Background and Objectives of the Review The Federal Republic of Germany is the third largest bilateral
donor of development aid in Afghanistan following the USA and Japan. Up through 2014 federal funds for German development cooperation (GDC) have amounted to over 2 billion euros, of which 1.575 billion euros have been allocated through the Federal Ministry for Economic Cooperation and Development (BMZ). Afghanistan is the main receiving country of bilateral funds allocated through the BMZ. The unique position of this partner country demands continual observation of the effectiveness of the allocations provided, which implicitly suggests reviewing whether and how effectiveness has actually been observed. The Advisory Board of the German Institute for Development Evaluation (DEval) has requested the Institute to provide a review of the types, scope, quality, and usefulness of all evaluations of GDC conducted under the aegis of the BMZ. Using this information, the review should also present recommendations for designing an evaluation program which can support further shaping of the BMZ-country-portfolio in Afghanistan based on robust evidence. Therefore, this study is not an evaluation of GDC interventions in Afghanistan on its own, but is rather characterized as a review of the evaluations which have already been conducted on projects and programs funded by BMZ.

Portfolio of GDC in Afghanistan Parallel to the deployment of the ISAF-Mission, the Federal Republic of Germany strengthened its engagement in development cooperation in Afghanistan. With its supporting funds amounting to 80 million euros, Germany was already the largest European donor country in 2002. Up through 2010, funding commitments for development cooperation in Afghanistan have continually increased to an amount of 430 million euros annually (with BMZ proportionally directing funds up to 250 million euros and the Federal Foreign Office (AA) up to 180 million euros). Further German ministries (BMVg, BMI, BMEL) and German federal states are also actively involved in providing funds toward rebuilding Afghanistan, although to a much lesser degree. Under the condition that the Afghan government continues to implement its plans for reform, this level of development financing should remain unchanged up through 2016. Further engagement up to at least 2024 has already been held in prospect. The priorities of GDC in Afghanistan have shifted over time: although one-fourth of the BMZ portfolio originally focused on
emergency aid, this focus has moved toward more long-term development objectives and durations of projects. BMZ relies mainly on the German Agency for International Cooperation (GIZ) and the German Development Bank (KfW), as well as a number of non-governmental organisations (NGO) for project
implementation. Since 2002 KfW has financed a total 56 projects and programs in Afghanistan on behalf of BMZ and the AA with a sum of more than one billion euros. The funds received from BMZ amounted to 80% of the full sum and financed 38 of the 56 projects and programs. The volume of the entire project portfolio of KfW in Afghanistan jumped from around 106 million euros in 2009 to nearly 247 million euros in 2010. However, the volume sank again to just 152 million euros in 2012. The largest percentage of funding between 2007 and 2012 was granted to the area of governance, followed by sustainable economic development, education, and water and sanitation. The assistance provided by KfW in the area of governance is focused on support to public administration in the implementation of development projects in rural areas. GIZ has implemented a total of 83 projects and programs since 2002, 60 of which are still running. As in the case of KfW, a large proportion of the GIZ-funds were received from BMZ. The total
sum of funds received by GIZ between 2002 and 2013 is at about 400 million euros, funding 57% of GIZ-projects. The remaining amount of GIZ-funds was received mainly from the AA. GIZ implemented projects and programs in the following sectors and areas of intervention: energy, sustainable economic development, water and sanitation, education, emergency and transitional aid, health, good governance, and civil peace service.

Hintergrund und Ziele der Untersuchung
Die Bundesrepublik Deutschland ist nach den USA und Japan der drittgrößte bilaterale Geber in Afghanistan. Mit Stand Anfang 2014 beliefen sich die deutschen staatlichen Mittel für die Entwicklungszusammenarbeit (EZ) in Afghanistan auf mehr als 2 Mrd. Euro, wobei der Beitrag des Bundesministeriums für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ)
1,575 Mrd. betrug. Afghanistan ist der Hauptempfänger bilateraler Leistungen durch das BMZ. Die herausgehobene Stellung dieses Partnerlandes erfordert eine kontinuierliche Beobachtung
der Wirksamkeit der eingesetzten Mittel und legt daher eine Überprüfung nahe, ob und wie diese Wirkungsbeobachtung tatsächlich geschehen ist. Der Beirat des Deutschen Evaluierungsinstituts der Entwicklungszusammenarbeit (DEval) hat das Institut gebeten, eine Bestandaufnahme zu Art, Umfang, Qualität und Nutzung der bisher durchgeführten Evaluierungen der EZ unter der Ägide des BMZ vorzunehmen und hierauf aufbauend Empfehlungen für die Ausgestaltung eines möglichen Evaluierungsprogramms auszusprechen, das eine evidenzbasierte
Gestaltung des BMZ-Länderportfolios in Afghanistan unterstützt. Dementsprechend stellt die vorliegende Studie keine eigenständige Evaluierung von EZ-Maßnahmen in Afghanistan dar,
sondern hat den Charakter eines Reviews bereits durchgeführter Evaluierungen der vom BMZ finanzierten Vorhaben.

