El mapa que muestra la Organización Mundial de la Salud (OMS) para México es sorprendente. Prácticamente toda América aparece ya en color rojo, signo de una epidemia de coronavirus avanzada, salvo México, que permanece gris, es decir, en una primera fase, con 203 afectados y dos fallecidos. Los responsables de la OMS-Organización Panamericana de la Salud (OPS) en el país norteamericano, Jean Marc Gabastou (Orthez, Francia, 1963) y Cristian Morales Fuhrimann (Santiago de Chile, no quiere dar su fecha de nacimiento) que han decidido hacer esta entrevista juntos, aseguran que se están tomando las medidas adecuadas y que este tiempo ganado está sirviendo para ir tomando lecciones de otros países antes de que la pandemia se haga fuerte. A pesar de todo, afirman que los peores escenarios también llegarán y que es impredecible saber qué ocurrirá entonces. Para México se ha elevado la predicción de afectados graves: aquí no se calcula un 5% sino un 7% de la población, debido a la mayor incidencia en este país de la diabetes y la obesidad, debilidades en la lucha contra el virus. Los entrevistados saben bien que la pobreza mata, por eso sus mensajes sanitarios siempre llegan moderados por un aviso económico.
La casa de la OMS en México está llena de gel antivirus por todos lados y un expendedor de espuma recibe en el ascensor. Pero, si no hay síntomas, ni hablar de mascarillas. “Quítenselas”, ordena Gabastou.
Pregunta. En otros países se está haciendo autocrítica por no haber tomado a tiempo medidas que habrían ayudado a contener o reducir la epidemia. ¿Qué pasa con México?
Morales. México está tomando varias de las lecciones aprendidas por otros países, como China, y está aplicando medidas coherentes con las recomendaciones de la OMS; fue el primero en poner a punto una prueba de detección para el coronavirus y eso es premisa básica para disminuir la velocidad de dispersión de la pandemia. Esos esfuerzos nos hacen pensar que se siguen haciendo bien las cosas, los 164 son aún importados [de otros países con la epidemia] y las personas con las que estuvieron en contacto han sido estudiadas, eso nos deja tranquilos. Estando aún en el escenario 1 se están aplicando medidas típicas del 2, cuando ya se da transmisión comunitaria. Eso es ir por adelantado. Pongo este ejemplo: en España cerraron las escuelas cuando llevaban más de 1.000 casos y en Italia mas de 2.000; aquí se han clausurado con 100. Podemos apreciar que hay cosas que se están haciendo correctamente, aunque eso no significa que todo va a salir bien, sabemos que vamos a transitar muy pronto al escenario 2 y que el 3 va a expresarse muy probablemente en las próximas semanas. La incógnita es cómo sucederá. ¿Se dará igual por todo el país, escalonadamente por Estados? Eso es un gran desafío.
P. ¿Cuáles son las fortalezas de México para enfrentar esta crisis?
Gabastou. Tiene establecimientos, tecnología de muy alta calidad y personal muy preparado. La capacidad de reacción fue inmediata, tiene uno de los laboratorios de más calidad en la región y en el mundo, y fue el primer país en implementar el algoritmo para el diagnóstico completo. Capacidad tiene, es cuestión de organización y reorganización en los servicios ante una situación como esta y es ahí donde vamos a ver cómo responde al escenario 3 en las semanas que vienen.
P. ¿Cómo prevén que responderá?
Gabastou. A la luz de las experiencias de otros países, esperamos que se haya aprendido y que se tomen medidas que mitiguen los efectos económicos, sanitarios. Cada semana ganada nos enseña lo que se debe o no hacer y el costo relacionado con la eficiencia.
P. ¿Una quiebra de la economía social podría ocasionar muertes a medio plazo, quizá más que las originadas por un virus como este?
Gabastou. A corto plazo, hay que mantener la continuidad de los servicios en general y en particular los de salud, porque hay otras enfermedades, transmisibles y no transmisibles, crónicas, que requieren monitoreo, tratamientos que pueden verse afectadas. Y a medio y largo plazo la economía tiene un efecto global y México no estará exento de esos efectos colaterales, de consecuencias sanitarias, económicas y sociales.
P. El Gobierno, alertado de otras crisis, ¿no estará quizá primando resguardar la economía en lugar de tomar medidas más drásticas o eficaces contra la pandemia?
