English to Spanish: The Regional Strategy for the Environmentally Sound Management of Used Lead Acid Batteries in Central America, Columbia, Venezuela and the Caribbean Island States
Source text - English The constituents of used lead acid batteries (ULAB), such as lead and sulfuric acid, may pose a threat to human health and the environment if managed improperly. The Regional Strategy for the Environmentally Sound Management of Used Lead Acid Batteries in Central America, Columbia, Venezuela and the Caribbean Island States was prepared under the auspices of the Basel Convention Partnership Initiative to assist developing countries in planning for and adopting policies, programs and measures to support a cooperative and coordinated approach to ensuring the environmentally sound management (ESM) of ULAB in the region. A regional approach is needed because the domestic ULAB recycling capacity of many countries in the region is inadequate (from an ESM perspective), insufficient, or lacking altogether. In addition, several countries (especially Small Island Developing States) do not generate sufficient quantities of ULAB to establish direct consignments with ULAB recyclers located in other countries.
Strategy implementation will initially focus on nine pilot countries (namely, Colombia, Costa Rica, Dominican Republic, El Salvador, Mexico, Panama, St. Lucia, Trinidad and Tobago, and Venezuela) and thereafter is anticipated broadening the group to include other interested countries in the region, such as Jamaica and Guatemala. ULAB that fall under the scope of this initiative include starting or “automotive” batteries, and deep discharge or “industrial” batteries (used for stationary and motive applications).
The Regional Strategy specifically addresses country needs that have been identified through national reports, consultation forums and presentation materials. It is based on the following eight strategic goals, each of which is accompanied by underlying objectives and targets:
1. Secure commitment from relevant stakeholders to promote ESM for ULAB in accordance with the Basel Convention and Basel Technical Guidelines.
2. Assess the degree to which the ESM of ULAB is supported at the national level and certify those that are in compliance.
3. Ensure national laws and compliance programs are sufficient to ensure ESM of ULAB.
4. Implement national programs (in a regional context) to recover ULAB for ESM.
5. Implement financial mechanisms to support the delivery and effectiveness of national ULAB recovery and recycling programs.
6. Transition workers from informal ULAB facilities and operations to the formal ULAB recovery and recycling sector.
7. Raise public awareness concerning the importance of proper battery use and ensuring ESM for the recovery of ULAB.
8. Identify candidate remediation sites where lead contamination has been observed from ULAB activities.
9. Promote technical assistance, including capacity building and technology transfer, including safe battery handling, storage and transportation systems; blood lead monitoring and soil remediation techniques, to enhance the ESM of ULAB in the region.
The Regional Strategy proposes a two-year budget totalling ???????????? to assist pilot countries finance its implementation, after which time countries will be expected to maintain self-financing ULAB recovery programs. This is feasible considering the fact that ongoing program costs will be generated by revenues from the sale of recovered ULAB (secondary lead is a valuable commodity) and financial intervention options (e.g. deposit-refund, purchase-discounts, waived-charges, advance recycling fees, or taxes). A request for (co)funding will be submitted to international donors such as the Global Environment Fund, the World Bank, and the International Development Bank, as well as other potential bilateral and multilateral funding and cooperation agencies and the private sector.

La Estrategia Regional plantea un presupuesto de dos años que totaliza ???????????? para ayudar a los países piloto a financiar su implementación, luego de lo cual se espera que dichos países sean capaces de sostener programas auto-financiables de recupero de BAPU. Source text - Spanish 1. CONTEXTO, ANTECEDENTES Y DESCRIPCIÓN DEL PROYECTO
A fin de comprender adecuadamente las contribuciones y los desafíos del proyecto Erradicación del Trabajo Infantil (ETI) que se realiza en Colombia, es conveniente iniciar este informe con una presentación sucinta de algunos elementos de contexto sobre las políticas de educación y de trabajo infantil en el país y sobre algunos antecedentes importantes respecto a la formulación del proyecto. También se realizará una breve descripción de los resultados que pretende alcanzar.
