La ex candidata presidencial Ingrid Betancourt, la rehén de mayor peso que ha tenido la guerrilla de las FARC, se convirtió con su liberación el miércoles 2 de julio en una emblemática sobreviviente del conflicto armado interno en Colombia. Betancourt, una bogotana de 46 años de edad que fue plagiada por las Fuerzas Armadas Revolucionarias de Colombia (FARC) en 2002, se constituyó en el símbolo de la lucha por la libertad de los secuestrados en su país.
El largo cautiverio de la ex senadora, retenida el 23 de febrero de 2002 por rebeldes en las selvas del sur del país, movilizó a varios gobiernos del mundo, que desde entonces comenzaron gestiones en pro de su liberación.
En esa tarea participaron de manera activa España, Suiza y Francia, éste último país su segunda patria, gracias a la nacionalidad que logró por su matrimonio con el diplomático francés Fabrice Delloye, con el cual tuvo a sus dos hijos.

Fue una gran emoción, un compañero de trabajo me lo comento e inmediatamente fui a ver mas información en la pagina de Internet de uno de los periódicos de Colombia y encontré la pagina lo que yo llame colapsada, nada había allí más que una ventana con dos párrafos explicando la noticia de ultima hora; busque en Internet en otro periódico de Colombia y ahí si que no había señal alguna; irónico pero mas emocionada me sentía pues este colapso era para mi una confirmación de la noticia. Betancourt nació en Bogotá el 25 de diciembre de 1961 y creció entre Colombia y Francia, donde cursó estudios en ciencias políticas, relaciones internacionales y comercio internacional en el Instituto de Ciencias Políticas de París.
Hija del ex ministro colombiano Gabriel Betancourt y de la ex congresista Yolanda Pulecio, la liberada dirigente vivió desde niña en un ámbito marcado por la política y la contingencia nacional, donde sus padres tuvieron gran figuración.
Al regresar de París, se desempeñó como asesora en los ministerios de Hacienda y de Comercio Exterior y en 1994 se convirtió en diputada por Bogotá, cargo en el que permaneció hasta 1998, cuando llegó al Senado por el Partido Verde Oxígeno, que ella fundó.
En su condición de legisladora, la politóloga conformó junto con otros representantes a la Cámara baja el grupo de "Los cuatro mosqueteros", con quienes promovió varios debates para denunciar actos de corrupción en el país.
Controvertida, polémica y combativa, escribió un libro, que se publicó en francés, en el que expuso su crítica visión sobre el gobierno del presidente colombiano Ernesto Samper (1994-1998), acusado entonces de recibir aportes del narcotráfico a su campaña.
Con la certeza de convertirse en una opción de poder, distinta a la de los partidos tradicionales, Betancourt decidió retirarse del Senado en el 2002 y se postuló a la Presidencia de Colombia por su movimiento político.
Fue durante su campaña política que decidió viajar a hacer proselitismo a la localidad sureña de San Vicente del Caguán, departamento de Caquetá, donde fue secuestrada por un comando de las FARC el 23 de febrero de 2002.
Las FARC-EP
Muchas reacciones se han desatado alrededor del mundo y, colombianos radicados en Minnesota como Mónica Romero tienen sus opiniones propias: "Creo que significa un enorme debilitamiento de las FARC, lo cual celebro, sin embargo es prematuro pensar que es el final de un grupo guerrillero que lleva tantos anos; puede ser quizás el comienzo del fin de la parte corrupta y engañosa de las FARC".
Las Fuerzas Armadas Revolucionarias de Colombia - Ejército del Pueblo o FARC-EP son un grupo guerrillero que se autoproclama marxista-leninista. Opera en Colombia y en las regiones fronterizas de Venezuela, Ecuador, Panamá y Perú. Son partícipes del conflicto armado colombiano desde su conformación en 1964 y son dirigidas por un secretariado de siete miembros que estuvo bajo el comando de Pedro Antonio Marín, conocido por los alias de Manuel Marulanda o Tirofijo hasta su fallecimiento en marzo de 2008, desde entonces su comandante en jefe es 'Alfonso Cano'.
Las FARC son consideradas como una agrupación terrorista por 31 países (Colombia, Perú, Estados Unidos, Canadá y la Unión Europea). Los gobiernos de otros países latinoamericanos como Ecuador, Bolivia, Brasil, Argentina y Chile no le aplican esta calificación. El Gobierno de Venezuela ha solicitado que se le otorgue un estatus de grupo beligerante a las FARC y no las considera terroristas.