Gabastou. Esas medidas drásticas no han demostrado su eficiencia. Si hubiera una receta mágica la aplicaríamos, y nosotros la recomendaríamos, pero esa receta no existe. Países con el PIB alto que han iniciado medidas muy drásticas pueden sufrir un impacto más fuerte porque finalmente dependen de las finanzas de la especulación. Esas medidas no mitigan el impacto económico. México está resistiendo y es un país con muy pocos casos. Eso va a cambiar rápidamente, pero este esquema nos habrá hecho ganar días o semanas.
P. Dice que México ha aprendido de otros países, pero sus colegas de la OMS en Europa aseguran que los éxitos de China, o Corea del Sur dependen de los test de detección que se han tomado entre la población. México no ha hecho muchos, en comparación. ¿No hay una contradicción entre lo que dice la OMS allí y aquí?
Morales. La OMS es una sola. El llamado del director general a los test es para saber por dónde va la epidemia y su dispersión. Quiénes, cómo y por qué se están infectando. En México se hacen test sin dejar a ningún sospechoso. Y además hay un sistema desplegado, gracias a su capacidad de vigilancia epidemiológica, que se llama centinela y que ocupa el sistema de detección de influenza, al cual se le agrega un algoritmo para testear el coronavirus. Hay más de 400 centros para eso y se va teniendo un panorama de la evolución. Es coherente con la insistencia del director general de la OMS.
Gabastou. El aislamiento de pacientes que podrían transmitir la enfermedad se ha hecho a cabalidad. Si hacemos un tamizaje masivo, ¿a cuántas personas hay que efectuar la prueba y cuántas veces? Ahí ya estaríamos hablando de costo-efectividad. Un negativo hoy no significa que lo sea dos días después. Es mejor el sistema centinela que, hasta hoy, no ha dado ningún resultado positivo. Eso no garantiza que el país esté exento, hay que estar reactivos.
P. Al Gobierno se le tuvo que insistir durante días para que diera el número de test efectuados. Dijeron entonces que llevaban 9.100. No se ha vuelto a hablar de cifras. ¿No sería conveniente dar estos datos para la tranquilidad de la población?
Morales. Es legítima la preocupación. La población está en derecho de conocerlo. Corresponde preguntarle a las autoridades nacionales. No veo por qué no se da esa información y si no se da hay un problema.
Gabastou. 9.000 pruebas para la fase 1 de la epidemia y eventualmente 2 es suficiente. En cuanto entremos en el 2 el número de casos y de contactos aumentará y cada vez que tengan síntomas se van a ejecutar estas pruebas y se va a aplicar el muestreo de la vigilancia centinela, ya se está planificando la elaboración. Ya hay proveedores aquí que fabrican lo necesario para estas pruebas. No vamos a estar faltos de pruebas. Y también se hacen proyecciones para el escenario tres, pero no es que entonces se vayan a multiplicar las pruebas, porque ahí ya no hay valor agregado, serán atendidos en función de su sintomatología leve, severa o critica. Ahí [lo que se precisa] son más insumos de protección.
P. Tampoco en eso se está siendo todo lo transparente que se debiera.
Gabastou. Se ha hecho un inventario de insumos para los tres escenarios y sobre esa base hay un análisis que generó un proceso de compra de insumos y de capacitación [de personal], campañas de información, reactivos y dispositivos médicos [de acuerdo] con todas las instancias de salud. Sobre ello se ha redimensionado y se están preparando para alimentar la red para los futuros escenarios, en los que no entraremos de golpe. A medida que los Estados, los distritos vayan resultando afectados, los insumos llegarán. Y siempre debe haber una reserva estratégica que garantice que toda la población esté atendida oportunamente y con la misma calidad.
Morales. A partir de ese análisis sea estimado cuántas personas van a requerir atención: la gran mayoría de los que nos infectemos no vamos a desarrollar enfermedad. Alrededor del 14% de los sintomáticos van a requerir cuidados especializados y probablemente la mitad, un 7% de ese 14 necesitará cuidados intensivos. Lo que nadie conoce es si estos números se van a expresar al mismo tiempo o paulatinamente. No es lo mismo que la atención especializada para ese 7% se requiera en 10 días o a lo largo de tres meses; de ello dependerá la presión que sufra el sistema de salud.