1.1 Características de la política educativa en el área rural
Hace más de una década Colombia emprendió un proceso de descentralización de la gestión educativa a través de la cual se asignó al Ministerio de Educación el rol de normar el sector y establecer las políticas, pero no de ejecutarlas, función que les corresponde a los municipios. Cuando un municipio no cuenta con las competencias técnicas o administrativas suficientes para asumir la gestión del sector educativo, la secretaría departamental de educación correspondiente se hace cargo de tal actividad. Los municipios en los que trabaja el proyecto, Funza y Madrid, aun no han asumido la administración del sector educativo, por lo que dependen de la Secretaria de Educación del Departamento de Cundinamarca.
La estructura institucional educativa rural está compuesta por redes escolares que incluyen un plantel central y varias escuelas adyacentes. Mientras estas últimas ofrecen solamente educación primaria (primero al quinto grado), los planteles centrales proporcionan educación primaria y secundaria completas. Dada la escasez de aulas escolares y la alta demanda de cupos, los planteles centrales funcionan en tres turnos: matutino, vespertino y nocturno.
El Proyecto de Educación Rural (PER) es la iniciativa más importante que el país lleva adelante para mejorar la calidad y ampliar la cobertura de la educación en el área rural. Ofrece un portafolio de modelos pedagógicos surgidos tanto en Colombia como en otros países y cuya efectividad ha sido comprobada. Dos de dichos modelos han sido adoptados por el proyecto ETI y forman parte de su propuesta pedagógica: Escuela Nueva y Aceleración del Aprendizaje. Escuela Nueva nació en Colombia en 1975 con el apoyo de USAID como medio para mejorar la calidad de la educación de las escuelas rurales unidocentes. Desde entonces la metodología se ha expandido por todo el país y ha sido adoptada oficialmente por el Ministerio de Educación. Por otro lado, Aceleración del Aprendizaje es un modelo que surgió en Brasil para dar respuesta al problema del retraso escolar y que ha sido replicado oficialmente en Colombia. Ambos modelos han sido validados y aplicados hasta el quinto grado de educación básica primaria.
1.2 El Comité de Erradicación del Trabajo Infantil
Adicionalmente, conviene destacar que el Comité para la Erradicación del Trabajo Infantil ha funcionado desde hace más de diez años y tiene un alto grado de institucionalización. Ha implementado tres planes de erradicación del trabajo infantil cuyas evaluaciones muestran resultados positivos crecientes .
1.3 El trabajo infantil en los municipios del Funza y Madrid
La convocatoria del Departamento del Trabajo (DOL) de los Estados Unidos a la presentación de propuestas para ejecutar el proyecto “Combating Exploitive Child Labor Through Education in Colombia” estableció lo siguiente :
“There are reports that children illegally employed in Colombia’s flower cutting industry are exposed to hazardous working conditions. They handle highly toxic pesticides, mixing them in tanks without gloves, masks or any kind of protection. The long-lasting health effects pesticides cause can be aggravated by malnutrition, which is also endemic among these children. Children also work long hours and at a very fast pace, especially during Christmas and Valentine’s Day holidays. Intermediary employment agencies reportedly bring children to work when demand for flowers rises. Commercial flower cultivation takes place in the Savannah in the outskirts of Bogotá, and it has been reported that most children working in the flower industry live in the localities of Madrid and Funza. Children’s participation in the flower industry is difficult to ascertain. As of yet, there is no reliable data on participation, working conditions, or how these children’s education and well-being are affected.”
En base a estas afirmaciones, Visión Mundial diseñó un proyecto para erradicar el trabajo infantil en las plantaciones de flores de Funza y Madrid. Sin embargo, durante los primeros meses de ejecución se decidió ampliar el proyecto hacia todas las actividades agrícolas, pues se encontró que la mayor parte de las empresas floricultoras de esos municipios pertenecen al sector formal y se adhieren a las normas laborales de no contratar menores de edad .
