Yes, if this is correct, then "mobile registry office" would be OK. José Patricio's suggestion is good too - I can't find anything to confirm this in Uruguay though.

Mobile registry office In the interior of Argentina (Chaco and Villa María, Cordoba, at least) they use the term "Libro Movil" for a mobile registry office visiting smaller towns. "Según el informe del Registro Civil, en la oficina central se anotaron 194 bebés, en tanto que otros 24 fueron inscriptos en el Libro Móvil".