P. Otros países hablan de un 4% o un 5% ¿Por qué México tiene el 7%?
Gabastou. Por las características de la población. Aquí hay más gente joven, sí, pero es el segundo o tercer país en diabetes y obesidad, que son factores de riesgo. Un 50% de los que entren en cuidados intensivos podrían fallecer, por eso es mejor que se prevea un número superior para anticipar derivas e imponderables.
P. En México miles de personas mayores de 60 años están en las cajas de los supermercados empacando productos para ganar unas propinas. Son población de riesgo por su edad, pero a su lado pasan cada día miles de manos y de bocas. ¿Es prudente permitir que sigan estando en esos espacios?
Gabastou. Es un comentario acertado. Son de riesgo y más si tienen comorbilidad, como diabetes, antecedentes de problemas respiratorios. Hay medidas que se están gestando y que serán anunciadas, pero no todo es responsabilidad federal, también están los municipios, los Estados, que deben tomar medidas acordes con la decisión de sus poblaciones y de su población de riesgo.
P. ¿La OMS recomendaría que esos jubilados estuvieran apartados ya de los supermercados?
R. La palabra apartados no es la adecuada. Hablamos de protección, de garantías sanitarias, no es cuestión de estigmatizar, sino de que tomen medidas de cuarentena, de que espontáneamente se les recomiende aislarse y que los miembros de sus familias o asilos adecuen la respuesta a esa población. Nuestra recomendación es proteger a esa población.
P. ¿O sea que sí?
Gabastou. Sí, eso va a llegar y es una parte de nuestras recomendaciones.
P. ¿Deberían estar ya protegidas, en cuarentena, en sus casas?
Gabastou. Es un debate, estamos en escenario 1, de preparar a las personas para cuando ese tipo de aislamientos se apliquen; nos hemos reunido con las grandes empresas y les recomendamos activar los planes de contingencia y aplicar las medidas correspondientes. Todas esas medidas se van a aplicar a toda la población. En un momento dado estas medidas se tomarán de manera más drástica como lo vimos en Europa. Todo esto permite la continuidad y la estabilidad de la economía porque esto tiene dos caras. Se supone que con estas precauciones se limita la transmisión pero la segunda cara es que se colapse el país y eso podría tener efectos colaterales sobre otras enfermedades o sobre capas de la sociedad, como el desempleo, la violencia.
P. Todavía hay quien se pregunta si esto del virus es verdad. ¿Está toda la población informada por igual y de forma suficiente?
Gabastou. Nunca es suficiente. Una población con información científica incorporará los riesgos a los que se expone y eso [debe hacerse] con mensajes a todas las capas de las sociedad. Hay que intensificar las campañas de información y diversificarlas, eso es una recomendación de la OMS y la OPS que hemos hecho aquí. Hemos organizado un taller de comunicación de riesgo para los voceros y comunicadores de la Secretaría de Salud y trabajamos para traducir y difundir afiches para todas las capas de la sociedad y a las comunidades indígenas, que forman parte de la población de riesgo. Trabajaremos con un canal para elaborar y difundir mensajes masivamente a la comunidad. Nunca es tarde, pero es un esfuerzo que debe hacer el país.
P. Como conclusión, debemos entender que México está siendo un país ejemplar en esta lucha contra el virus?
Gabastou. Las lecciones llegarán cuando acabe la epidemia. Entonces cada país e institución hará su evaluación de las medidas que fueron favorables y las brechas que habrá que corregir en el futuro.
P. Al inicio de la crisis, ustedes felicitaron a México. ¿Hoy también?
Morales. Hasta el momento, sí.

Mexico’s position on the World Health Organization’s map is surprising. The Americas are almost all shaded in red, indicative of an advanced coronavirus epidemic, with the exception of Mexico, which remains gray – meaning it is in the first stage, with 203 infected and two deaths. Representatives of the WHO-Pan American Health Organization (PAHO) in Mexico, Jean Marc Gabastou (Orthez, France, 1963) and Cristian Morales Fuhrimann (Santiago de Chile, prefers not to give his date of birth), who have decided to be interviewed together, assure that adequate measures are being taken. They say that this is giving Mexico a head start that will allow them to take on board lessons learned in other countries before the pandemic gets worse. In spite of this, they state that the worst-case scenario will come and what will happen then is unpredictable. The forecast for the amount of serious cases in Mexico is high: it is being calculated at 7% rather than 5% of cases, due the high rate of diabetes and obesity in the country, which are risk factors when fighting the virus. The interviewees are well aware that poverty kills and that is why their health messages are always accompanied by economic warnings.
