Texto de origen - español CONDICIÓN I.- OBJETO DE LAS CONDICIONES GENERALES
1. El presente Pliego de Condiciones Generales tiene por objeto establecer y regular las Condiciones Generales por las que los Suministradores se han de regir para la ejecución de los trabajos a TELEFÓNICA DE ESPAÑA, S.A. Unipersonal (en adelante TELEFÓNICA DE ESPAÑA). Estas consisten en el Suministro, e Instalación de los equipos o sistemas que vayan a constituir su Infraestructura de Red y de los elementos asociados a los mismos, así como para la ejecución de los trabajos y actividades consideradas de Obra Varia en el ámbito de infraestructura de red, planta interior (Conmutación, Fuerza, Transmisión y Radio, etc.). La actividad de Obra Varia se refiere especialmente a trabajos en Repartidor (puentes, regletas,), Conmutación (traslados, cableados, reconexiones), Fuerza (traslados de cargas, sustituciones, cambios de servicio), Transmisión y Radio (constitución de circuitos, traslados, puentes A.F., etc.).
2. Las presentes condiciones generales marcarán los requerimientos mínimos que regirán los suministros, podrán existir condiciones particulares adaptadas a los requerimientos específicos de una determinada línea de producto o sistema, que prevalecerán frente a éstas en aquellos aspectos que traten y siempre aportando nuevos requisitos o incrementando los requisitos del pliego de Condiciones Generales. En el caso de que un pliego de condiciones particulares aminore los requisitos recogidos en el pliego de Condiciones Generales, será autorizado expresamente por el responsable de Ingeniería de Red que gestione las obras de construcción del equipo en la red. Se entiende en consecuencia que, caso de no existir condiciones particulares para el suministro, instalación y mantenimiento de un determinado equipo/sistema, las condiciones que regularán el mismo serán las generales aquí expuestas.
3. Se entiende asimismo que los equipos de que se trata constituyen por sí mismos sistemas completos o partes, adaptados a las características de la red existente; cumplirán en consecuencia todos los requisitos acordados entre TELEFÓNICA DE ESPAÑA y el SUMINISTRADOR tomando en consideración las especificaciones vigentes y/o acuerdos bilaterales entre ambos, que en conjunto pasan a denominarse Características Técnicas Garantizadas, y que, salvo indicación en contra, se suministrarán, instalarán y en condiciones de prestar servicio.
4. Las presentes Condiciones Generales, y las particulares que existan en su caso para un determinado equipamiento o sistema, prevalecerán frente a cualesquiera otras que existieran acordadas con el SUMINISTRADOR y serán de aplicación excluyente frente a las mismas. Para aquellas cláusulas y condiciones no explícitamente expresadas en este documento, se atendrá a las normas y criterios ya acordados con anterioridad.

1. The purpose of the current General Bidding Conditions is to establish and regulate the General Conditions that the Suppliers shall fulfill to carry out works for TELEFÓNICA DE ESPAÑA S.A. Unipersonal (hereinafter called TELEFÓNICA DE ESPAÑA). These consist in the Supply and Installation of the equipment or systems that will make up Telefónica’s Network Infrastructure and associated elements, as well as the execution of works and activities that are considered as Various Works in the scope of network infrastructure, interior plant (Switching, Strength, Transmission and Radio, etc.) The Various Works activity is specially related to works in Distributor (bridges, strips), Switching (transfers, wiring, reconnections), Strength (load transfer, replacements, service changes), Transmission and Radio (circuit composition, transfers, bridges, A.F., etc).
2. The current general bidding conditions shall establish the minimum requirements that shall govern the supplies. There can be special conditions adapted to the specific requirements of a given product line or system, which shall prevail over these general conditions in the related aspects, and which shall always provide new requirements or increase the requirements of the General Bidding Terms and Conditions. If special bidding terms provide for less requirements than the General Bidding Terms and Conditions, they shall be expressly authorized by the person responsible for Network Engineering who is managing the equipment construction works in the network. Consequently, it is understood that, should there not be any special conditions for the supply, installation and maintenance of a given piece of equipment/ system, these general conditions shall govern such activities.
3. It is also understood that the related equipment are full systems or parts of a system, adapted to the existing network’s features. So, they shall comply with all requirements agreed upon between TELEFONICA DE ESPAÑA and the SUPPLIER, taking into account the specifications in effect and/or bilateral agreements between them, which shall be jointly called Guaranteed Technical Features, and which, except otherwise specified, shall be supplied and installed, and shall be in conditions to provide the service.
4. The current General Conditions, and the applicable specific conditions for a given piece of equipment equipment or system shall prevail over any other existing conditions agreed upon with the SUPPLIER, and shall be exclusively applicable. For those clauses and conditions that are not explicitly mentioned herein, the previously agreed standards and criteria shall be applicable.

