo aumentará a procura, a procura forçará o aumento da produção e esta fará crescer a economia com o consequente aumento de postos de trabalho e de mais riqueza. Uma maneira fácil de atingir este objectivo (o outro de aumentar os níveis salariais é basto complicado) é permitir que as pessoas tenham mais dinheiro para gastar através de crédito. E assim as instituições financeiras e mesmo o próprio comércio começaram a dar crédito com facilidade. Compre agora e pague depois, voe agora e pague depois, faça as suas férias de sonho hoje e pague depois ... Os cartões de crédito foram praticamente impostos a toda a gente (tão fáceis de usar, não é?).
Não contentes com isso invadiram também o sector da habitação. Compre a casa dos seus sonhos e pague em 20, 30, 40, 50 anos! Conseguiram transformar o que era anteriormente um bem de consumo e depreciável, num bem de investimento. Há 40 anos uma casa nova no mesmo bairro e com o mesmo tamanho valia muito mais do que uma em segunda mão. Agora, casas com mais de 20 anos valem o mesmo que as novas. E os preços sempre a subir. As próprias instituições financeiras passaram a ter uma larga percentagem do seu investimento no sector imobiliário. Com os juros tão baixos, quem pode resistir? Quem é que hoje não tem uma hipoteca ou uma dívida gorda no cartão de crédito? Essas instituições financeiras e esses comerciantes são uma grande parte das causas do problema.
Esta loucura aumentou o endividamento das famílias a níveis absurdos, nunca visto antes. Cada salário de cada família foi esticado até ao limite.
Voltemos agora ao nosso problema. Com este cenário, chegou 2007! E o aumento dos combustíveis e dos alimentos esticou ainda mais uma já difícil situação financeira familiar.
Então o Banco Central Europeu veio salvar a situação! A inflação está a aumentar! Temos que a parar! E começaram a aumentar as taxas de juro. Como cada aumento não resolvia o problema, tinham que fazer novo aumento. È certo que o seu raciocínio tem uma certa lógica. Se aumentarmos as taxas de juro as pessoas terão mais dificuldade em conseguir crédito. Sem dinheiro as pessoas não podem comprar e portanto a procura diminuirá e os preços descerão. A inflação será derrotada. Que anedota!!!!
Os resultados não se fizeram esperar e, como se pode ver, foram devastadores. Os pagamentos mensais das hipotecas aumentaram dramaticamente deixando muitas famílias sem outra opção do que deixar de pagar. Primeiro tem de por pão na mesa. As instituições financeiras ficaram donas de milhares de casas. E, uma vez que tinham esticado até ao limite o valor inicial da casa para dar a maior hipoteca possível, muitas vezes cobrindo mais do que 100% do valor de compra a fim de receber o maior valor possível de juros, o valor de venda actual não chegava para cobrir o que restava da hipoteca. Acrescido que o mercado, tendo sido inundado por casas recém construídas, não podia absorver mais. E essas instituições, para além de nada receberem mensalmente tinham agora que admitir uma perda substancial ao valor dado por hipoteca. Quem tem a culpa disto? Que banco ou instituição financeira pode dizer que não seguiu este caminho?
Para dar uma perspectiva ao problema vou tentar dar alguns números. E não necessito de ser muito preciso. No caso de Espanha, e não deve andar muito longe dos outros países europeus, a média do valor das hipotecas ronda os 170.000 euros. Com prazos de 30 anos e uma taxa de juro de 3.5 % (sim, chegou a ser isso), o pagamento mensal era de 738 euros. Actualmente, uma vez que sabiamente os bancos indexaram as hipotecas à Euribor, o pagamento mensal será da ordem dos 971 euros. Isto é, em média, cada família terá de desembolsar anualmente mais 2.796 euros. Se multiplicarmos este valor por 11,25 milhões de casas (45 milhões de habitantes com uma média de 4 pessoas por família) teremos um valor total de 31.455 milhões de euros anuais. Astronómico, não é? Este valor deixou pois de estar disponível para consumo de outros bens. E claro que a economia espanhola passou em seis meses de uma situação desafogada, com superavit e a crescer mais de 3,5% para uma situação deficitária e a entrar em recessão. E logicamente a taxa de desemprego rapidamente chegou aos 12 % deixando sem trabalho mais de um milhão adicional de espanhóis obrigando-os a umas longas e desagradáveis “férias” forçadas.