Los municipios de Funza y Madrid forman parte de la periferia de Bogotá por lo que su dinámica socioeconómica está fuertemente asociada con esta ciudad. La mayor parte de la población vive en las cabeceras municipales (92% Funza y 86% Madrid) y muchas personas trabajan en Bogotá. El sector agrícola se caracteriza por desarrollarse en grandes propiedades o en unidades que requieren una alta inversión como es el caso del cultivo de flores. El minifundio, por tanto, no está extendido en esta región.
Aproximadamente uno de cada cuatro niños y adolescentes de entre 5 y 17 años trabaja en estos municipios. El siguiente cuadro muestra las actividades que realizan .

1.4 Descripción del proyecto
Visión Mundial ejecuta el proyecto Erradicación del Trabajo Infantil (ETI) en los municipios de Madrid y Funza del Departamento de Cundinamarca en Colombia desde octubre de 2004. Los beneficiarios del proyecto son 4.500 niños de entre 5 y 17 años que trabajan o están en riesgo de trabajar en diferentes ramas de actividad. Mediante el diseño y puesta en marcha de acciones educativas y de apoyo a las familias y a la comunidad, el proyecto busca prevenir que los niños trabajen o retirarlos de la actividad laboral si ya lo hacen.
2. OBJETIVOS DE LA EVALUACION
Los objetivos de esta evaluación son:
• Ayudar a la organización a identificar áreas de buen desempeño y áreas en las cuales el proyecto podría mejorar su implementación.
• Apoyar a USDOL en el aprendizaje de lo que funciona y no funciona en cuanto a la conceptualización y diseño de los proyectos.
• Evaluar el grado de cumplimiento de los objetivos del proyecto.
• Evaluar el avance del proyecto en cuanto a la situación laboral y educativa de los niños.
• Evaluar la exactitud de los datos del desempeno del proyecto para los indicadores comunes del DOL.
• Evaluar la calidad de los servicios educativos proveídos a los niños beneficiarios del proyecto.
• Evaluar el grado de sostenibilidad de las intervenciones del proyecto.
Para lograr estos objetivos, se analizarán los siguientes aspectos del diseño y ejecución del proyecto:
• Diseño del proyecto e implementación
• Coordinación y alianzas
• Gerencia y presupuesto
• Sostenibilidad e impacto
3. METODOLOGÍA Y ALCANCE DE LA EVALUACIÓN
Se usaron las siguientes técnicas para recolectar la información:
Análisis documental
1. Se analizaron los siguientes documentos: Project Document, Cooperative Agreement, Solicitation of Grant Applications, Management Procedures and Guidelines, Progress reports, Technical and Financial Reports, Performance Monitoring Plan (PMP), Workplan, research reports (CINDE and Universidad Los Andes), base line study, tools and indexes developed during project implementation, and other background documents.

• Docentes de colegios participantes en el proyecto.
3. Adicionalmente, se planificaron grupos focales con padres de familia y niños beneficiarios del proyecto tanto en Funza como en Madrid. Sin embargo, pocos acudieron a la convocatoria, por lo que se optó por realizar entrevistas a los asistentes. Al respecto hay que mencionar que hasta enero de 2007 el proyecto solo había ejecutado limitadas acciones con los niños y sus familias, por lo cual la misión de evaluación contó con poca información directamente proporcionada por los beneficiarios.
Retroalimentación
4. Una vez concluida la tarea de recolección de información, se procedió a elaborar una presentación de los resultados preliminares para someterlos a consideración de los involucrados en el proyecto.