Texto de origen - español 4.4.1 Redundancia y Disponibilidad de la Solución
4.4.1.1 La arquitectura NGN/MSAP final debe ser del tipo Carrier Grade dada por un esquema redundante y de alta disponibilidad. La solución propuesta deberá poseer esquemas de redundancia geográfica (como referencias a considerar preliminarmente son las centrales de CHICÓ y CUNI en Bogotá aunque se contemplan otras posibilidades). El OFERENTE deberá presentar una descripción detallada del mecanismo de redundancia geográfica con su respectivo soporte para la solución propuesta (p.e.: Hot-Standby o Balanceador de cargas) incluyendo todos los componentes funcionales de la solución.
4.4.1.2 La solución propuesta deberá cumplir con lo siguiente:
a. 99,999% de disponibilidad de la plataforma hardware altamente confiable y estable, con diseño tolerante ante fallas.
b. Hot standby significa que en el momento de presentarse una falla, el hot backup que estaba en standby tomará automáticamente el control sin que esto sea percibido por los suscriptores ni los sistemas (dual- host system).
c. Balanceador de cargas significa que los componentes trabajan en carga compartida.
d. Tolerancia a fallas y protección eléctrica: Todos los componentes deben tener un sistema de protección contra fallas de potencia, sobrevoltajes, sobrecorrientes, cortocircuitos, bajas de voltaje y bajas de corriente. Un sistema de fácil aplicación para la restauración del software y un sistema de Back Up automático cuando se presenten fallas de potencia. Todos los componentes esenciales de la arquitectura deben ser redundantes y hot swappables, es decir, permitir la inserción o remoción estando el sistema en producción y sin interrupción del servicio. Deben incluirse componentes esenciales tales como procesador central, data base, switching fabric, tarjetas de interfaces, fuentes de alimentación y ventiladores (fans).
e. Dispositivos de almacenamiento de información: deberán ser discos en configuración de espejo o configurados con algún esquema RAID con redundancia (1, 5, 10 o 50).
f. Switch-over automático o semi automático: El paso del modo activo a standby y vice-versa (switch-over) no deberá afectar ninguno de los servicios de llamada activa ni Call Detail Record (CDR) en progreso. El sistema deberá brindar la posibilidad de forzar el switch-over desde la gestión del mismo.
g. Actualizaciones: Durante las actualizaciones de hardware o software el sistema deberá operar sin interrupción ni degradación del servicio.
h. Seguridad: se debe proveer políticas (para la seguridad de las llamadas, de las redes anexas y adicionales) y sistemas de seguridad (p.e.: SBC, Firewall, etc). La solución deberá preveer la protección de todos los dispositivos que conforman la red de diferentes clases de ataques que afecten la continuidad del servicio.
i. Backup / Restore: en caso de una eventualidad, tales como falla de hardware y/o software, catástrofe o siniestro, debe preveerse un esquema completo de backup/restore, para el almacenamiento y restauración de las configuraciones y datos de todos los elementos del sistema, en caso de pérdida o inaccesibilidad de esta información y definir los tiempos máximos para que la plataforma realice la restauración.
j. Deberán especificarse medios de almacenamiento de backup soportados, tiempos de toma de backup y restauración según elemento del sistema afectado y frecuencia recomendada de verifficaión de backup por elemento del sistema.
k. El OFERENTE deberá informar si su SS opera en modo de redundancia geográfica con SS de otros proveedores. En caso afirmativo describa los mecanismos de redundancia utilizados, incluyendo:
sincronización de base de datos de usuarios, sincronización de las informaciones de enrutamiento y heart-beat.

4.4.1.1 The final NGN/MSAP architecture shall be of a Carrier Grade type, provided by a redundant and high availability scheme. The proposed solution shall have geographic redundancy schemes (references to be preliminary considered are the CHICÓ and CUNI exchanges in Bogotá, although other possibilities are being analyzed). The BIDDER shall provide a detailed description of the geographic redundancy mechanism with its corresponding support for the proposed solution (for example: Hot-Standy and load balancer) including all functional components of the solution.
4.4.1.1 The proposed solution shall meet the following requirements:
a. 99.999% of platform availability, highly reliable and stable hardware, with fault-tolerant design.
b. Hot standby means that when a fault appears, the hot backup that was in standby will automatically take control, and this shall not be noticed by the subscribers or the systems (dual-host system).
c. Load balancer means that the components work with shared load.
d. Fault-tolerant design and electrical protection: All components shall have a protection system against power faults, over voltages, over currents, short circuits, voltage decreases and current decreases. This is an easy-to-apply system to restore software and an automatic back up system when there are power faults. All essential components of the architecture shall be redundant and hot swappable, i.e. they shall permit addition or removal when the system is in production, with no service interruption. Essential components such as the central processor, data base, switching fabric, interface cards, power sources and fans shall be included.
e. Information storage devices: they shall be disks with mirrored configuration or set up with some sort of RAID redundancy scheme (1, 5, 10 or 50).
f. Automatic or semi automatic switch over: Changing from active mode to standby and vice versa (switch-over) shall not affect any of the active call or Call Detail Record (CDR) services in progress. The system shall permit the possibility to force the switch over from the management thereof.
g. Updates: During hardware or software updates the system shall operate without service interruption or degradation.
h. Security: Security policies (for call security and attached and additional network security) and systems (for example: SBC, Firewall, etc.) shall be provided. The solution shall contemplate the protection of all network devices against different kinds of attacks that may affect the continuity of the service.
i. Backup/ Restore: in case of a problem, such as hardware and/ or software fault, catastrophe or incident, a full backup/ restore scheme shall be provided for, to store and restore the setup and data of all system elements, if that information is lost or cannot be accessed to. The maximum times for the platform to restore this information shall be defined.
j. The supported backup storage devices, times for information backup and restoring, depending on the affected system element and recommended frequency for backup verification per system element shall be specified.
k. The BIDDER shall inform if his SS operates in geographic redundancy mode with other providers’ SSs. If this is so, please, describe the redundancy mechanisms used, including: user’s database synchronization, routing and heart-beat information synchronization.