O consumo decresceu (como exemplo, em quase todos os países europeus o consumo de gasolina desceu cerca de 15% num ano) e todas as economias estagnaram. Sem consumo a produção tem de ser reduzida, as empresas ou entram em falência ou tem de despedir pessoal e o desemprego atinge níveis nunca vistos em mais de 15 anos. A recessão tinha chegado. E está aqui para ficar enquanto não forem adoptadas as medidas certas.
Agora se pode perceber porque é que as consideráveis somas de dinheiro injectadas pelo BCE não tiveram qualquer efeito. As pessoas não se podem permitir o luxo de comprar dinheiro ao preço actual. Paradoxicamente, um dos resultados paralelos é que os bancos, que há um ano estavam dando 2,3 a 3 % de juros a depósitos a prazo de 3 meses agora oferecem 6%. Isto significa que os que têm dinheiro receberão mais dinheiro e os que tem dificuldades (a vasta maioria) terão de pagar mais. Que solução fantástica!!!
Para juntar insulto à ferida os loucos banqueiros dos EUA inventaram uma maneira de destruir a maior economia mundial – as hipotecas sub-prime! E o não menos louco governo dos EUA está a ajudá-los a sair do charco! Pois que gozem a boleia.
Pelo que disse anteriormente, e penso não andar muito longe da verdade, não preciso nomear as causas reais do problema. São evidentes e até de fácil correcção. Baixar as taxas de juro imediata e substancialmente! Claro que será necessário tempo, coragem e mão firme. E se os culpados deste caos não forem severamente punidos (sem querer ser dramático penso que alguns deveriam ser, como nos velhos tempos do Império Romano, convidados a suicidarem-se), todos eles, incluindo os membros do governo que, ou permitiram que isto acontecesse ou que não tiveram a visão suficiente para actuar, isto poderá acontecer de novo.
Como disse ao princípio não sou uma autoridade em economia. Que faria se o fosse! Só espero que esteja errado.

Traducción - inglés TO THOSE WHO ARE CONCERNED
I am not an expert in economics, banking or politics. I am a common citizen, with a large life experience (I am nearly 70 ), who lived and worked in 4 continents. And I know that I am the mussel that suffers the consequences when the sea waves strike the rocks.
We are living now in the probably worst environment that ever existed. But I want to talk about economy.
I also know that to fix a problem it is first necessary to admit that we have that problem. Then we need to identify what caused the problem and eliminate those factors. It just happens, sometimes, that in eliminating factors not related to the problem, it might appear that we fixed that problem. However, this is a temporary solution and the problem will be back. Everybody knows that if you have fever you might solve it temporarily by taking aspirin or a similar medicine. But the fever will come back.
The present credit crunch and recession are affecting all the common people. So, we have a problem. And our "so-called" leaders are trying to find solutions as well as taking action.
All Central Banks are injecting large sums of money into the financial system, the European Central Bank has raised the interest rates and keeps them high, the US is investing over 700 billion dollars from the taxpayers to keep afloat their large banks and insurance companies, Germany, Belgium, The Netherlands and the United Kingdom are taking similar actions but nothing seems to work.
There is a very simple reason. That was not the cause of the problem and will not solve it. They are trying to tackle the effects, not the causes.
Let's go back in time to about 3 years ago. Everything seemed OK. Let's narrow down to the European situation. There was a healthy economy growing practically in all the countries, unemployment was under control and life was good.
Then the price of petrol started to rise. From 27 US$, the price of a barrel rose to 147 dollars recently. Several and different reasons for this were provided by lots of annalists and commentators, none with support and time has proven them all to be false. At the same time some alarming news were spread by nearly all major media networks. THE WORLD IS WARMING UP!!! This could mean the end of mankind. The polar ice caps would melt raising the sea level considerably. All continental coastlines would be flooded and millions of people would die. Earth would be devastated by hurricanes, tornadoes, etc. etc. etc. We have all heard those apocalyptic versions.
But some clever people seized the opportunity. The reason for this global warming is the carbon dioxide emission made by man. WE MUST LOWER THEM CONSIDERABLY OR EVEN STOP THEM IF WE WANT TO SAVE THE PLANET!!!