Portfolio der deutschen EZ in Afghanistan Parallel zur Entsendung der ISAF-Mission verstärkte die Bundesrepublik Deutschland ihr entwicklungspolitisches Engagement in Afghanistan und war bereits 2002 mit einer Fördersumme von 80 Millionen Euro größter europäischer Geber. Seitdem wurden die Fördermittel für den zivilen Aufbau Afghanistans kontinuierlich aufgestockt und belaufen sich seit 2010 auf jährliche Zusagen von 430 Millionen Euro – mit einem Anteil des BMZ in Höhe von bis zu 250 Millionen Euro und des AA in Höhe von bis zu 180 Millionen Euro. Mit geringerem Mittelaufwand sind zudem weitere deutsche Bundesministerien (BMVg, BMI, BMEL) und Bundesländer aktiv in den zivilen Wiederaufbau Afghanistans involviert. Unter der Bedingung, dass die afghanische Regierung ihre Reformvorhaben weiter umsetzt, soll dieses Niveau der Entwicklungsfinanzierung bis 2016 aufrecht gehalten werden. Darüber hinaus ist ein weiteres Engagement bis 2024 in Aussicht gestellt. Die Prioritäten der deutschen EZ in Afghanistan haben sich mit der Zeit verschoben. Während bei einem Viertel des BMZ Portfolios der Schwerpunkt ursprünglich im Bereich der Nothilfe lag, verschob sich dieser Fokus hin zu längerfristigen entwicklungspolitischen Zielen und längeren Projektlaufzeiten. Zur Umsetzung stützt sich das BMZ hauptsächlich auf die GIZ und KfW sowie auf einige nichtstaatliche Organisationen vor Ort. Die KfW hat seit 2002 insgesamt 56 Projekte und Programme in Afghanistan im Wert von über einer Milliarde Euro im Auftrag des BMZ und des AA finanziert. Die Mittel aus dem BMZ betrugen 80 % des Gesamtvolumens mit denen 38 der 56 Vorhaben finanziert wurden. Das Volumen der von der KfW umgesetzten Maßnahmen in Afghanistan stieg sprunghaft von knapp 106 Millionen Euro im Jahr 2009 auf knapp über 247 Millionen Euro
im Jahr 2010 an. Danach sank das Volumen wieder auf knapp 152 Millionen Euro im Jahr 2012. Der größte Prozentsatz der Finanzierung zwischen 2007 und 2012 wurde im Bereich Regierungsführung (Governance) aufgewendet, gefolgt von Nachhaltiger Wirtschaftsentwicklung, Bildung sowie Wasser- und Sanitärversorgung. Die Zusammenarbeit im Bereich der Regierungsführung konzentriert sich auf die Unterstützung der öffentlichen Verwaltung bei der Durchführung von Entwicklungsprojekten in ländlichen Gebieten. Die GIZ hat seit 2002 insgesamt 83 Projekte und Programme in Afghanistan realisiert, von denen in 2013 noch 60 Projekte liefen. Wie im Falle der KfW stammt der Großteil der Mittel der GIZ vom BMZ. Die Mittel beliefen sich zwischen 2002 und 2013 auf knapp 400 Millionen Euro und finanzieren 57 % der GIZ-Projekte. Die übrigen Gelder stammten hauptsächlich vom AA. Die GIZ implementiert Projekte und Programme in den folgenden Sektoren und Interventionsbereichen: Energie, Nachhaltige Wirtschaftsentwicklung, Wasser und Sanitärversorgung, Bildung, Not- und Übergangshilfe, Gesundheit, Gute Regierungsführung und
Ziviler Friedensdienst.