The WHO offices in Mexico have antiviral gel everywhere and there is a foam dispenser in the elevator. But unless you have symptoms, they won’t hear of face masks. “Take them off,” signals Gabastou.
EL PAIS: Other countries are lamenting the fact that they didn’t implement measures in time that would have helped to contain or reduce the epidemic. What is happening in Mexico?
MORALES: Mexico is taking on board several lessons learned by other countries, such as China, and it is applying measures in line with the WHO’s recommendations. It was the first country to develop a test to detect coronavirus, which is the basic premise to reduce the speed at which the pandemic spreads. These efforts lead us to believe that things are being done well. The 164 cases are all imported [from other countries with the epidemic] and people that they were in contact with have been tested, so we are calm. Despite only being in phase 1, the measures being applied are typical of phase 2, when there is community contagion. This means they are ahead. To give an example: in Spain schools weren’t closed until there were more than 1000 confirmed cases and in Italy not until there were over 2000; here they have been closed with 100 cases. We can see that there are things that are being done well, although this does not mean that everything will be OK. We know that phase 2 will come very soon and phase 3 is most likely to happen in the next few weeks. What we don’t know is how it will happen. Will it happen at the same time nationwide, or in stages, state by state? It’s a huge challenge.
Interviewer: What are Mexico’s strengths in the face of this crisis?
GABASTOU: Its institutions and technology are of high quality and it has well-trained staff. The reaction capacity was immediate. It has one of the best laboratories in the region and in the world, and it was the first country to develop the algorithm for complete diagnosis. It has the capability. It is just a question of organization and reorganization of services in a situation like this and that’s where we will see how it responds to stage 3 in the coming weeks.
Interviewer: How do you predict it will respond?
GABASTOU: We hope that it has learned from other country’s experiences and will take measures that will mitigate the effects on the economy and health. Every week gained teaches us what should and should not be done as well as the cost of effectiveness.
EL PAIS: Could an economic collapse cause deaths in the medium term, perhaps more than those caused by a virus such as this one?
GABASTOU: In the short term, it is important to continue services in general and especially health services because there are other chronic diseases, contagious and non-contagious, that need to be monitored and their treatment can see itself affected. In the medium and long term, economic effects are global and Mexico will not be exempt from these health, economic and social consequences.
EL PAIS: Might the Government, heeded by other crises, be prioritizing the economy instead of taking more drastic or efficient measures against the pandemic?
GABASTOU: These drastic measures have not shown themselves to be effective. If there was a magic formula, we would apply it and recommend it, but this formula does not exist. Countries with a high GDP that have started more drastic measures may suffer a worse impact because they rely on financial speculation. These measures don’t mitigate the economic impact. Mexico has been resistant and is a country with very few cases. This is going to change rapidly, but this approach will have helped to gain days or weeks.
EL PAIS: You say that Mexico has learned from other countries, but your colleagues at the WHO in Europe assure that the successes of China and South Korea depend on applying tests. Mexico has not done many in comparison. Is there not a contradiction between what the WHO are saying there and what they are saying here?
MORALES. There is only one WHO. The call to test issued by the Director General is to know where the epidemic is going and spreading: who, how, and why they are being infected. In Mexico, tests are being done without leaving anyone open to suspicion. Moreover, there is a system in place, thanks to Mexico’s capability in epidemiological surveillance, called sentinel, which is the system they use to detect influenza, and an algorithm for testing coronavirus has been added to this system. There are more than 400 centers for this and it is providing an overview of its evolution. This is in line with what the General Director of the WHO has stressed.
GABASTOU: The isolation of patients that could transmit the disease has been fully implemented. If we were to carry out mass screening, how many people would have to be tested and how many times? There we would have to talk about cost-effectiveness. A negative result today doesn’t mean that it will be two days’ later. The sentinel system is better, and up to now it has not shown any positive cases. This doesn’t mean that the country is exempt. It is important to be reactive.
EL PAIS: The Government had to be pressured for days to reveal the number of tests carried out. They then said that they had done 9100. They have not spoken again of any numbers. Would it not be advisable to communicate this data to make people feel at ease?
MORALES: This is a legitimate concern. People have the right to know. The national authorities need to be asked. I don’t know why this information is not being given, and if it isn’t, there is a problem.