4. HALLAZGOS DE LA EVALUACIÓN
4.1 Análisis del diseño
Como se señaló en el punto 1.3, el diseño original del proyecto consistió en una propuesta para erradicar el trabajo infantil en las plantaciones de flores de los municipios de Madrid y Funza, en respuesta a una información errónea de los términos de referencia elaborados por USDOL. Posteriormente, el proyecto encontró que la industria florícola del sector no empleaba a trabajadores menores de edad, confirmando de esa manera las aseveraciones que la Asociación Colombiana de Exportadores de Flores (ASOCOLFLORES) había formulado al respecto . Este traspié produjo dos efectos negativos. En primer lugar, obligó a modificar aspectos sustantivos del proyecto luego de que se conocieran los resultados del estudio de línea base lo cual, a su vez, retrasó el cumplimiento del cronograma inicial. En segundo lugar, creó una percepción escéptica sobre el proyecto en algunas organizaciones que consideraban inexistente la problemática del trabajo en las plantaciones de flores y no prioritario el abordaje de los municipios de Funza y Madrid, generando de esta manera un ambiente inicial poco propicio para desarrollar relaciones interinstitucionales.
El marco lógico definitivo del proyecto se elaboró en agosto de 2005 y estableció las siguientes líneas de acción.
Fin El trabajo infantil en la zona agrícola central de Colombia se ha reducido y prevenido.
Propósito Los niños que trabajan o están en riesgo de trabajar en el área rural de intervención participan en los programas de educación formal y no formal desarrollados por el proyecto.
Resultados
1. Padres, autoridades y líderes locales con conciencia sobre la importancia de la educación para los niños que trabajan.
2. Programas piloto de educación formal e informal apropiados para niños que trabajan o que están en riesgo de trabajar.
3. Padres de familia apoyan la educación formal o informal de sus hijos y previenen el trabajo infantil.
4. Instituciones locales y organizaciones comunitarias han decidido desarrollar y apoyar proyectos para la prevención y reducción del trabajo infantil.
5. Políticas públicas asociadas con el trabajo infantil en áreas rurales han sido revisadas, aplicadas o reformuladas por las autoridades.
Como se puede observar, el marco lógico establece que el fin del proyecto es reducir y prevenir el trabajo infantil. Sin embargo, el propósito y los resultados no recogen ese enunciado, solo el cuarto resultado menciona la reducción del trabajo infantil, pero como se verá más adelante, aquel está más enfocado en la sostenibilidad de las acciones que en el cumplimiento del fin y del propósito.
Adicionalmente, solo uno de los indicadores del propósito expresa la intención de disminuir el trabajo infantil: número de niños retirados de las peores formas de trabajo. Este, no obstante, no es congruente con el enunciado del propósito que no hace alusión a la disminución del trabajo infantil sino exclusivamente a la escolarización de los niños que trabajan.
Finalmente, se observa una falta de correspondencia entre las actividades efectivamente realizadas por el proyecto y las enunciadas en el marco lógico. Entre otras cosas, el marco lógico solo contempla la realización de un estudio sobre trabajo infantil en Funza y Madrid (el estudio de la línea base mencionado en la actividad 1.1.1), pero el proyecto ha realizado cuatro estudios: el estudio de línea base en Funza y Madrid, el estudio de caracterización del trabajo infantil en el sector agrícola de ocho municipios, el estudio sobre logros académicos, asistencia escolar y trabajo infantil y, finalmente, el estudio sobre el Índice de Riesgo Escolar . Este aspecto y otros similares serán abordados en detalle conforme se analicen el logro de cada uno de los resultados.
