The context here is a "Country Summary" of the activities of a multinational lending institution in Paraguay. I don't see anything relevant in this site's glossaries, or online. Note that XXX stands for the multinational lending institution. Note also that "CPR" clearly does not stand for the name of a company here.

I believe it is an English abbreviation for Country Programme Review. A quick Google search suggests that this is a fairly common term within international development circles.
This Spanish language document incorporates the English term in its title and defines CPR in its glossary of abbreviations (defined as 'revisión del programa país"):

Where a competent person’s report (CPR) is required it should be based on the company’s assets "segmented using a unit of account appropriate to the scale of its operations" and not on a "per asset basis".