GABASTOU: 9000 tests for phase 1 of the epidemic and eventually phase 2 is sufficient. Once we go into stage 2, the number of cases and contacts will increase, and each time symptoms are shown, these tests will be carried out and sentinel surveillance sampling will be applied - the development of which is already being planned. There are already suppliers here that manufacture what is needed for these tests. We won’t have a lack of tests. And projections for phase 3 are being made, but that doesn’t mean that testing then will be multiplied because at that point there is no added value. People will be treated according to their symptoms: light, severe, or critical. There [what is needed] will be more protective supplies.
EL PAIS: There isn’t as much transparency regarding this as there should be either.
GABASTOU: An inventory of supplies has been done for the three scenarios and based on this there was an analysis that generated a process of purchase of supplies and training [of staff], information campaigns, reagents and medical devices [in agreement] with all the health bodies. Based on this, adjustments have been made and they are preparing to supply the network for the future scenarios, which we will enter into suddenly. As each state and district is affected, the supplies will arrive. And there will always be a strategic reserve that guarantees that the whole population is treated promptly and to the same standard.
MORALES. This analysis has given us an estimation of how many people will need to be treated. The vast majority of those infected will not develop an illness. Around 14 percent of those with symptoms will need specialist care and around half of these, 7 percent, will need to be in intensive care. What no one knows is whether these numbers will appear at once or gradually. It isn’t the same if the specialist care for this 7 percent is required over a 10 day period as over a three month one, and the pressure that the health system is put under will depend on this.
EL PAIS: Other countries have talked about 4 or 5 percent. Why does Mexico have 7?
GABASTOU: Due to the characteristics of the population. Yes, there are more young people here, but it is the second or third country in terms of diabetes and obesity, which are risk factors. Fifty percent of those who go into intensive care could die, so it is better to predict a higher number to take into account drift and unknown factors.
EL PAIS: In Mexico, thousands of over 60s are at supermarket checkouts bagging groceries to earn tips There are part of the at risk population due to their age, but every day thousands of hands and mouths go past them. Is it sensible to allow them to carry on being in these spaces?
GABASTOU: It’s a very good point. They are at risk and more so if they have underlying illnesses, such as diabetes or a history of respiratory disease. They are measures being planned and that will be announced, but not everything is federal responsibility. There are also municipalities and states that should implement measures in accordance with their community’s decisions and their risk factors.
EL PAIS: Does the WHO recommend removing these retirees from the supermarkets?
R: “Remove” is not the right word. We are talking about protecting and guaranteeing health. It’s not a matter of stigmatizing them, but they should take quarantine measures and it is recommended that they self-isolate. Family members or homes need to give the appropriate care to this population.
EL PAIS: So you mean yes?
GABASTOU: Yes, this is coming and is part of our recommendations.
EL PAIS: Should they be already protected in quarantine at home?
GABASTOU: It’s a debate. We’re in phase 1: preparing people for when these types of quarantines are implemented. We’ve met with large companies and have recommended that they activate their contingency plans and apply the appropriate measures. At some point, these measures will be applied in a more drastic way, as we have seen in Europe. All of this will allow the continuity and the stability of the economy because this has two sides. The idea is that by taking these precautions, transmission will be limited, but the other possibility is that the country collapses and this could have collateral effects on other illnesses or layers of society, such as unemployment or violence.
EL PAIS: There are still people who ask is all of this virus stuff is true. Is all of the population equally informed and informed enough?
GABASTOU: It’s never enough. People with scientific information will incorporate the risks that they are exposed to and this [has to be done] through messaging to all sections of society. Information campaigns need to be intensified and diversified. That is one recommendation that the WHO and PAHO have made here. We have organized a risk communication workshop for spokespeople and communicators from the Secretary of Health and we are working to translate and diffuse posters for all sections of society and to indigenous communities, which form part of the at-risk groups. We will work on a channel to develop and diffuse messages en masse to the people. It’s never too late, but it’s an effort that the country needs to take.
EL PAIS: In conclusion, are we to understand that Mexico is acting as an exemplary country in the fight against the virus?
GABASTOU: Conclusion will be drawn when the epidemic is over. Each country will then make an evaluation of the measures that were positive and the gaps that will need to be filled in the future.
EL PAIS: At the start of the crisis, you congratulated Mexico. Do you still today?