Por otro lado, cabe señalar que, como se verá posteriormente, el proyecto se adecua a las políticas del país sobre trabajo infantil y apunta a lograr los cuatro objetivos de la Iniciativa Educativa de USDOL. En efecto, las políticas sobre trabajo infantil están contenidas en el Plan Nacional para la Erradicación del Trabajo Infantil 2003 – 2006 tres de cuyos objetivos forman parte de la estrategia del proyecto: i) profundizar el conocimiento sobre la problemática del trabajo infantil, ii) impulsar el desarrollo, consolidación y aplicación de las políticas públicas relacionadas directa o indirectamente con procesos de inclusión social conducentes a la prevención del trabajo infantil, la restitución de derechos de los niños y niñas que se encuentran trabajando, entre ellas la universalización de la educación y, iii) transformar los patrones culturales que legitiman y promueven el trabajo infantil . Es necesario mencionar que en materia de trabajo infantil, este plan es el instrumento de acción del Ministerio de Protección Social, el cual encabeza la Secretaría Técnica del Comité de Erradicación del Trabajo Infantil. La política del Ministerio de Educación en cuanto al sector rural es implementada por el Proyecto de Educación Rural (PER). Los modelos educativos que impulsa el proyecto forman parte del portafolio de innovaciones del PER. Adicionalmente, desde la perspectiva del ICBF, el proyecto de Visión Mundial se enmarca adecuadamente en la política institucional de erradicación del trabajo infantil y ha acertado en articular la temática del trabajo infantil con la educación y orientar sus acciones al área rural, llenado así un espacio no ocupado por otra institución . El proyecto además ha acogido la resolución 004448 del Ministerio de Protección Social en cuanto a los trabajos prohibidos para menores de 18 años mediante su incorporación en los criterios que definen las peores formas de trabajo en el sistema de monitoreo. Finalmente, cabe mencionar que la Procuraduría General de la Nación es el ente responsable de dar seguimiento a las políticas públicas de protección a la infancia y, por tanto, de vigilar que las alcaldías y gobernaciones cumplan con la política nacional en materia de trabajo infantil. Puesto que el proyecto se propone promover la participación de las alcaldías, su estrategia apuntala la labor de Procuraduría .

To properly understand the contributions and challenges of the Child Labor Eradication (ETI) Project carried out in Colombia, it is convenient to start this report with a succinct introduction to some context elements about the educational and child labor policies of the country and about important background of the project formulation. A brief description of the results it intends to achieve will also be made.
1.1 Characteristics of the educational policy in the rural area
More than a decade ago Colombia launched a decentralization process of the educational administration, assigning the Ministry of Education with the role of establishing norms and set policies, and municipalities with their implementation. When a municipality lacks enough technical or administrative capabilities to take on the administration of the educational sector, the corresponding departmental secretariat of education assumes the activity. Funza and Madrid, the municipalities the project is working on, have still not assumed the administration of the educational sector, owing to which they depend on the Secretary of Education of the Cundinamarca Department.
The rural education institutional structure is integrated by school networks including a central plant and some adjacent schools. While these last offer only primary education (first to fifth grade), the central plants provide primary and secondary whole education. Due to schoolroom shortage and great demand, the central plants function in three shifts: morning, afternoon and evening.
The Rural Education Project (REP) is the most important initiative the country is embarked in to improve the quality and extend the educational coverage in the rural area. It offers a pedagogic model portfolio raised in Colombia and other countries as well, whose effectiveness has been proven. Project ETI has adopted two of such models that are part of its pedagogic proposal: New School and Learning Acceleration. New School was born in Colombia in 1975 with the support of USAID as a means to improve the education quality in the single teacher rural schools. Since then, the methodology has spread throughout the country and has been formally adopted by the Ministry of Education. On the other hand, Learning Acceleration is a model risen in Brazil to respond to the school lag and formally replicated in Colombia. Both models have been validated and applied up to the fifth grade of the primary basic education.
1.2 The Child Labor Eradication Committee
Additionally, it is worth mentioning that the Child Labor Eradication Committee has been acting for more than ten years and presents a high level of institutionalization. It has implemented three child labor eradication plans with growing positive result assessments .