Practically no one paid any attention to the one hour program made by the BBC with the collaboration of dozens of recognized and real scientists (Al Gore may be a joke but never a scientist) telling otherwise - Yes, the earth is warming up but the reason is the Sun, which now has increased the radiation levels. The higher values of carbon dioxide in the atmosphere are a consequence, not a cause. But they were only voices in the wilderness. So, all the governments felt obliged to include programs to reduce the carbon dioxide emissions. And, logically, one of them was to reduce the burning of fossil fuels. We need alternative energy, they say. This is a very good example of trying to solve a problem suppressing the wrong causes! But there is more!
Those 2 factors combined, the increase in petrol price and the need to reduce carbon dioxide emissions, led to the idea, among others, of making fuel from products normally used for human consumption, such as sugar cane, corn, rice, etc. etc. At the same time, as prices paid for those products to produce fuel were more attractive than those paid by the food distribution, large portions of agricultural land were shifted from food production to fuel production. This also caused the reduction in supply of certain food products in the market food.
The result is obvious. As time went by the demand became much bigger than the supply and the food price increase became inevitable. Some of them, staples such as rice, wheat and cornflower, by more than 40%.
In 2007, as prices started to increase, the "experts" of the ECB decided to take action. And they started raising the interest rates!!! The reason given was to control inflation. As there was no positive result after each increase, they kept making one after the other. This way it was reached the actual figure of 4,25%.
I think it is necessary now to have a break and make some additional comments. The price of goods in a given country may increase mainly due to two factors. The more common one is the supply and demand relationship. If there is a shortage of a given product the prices will go up. THIS IS NOT INFLATION! This is how the free market works. Of course what is needed is more production to satisfy the demand.
The other one is due to governments spending more money than what they are collecting, normally through taxes. To make out the difference they print more money because raising taxes may lead to undesirable disturbances, with the obvious consequences of loosing their seat in the next election. This will decrease the currency value in the same proportion and, as a result, the prices will go up. After all, since people's buying power will decrease, this practice is the same as raising taxes but without anybody noticing. The best example is Zimbabwe. THIS IS THE REAL INFLATION!
In Europe, within the Euro zone, all countries have to follow strict rules. They cannot exceed a previous agreed limit of proportional expenses. This practice has kept inflation controlled since the start of the Euro currency. That is why the Euro has increased in value steadily against other currencies. Let me give you an example. Portugal, before joining the Euro zone, had inflation rates well over 10%. Now has the same inflation rate as the other Euro countries. They cannot print more money at will as they used to.
At this point I would also like to draw your attention to what is happening during the last several weeks and that, probably, will go unnoticed. I have not heard any "expert" explanation for it. Within that period, the Euro exchange rate has decreased steadily. For instance, from 1.55 US dollars at the end of July it dropped to1.34 at present. Why is it that, if the US economy is in trouble, the US debt has increased to frightening levels and there is chaos in the US financial institutions? But remember, the ECB has injected lately huge amounts of Euros into various financial sectors, right? Where is all that money coming from? Who prints the Euro notes? I think the relationship is obvious! This is inflation! And the ECB is raising interest rates to curb inflation. Something does not add up.
Let me now introduce another factor in this equation. For a number of years now, more than 15, it has been developed, in practically all countries, the need for consumption. Europe was not an exception. Consumption will raise demand, which in turn will force production to increase and so making the economy grow, creating more jobs and more wealth. An easy way to reach that goal is to allow people to have more money to spend via credit facilities (the option of raising their salaries has secondary and not so good "implications"). So, the financial institutions and nearly all the commercial shops started giving easy credit. Buy now pay later, fly now pay later, have your dream vacations now pay later... Credit cards were practically forced onto everybody (so easy to use, isn't it?
Not happy enough with this they also invaded the housing market. Buy your dream house and pay in 20, 30, 40, 50 years. They managed to change into a potential investment what was normally considered before a consumption good. 40 years ago a new house with the same size and within the same neighbourhood had a much higher value than a second hand one. Now, houses built more than 20 years ago have the same value as new ones. And prices always rising. Even the financial institutions have now a large percentage of their investment in the house market. With interest rates so low, who can resist? Who these days does not carry a mortgage or a fat debit in the credit card? Those financial institutions and those companies are a huge part of the problem.