MORALES: Up to now, yes.

Se trabaja con comunidades directamente y se busca influenciar a las personas e instituciones que ejercen poder para garantizar que las personas en pobreza puedan mejorar sus vidas y medios de vida, así como incidir en las decisiones que les afectan.
La confederación XXX pretende contribuir, junto con otras organizaciones e instituciones, a que los procesos de decisión en las instituciones globales tomen en cuenta las necesidades de los pobres y marginados en los países con economías emergentes de los países denominados “BRICSAM”. Por ello, a nivel internacional XXX ha sostenido diálogos con un conjunto de redes multi-temáticas de organizaciones de la sociedad civil en Brasil, China, India, Indonesia, México, Rusia y Sudáfrica que tienen una capacidad colectiva para participar en el diálogo multi-actor y para influenciar foros de políticas globales, con un enfoque especial en torno a la desigualdad.
En este marco, la confederación XXX presentará el proyecto “Participación de redes de la sociedad civil de paises BRICSAM en el diálogo multi-actor e incidencia en la política global” ante la convocatoria lanzada en otoño 2011 por la Unión Europea de su programa “Actores No Estatales”, en asociación con otros afiliados y asociados de la sociedad civil de seis países. El proyecto buscará alzar la voz de las redes apoyadas en foros globales con el fin de llevar a la adopción e implementación efectiva de políticas pro pobres a nivel internacional y por lo tanto, incrementar el acceso a mejores medios de vida y servicios esenciales para las personas en pobreza.
En el caso de México, se sostuvieron diálogos entre la “XXX”, XXX (XXX) y “XXX” para explorar y confirmar su interés de participar en este proyecto juntos como los socios mexicanos.
Dicha asociación surge ante la necesidad de fortalecimiento de las capacidades de articulación e incidencia de actores de la sociedad civil mexicana en en búsqueda de causas prioritarias comunes relacionadas a la Justicia Económica; el Ciudadanía Activa y Estado; así como los Derechos Colectivos y el Cambio Climático.
De ser aprobado, el proyecto se realizará durante el periodo 2012-2015 y sus estrategias de intervención principales serán:
1) Reforzar la capacidad de las redes nacionales participantes para representar a sus bases sociales nacionales
2) Establecer estrecha vinculación y coordinación, tanto física como virtualmente, entre las redes participantes en este proyecto para el aprendizaje mutuo y la incidencia articulada
3) Profundizar la comprensión de las redes participantes en torno a las realidades y soluciones a la desigualdad en sus países
4) Fortalecer a las redes en las habilidades necesarias para participar de forma conjunta con organizaciones internacionales en procesos de incidencia en foros globales multilaterales.
Expuesto lo anterior, las partes que intervienen formalizan la presente carta, al tenor de las siguientes:
CONDICIONES
Primera: La solicitud ante la Unión Europea será presentada por XXX Gran Bretaña, a nombre de la confederación XXX y todos los socios nacionales en los seis países.
Segunda: La aprobación de la solicitud ante la Unión Europea dependerá de dos fases de gestión, con esta primera en enero 2012 de presentación de una nota conceptual y una siguiente de elaboración, presentación y aprobación de una solicitud completa.
Tercera: La implementación del proyecto entrará en vigor una vez que éste sea aprobado por la Unión Europea y que XXX Gran Bretaña haya recibido la primera remesa de financiamiento.
Cuarta: El proyecto está previsto para operar a partir del otoño 2012 ó el primer trimestre de 2013, con una duración de 3 años.
Tercera: “XXX” conoce y avala los contenidos centrales de la nota conceptual del proyecto a presentarse por “XXX” a la Unión Europea.
ACUERDOS
Primero: La “XXX” será propuesto ante la Unión Europea como uno de los socios de este proyecto, por lo que reconoce su responsabilidad y acepta los compromisos señalados en el Anexo 1 de esta carta.
Segundo: A partir de la notificación de la Unión Europea, “XXX” informará a “XXX” de la respuesta, y en el caso de la aprobación de la nota conceptual, se establecerá un plan de trabajo para la elaboración colectiva de los contenidos desde México en la solicitud completa junto con los demás socios nacionales.
Tercero: Dentro de un plazo de no más de 60 días de la fecha de inicio del proyecto, “XXX” y “XXX” acordarán los términos de referencia para el trabajo conjunto y firmarán un convenio interinstitucional, para el establecimiento de compromisos entre ambas partes.