1.3 Child Labor in Funza and Madrid municipalities
The Department of Labor (DOL) of the United States summons to deliver proposals for the implementation of the “Combating Exploitive Child Labor Through Education in Colombia” Project established the following :
“There are reports that children illegally employed in Colombia’s flower cutting industry are exposed to hazardous working conditions. They handle highly toxic pesticides, mixing them in tanks without gloves, masks or any kind of protection. The long-lasting health effects pesticides cause can be aggravated by malnutrition, which is also endemic among these children. Children also work long hours and at a very fast pace, especially during Christmas and Valentine’s Day holidays. Intermediary employment agencies reportedly bring children to work when demand for flowers rises. Commercial flower cultivation takes place in the Savannah in the outskirts of Bogotá, and it has been reported that most children working in the flower industry live in the localities of Madrid and Funza. Children’s participation in the flower industry is difficult to ascertain. As of yet, there is no reliable data on participation, working conditions, or how these children’s education and well-being are affected.”
Based on the terms of reference of the call made by the Department of Labor of the United States, World Vision designed a project for the eradication of child labor in the flower plantations of Funza and Madrid. However, during the first months of execution, it was resolved to expand the project to all the agricultural activities, since it was found that most of the flower production companies of these districts are in the formal sector and adhere to the labor standards that preclude the hiring of minors . .
Funza and Madrid municipalities are part of Bogotá outskirts, so, their socioeconomic dynamics are strongly associated to this city. Most of the population live in the municipal heads (92% Funza and 86% Madrid) and many people work in Bogotá. The agricultural sector is characterized by large property developments or units requiring big investment, such as the flower plantations. The smallholding, therefore, is not prevalent in this region.
Approximately one out of four children and adolescents between 5 and 17 years old work in this municipalities. The following chart shows the activities they perform .:

1.4 Description of the Project
World Vision is implementing the Child Labor Eradication Project (ETI) in Madrid and Funza municipalities of the Cundinamarca Department in Colombia since October 2004. The project beneficiaries are 4,500 children between 5 and 17 years old who work or are at risk of working in different branch activities. Through the design and implementation of educational actions and support to the families and the community, the project seeks to prevent child work or withdrawing them from work if they are already working.
2. OBJECTIVES OF THE ASSESSMENT
The objectives of this assessment are:
• Helping the organization to identify good performance areas and those where the project could improve its implementation.
• To support USDOL in learning what works and what does not work concerning the conceptualization and design of the projects.
• To assess the degree of fulfillment of the objectives of the project.
• To assess the progress of the project concerning child labor and educational situation.
• To assess the accuracy of the project performance data for DOL’s ordinary indicators.
• To assess the quality of the educational services provided to project beneficiary children.
• To assess the degree of sustainability of the project intervention.
To achieve these objectives, the following aspects of design and implementation of the project will be analized:
• Design of the project and its implementation
• Coordination and alliances
• Management and budget
• Sustainability and impact
3. METHODOLOGY AND SCOPE OF THE ASSESSMENT
The following techniques were used to collect the information:
Documentary Analysis
1. The following documents were analized: Project Document, Cooperative Agreement, Solicitation of Grant Applications, Management Procedures and Guidelines, Progress reports, Technical and Financial Reports, Performance Monitoring Plan (PMP), Workplan, research reports (CINDE and Universidad Los Andes), base line study, tools and indexes developed during project implementation, and other background documents.
Interviews and focal groups

3. Additionally, focal groups were planned with project beneficiary parents and children from Funza and Madrid as well. Nevertheless, only a few accepted the summons, which led to interviewing the attendants. On this concern it is worth mentioning that until January 2007 the project had only accomplished limited actions with children and their families, owing to which the assessment mission had scarce information provided directly by the beneficiaries.
Feedback
4. Once the information collecting task was ended, the preliminary results were processed to elaborate a presentation to be submitted to the consideration of the project participants.