This madness has increased the debt of the families to outrageous levels, never seen before. The salary of every average family was stretched to the limit.
Lets go back now to our problem. 2007 arrived with this “scenery” in place. And with all the petrol and food prices increases the already serious financial situation of the families was stretched even further.
Then the ECB came to the rescue. Inflation is rising! We have to stop it! And they started to increase the interest rates. As every new increase did not solve the problem they made another one. Their assumption is somewhat valid. If the interest rates are increased people will have more difficulty getting credit. Without money they cannot buy, so the demand will decrease and the prices will be lower. Inflation will be defeated. What a joke!!!
The results came very quickly and, as you can see, were devastating. Mortgage monthly payments increased dramatically leaving no option to many families than to stop payments. First it is necessary to have food on the table. Financial institutions became the new owners of thousand of houses. And because they have stretched to the limit the initial purchasing value of the house, sometimes more than 100% of the real purchasing price, to justify the highest possible mortgage in order to collect more interest, the house marketing value was not enough to cover the remainder of the mortgage. On top of it, with the market flooded with new houses, it could not absorb any more. So, did not only the banks stop receiving their regular monthly income, but they had to take a loss on the amount granted as mortgage. Who is to blame? What bank or financial institution can claim that did not follow that path?
To give some perspective to the dimensions of the problem I will give some numbers. And it is not necessary to be very accurate. In the Spanish case, and it is not far from what happened in other European countries, the average house mortgage is around 170.000 Euros. To pay it back in 30 years at an interest rate of 3,5% (it came to that, not so long ago) the monthly payment is 738 Euros. Now, as the banks, wisely, have indexed the mortgage payments to the Euribor, the monthly payment is 971 Euros. This means that every family has to pay annually an additional 2,796 Euros. Multiplying that value by 11.25 million houses (45 million inhabitants with an average of 4 people per household) comes to a total of 31,455 million Euros per year. Staggering, isn't it? That amount was not available any more to purchase anything else. So, the Spanish economy has changed in 6 months from a healthy situation with a budget surplus and growing at 3,5% to a budget deficit and entering in recession. And, obviously, the unemployment rate reached 12% very quickly leaving an additional million Spaniards without a job and forced into a hard and long “vacation”.
General consumption decreased (for example, the petrol consumption decreased by some 15% in one year) and all economies came to a halt. Without consumption the production must be reduced. Companies go bankrupt or have to lay off people and unemployment reached levels never seen in 15 years. Recession was upon us. And it will remain, as long as the right measures are not taken.
Now it can be understood why the vast sums of money injected by the ECB did not have any results. People cannot afford to buy money at these prices. Paradoxically, one of the side effects is that now the banks are offering 6% interest rate on a 3 month fix deposits when they were only offering 2.3 to 3% one year ago. Which means that the wealthy people will get more money and the ones with difficulties (the vast majority) will have to pay more. What a fantastic solution!!!
To add insult to injury the crazy US bank managers have devised a way to destroy the most powerful economy in the world - sub-prime mortgages. And the no less crazy US government helped them out. Enjoy the ride.
From what I said before, and I shouldn't be far from the truth, I do not need to name the real causes of the problem. They are obvious and even easy to correct. Lower the interest rates immediately and substantially! Of course it will take time, courage and a strong hand. And if the culprits of this chaos are not punished severely (without being too dramatic I do believe that some of them should be invited to commit suicide as in the old Roman empire days), all of them, government officials included who, either by allowing this to happen or for not having enough vision to act, the same situation could happen again.
As I said in the beginning I am not an expert in economics. I wonder what I would say if I were one. I just hope I am not right.

I find my work as a translator very challenging as we humans tend to be so intricate in communicating and expressing ourselves. For this reason, I am very demanding with myself and always look for help, when in doubt, consulting the relevant experts.
I never compromise the quality of my work in order to meet deadlines and I have never missed a deadline - these are my guidelines since I am only too aware that building a reputation is foremost in this line of business.
My favourite hobby is reading and I have a wide range of interest in literature.
At the moment, I am also studying German for this is the second foreign language in the Canaries but I still have a long road to travel before I feel well confident of my knowledge and make use of it.
In such a rapidly evolving world, translators have to keep up with new translating tools and subjects to bridge the gap between source and target languages. The key is to stay open to innovation!