Cuarto: De ubicar otras oportunidades de gestión para este proyecto, “XXX” consultará con los socios nombrados previo a formalizar la presentación de propuestas.

Traducción - inglés LETTER OF INTENT FOR THE JOINT MANAGEMENT OF THE PROJECT “PARTICIPATION OF CIVIL SOCIETY NETWORKS OF BRICSAM COUNTRIES IN MULTI-ACTOR DIALOGUE AND ADVOCACY IN GLOBAL POLITICS”
Issued and accepted by XXX [XXX] (XXX), hereinafter referred to as “XXX”, represented by the Executive Director XXX, and XXX, A.C., hereinafter referred to as “XXX”, represented by the Advocacy and Campaigns Manager, XXX, in accordance with the following recitals and conditions:
RECITALS
XXX is a global confederation of 15 organizations working together in over 90 countries with partners and allies all over the world searching for lasting solutions to the injustice of poverty. It works directly with communities and seeks to influence individuals and institutions in positions of power to ensure that poor people can improve their lives and livelihoods, as well as have a say in the decisions that affect them.
The XXX confederation, together with other organizations and institutions, aims to guarantee that the decision-making processes of global institutions take into account the necessities of the impoverished and marginalized in the emerging market countries known as “BRICSAM”. For this reason, XXX has held dialogues at an international level with a group of multi-issue civil society networks in Brazil, China, India, Indonesia, Mexico, Russia and South Africa which have a collective capacity to participate in a multi-actor dialogue and to influence global political forums, with a particular focus on inequality.
Within this framework, the XXX confederation, in association with other civil society affiliates and associates from six countries, will present the project “Participation of civil society networks of BRICSAM countries in multi-actor dialogue and advocacy in global politics” in response to the call for proposals launched in autumn 2011 by the European Union programme “Non-state actors”. The project seeks to raise the profile of the networks supported in global forums with the aim of achieving the adoption and implementation of pro-poor policies at an international level and, as a result, increase the access to improved ways of life and essential services to those in poverty.
In the case of Mexico, talks were held between “XXX”, XXX [XXX] (XXX) and “XXX” to discuss and confirm their interest in participating in this project together as Mexican partners.
This partnership grew from the necessity to strengthen Mexican civil society actors’ capacity for collaboration and advocacy in order to establish shared priority causes related to Economic Justice, Active and State Citizenship, as well as Collective Rights and Climate Change.
If approved, the project will be carried out from 2012-2015 and its principal intervention strategies will be to:
1. Reinforce the capacity of participating national networks to represent their national social bases
2. Establish close links and coordination, both physically and virtually, between the participating networks in this project in order to benefit mutual learning and coordinated advocacy
3. Deepen the participating networks understanding of the realities of poverty in their countries and possible solutions
4. Strengthen the networks in the abilities required to participate jointly with international organizations in advocacy processes in multilateral global forums.
In view of the foregoing, the parties acting herein formalized the present letter, accepting the following conditions and agreements:
CONDITIONS
1. The application to the European Union will be presented by XXX Great Britain, representing the XXX confederation and all national partners in the six countries.
2. The approval of the application by the European Union will depend on two management phases: The first, in January 2012. will consist of the presentation of a concept note. The second, will include the production, presentation and approval of a complete application.
3. The implementation of the project will occur once it has been approved by the European Union and once XXX Great Britain has received the first installment of financing.
4. The project is due to operate from autumn 2012 or the first third of 2013 and will have a duration of three years.
5. “XXX” is aware of and endorses the key content of the concept note that will be presented by “XXX” to the European Union.
AGREEMENTS
1. “XXX” will be proposed before the European Union as one of the partners of the project, by which it recognizes its responsibility and accepts the agreements outlined in Annex 1 of this letter.
2. On receiving the notification from the European Union, “XXX” will inform “XXX” of the outcome, and providing that the concept note has been approved, a schedule will be established to collectively produce the full application from Mexico, in conjunction with the other national partners.
3. Within a timescale of no more than 60 days from the start date of the project, “XXX” and “XXX” will come to an agreement on the reference terms that will be used for the joint project and will sign an inter-agency agreement in order to establish the commitments of both parties.
4. In the case that other management options for this project are found, “XXX” will consult the aforementioned partners before formalizing the presentation of proposals.