4. ASSESSMENT FINDINGS
4.1 Design analysis
As stated in point 1.3, the original project design consisted of a proposal to eradicate child labor in the flower plantations of the Madrid and Funza municipalities, as a response to the erroneous information about the reference terms elaborated by USDOL. Later, the project found that the flower industry of the sector did not employ minor workers, confirming what the Flower Exporting Colombian Association (ASOCOLFLORES) had asseverated on this respect . This slip had two negative effects: Firstly, after the base line study results were known, substantial aspects of the project had to be modified which, at the same time, delayed the accomplishment of the initial chronogram. Secondly, a skeptic perception of the project arose in some organizations which considered inexistent the flower plantation work issues and non priority approaching Funza and Madrid municipalities, generating in this way an inauspicious initial atmosphere to develop inter-institutional relations.
The final logical framework of the project was elaborated in August 2005 and established the following lines of action.
End Child work in the central agricultural area of Colombia has been reduced and prevented.
Aim Children who work or are in risk of working in the rural area of intervention participate in the formal and non-formal education programs developed by the project.
Results
1. Parents, authorities and local leaders conscious of the importance of education for working children.
2. Formal and non-formal education pilot programs appropriate for working or in risk of working children
3. Parents supporting their children formal and non-formal education and preventing child labor.
4. Local institutions and community organizations have decided to develop and support projects to prevent and reduce child labor.
5. Public policies associated with child labor in rural areas have been revised, applied or reformulated by the authorities.
As it can be seen, the logical framework establishes that the aim of the project is to reduce and prevent child labor. Nevertheless, the aim and the results do not bring in that principle, only the fourth result mentions the reduction of child labor, but as it will be seen lately, the aim focuses more on the sustainability of the actions than on the accomplishment of the aim and the purpose.
Additionally, only one indicator of the purpose expresses the intention of reducing child labor: number of children withdrawn from the worst labor forms. This, however, is not congruent with the declaration of the purpose, which does not mention the reduction of child labor but exclusively the schooling of working children.
Finally, there is a lack of correspondence between the activities actually carried out by the project and those declared in the logical framework. Among other things, the logical framework only considers the performance of a survey on child labor in Funza and Madrid (the base line study mentioned in activity 1.1.1), but the project has performed four surveys: the base line study in Funza and Madrid, the child labor characterization survey in the agricultural sector in eight municipalities, a survey on academic achievements, school attendance and child labor, and lastly, the School Risk Index survey . This aspect and some similar others will be tackled in detail as each result achievement is analyzed.
On the other hand, it is worth mentioning, as it will lately be seen, that the project conforms the country policies on child labor and aims to achieve the four objectives of the Educational Initiative of USDOL. In fact, child labor policies are included in the Child Labor Eradication National Plan 2003 – 2006, three objectives of which are part of the project strategy: i) deepening the knowledge on child labor issues, ii) boosting the development, consolidation and implementation of public policies directly or indirectly related to social inclusion processes conducive to child labor prevention, restitution of the rights of the working children (female and male), among them universalization of education and, iii) changing the cultural patterns that legitimate and promote child labor . It is necessary mentioning that on child labor issues, this plan is the action instrument of the Ministry of Social Protection, headed by the Technical Secretariat of the Child Labor Eradication Committee. The Ministry of Education Policy concerning the rural sector is implemented by the Rural Education Project (REP). The educational models promoted by the project are part of the REP innovation portfolio. Additionally, from the ICBF perspective, the World Vision project is adequately framed in the institutional policy for child labor eradication and has succeeded in articulating the child labor issue with education and directing its actions to the rural area, and filling the space that other institutions left uncovered . Besides the project abides to the resolution 004448 of the Ministry of Social Protection prohibiting some forms of work for minors (< 18 years old) since they incorporated the worst forms of work criteria to the monitoring system. Finally, it is worth mentioning that the National Attorney General Office is the entity responsible for the follow-up of the public policies on child protection and, consequently, supervise that municipal and provincial authorities comply with the national policy on child labor issues. Inasmuch as the project intends to promote the participation of municipal authorities, its strategy props up the Attorney General Office labor.
My experience, acquired in diverse activities, has developed my profile of very good organizer of new projects and re-organizer of defective ones. Having worked in different levels and perspectives of education has refined my ability to diagnose needs and provide solutions.