Hacen presencia en 24 de los 32 departamentos de Colombia sobre todo al sur y oriente del país, concretamente en Putumayo, Huila, Nariño, Cauca y Valle del Cauca. Se ha reportado la existencia de operaciones militares y campamentos en los países que tienen frontera con Colombia, como Venezuela, Ecuador, Panamá y Brasil.
Sus acciones consisten en guerra de guerrillas y combate regular convencional así como técnicas terroristas, como el asesinato de civiles, miembros del gobierno y militares, el secuestro con fines políticos (como el de Íngrid Betancourt) o extorsivos, atentados con bombas o cilindros de gas, y actos que han provocado desplazamientos forzados de civiles violando así el Derecho Internacional Humanitario.
Su número de efectivos varía según las fuentes, desde 6.000 hasta 16.000. Según un informe de Human Rights Watch, aproximadamente el 20-30% son menores de 18 años, muchos reclutados forzosamente, de igual forma se acusa a las FARC de torturar y abusar sexualmente de estos menores.
En comunicados a la opinión pública las FARC-EP afirman que su objetivo es acabar con las desigualdades sociales, políticas y económicas, la intervención militar y de capitales estadounidenses en Colombia, mediante el establecimiento de un Estado marxista-leninista y bolivariano, lo que es desestimado por el gobierno y también por gran parte del pueblo colombiano, ya que Colombia tiene el mayor número de víctimas de minas antipersonales. Además de que el grupo está involucrado en negocios considerados ilegales como el robo, la extorsión, el secuestro y tráfico de armas y droga.
Para Gustavo Navarrete este rescate representa más bien es una consecuencia del deterioro de las FARC. Ya que en otra época era imposible pensar en infiltrarse de esa manera en las filas de las FARC y hoy en día se puede gracias a que ya están en camino de acabarse.
Sin embargo, para Fernando Duque, representa un golpe inmenso y nefasto y añade: "tanto como el final, lo dudo, y la razón por la cual es porque las FARC a pesar de ser terroristas son en parte la respuesta de la corrupción y de la desigualdad que hay en Colombia. Ahora, como Colombiano, deseo que se acaben pero ya mismo, al igual que la corrupción y la desigualdad".
Cuatro décadas un conflicto armado, dos mil 321 días de cautiverio para Betancourt

Colombia vive desde hace cuatro décadas un conflicto armado interno en el que intervienen guerrillas izquierdistas, paramilitares de ultraderecha y tropas oficiales, el cual ha dejado más de 100 mil muertos, civiles en su mayoría, y varios miles de secuestrados.
La ex candidata presidencial colombiana Ingrid Betancourt, considerada un símbolo del drama del secuestro en Colombia, estuvo dos mil 321 días en poder de las rebeldes Fuerzas Armadas Revolucionarias de Colombia (FARC). La política del ambientalista partido Verde Oxígeno, que también tiene nacionalidad francesa, se convirtió durante su cautiverio en el centro de la atención de la comunidad internacional, la cual clamó por su liberación. Betancourt fue secuestrada el 23 de febrero de 2002, cuando junto a su asesora Clara Rojas fue retenida por un comando de las FARC cuando ambas se desplazaban en automóvil por una carretera del suroccidental departamento de Caquetá. Al momento de su retención, la entonces candidata presidencial y su compañera de fórmula se dirigían a la sureña localidad de San Vicente del Caguán, sede del fallido proceso de paz con las FARC, en el marco de su campaña de cara a los comicios de mayo de ese año.
Los antecedentes del secuestro de Betancourt, por este motivo, se remontan al 20 de febrero del 2002, cuando el entonces presidente Andrés Pastrana dio por terminado los diálogos de paz con las FARC, la principal y más antigua guerrilla activa de Colombia. Pastrana ordenó entonces a las Fuerzas Militares ocupar una zona de 42 mil kilómetros cuadrados, en donde se desarrollaron los diálogos de paz con las FARC, tras acusar a esa guerrilla de falta de voluntad política para avanzar en una salida negociada al conflicto.
En la tarde del 23 de febrero de ese año, la caravana de la candidata de Verde Oxígeno fue detenida por un comando rebelde, que capturó a Betancourt y Rojas, a quienes desde ese momento la organización insurgente consideró como "prisioneros políticos". Pese a estar en cautiverio, el partido Verde Oxígeno decidió mantener la candidatura testimonial de Betancourt en los comicios de mayo de 2002, que ganó el actual presidente Alvaro Uribe Vélez, quien prometió una guerra frontal contra la insurgencia. En ese entonces, Las FARC propusieron al nuevo gobierno, el retiro del Ejército de los sureños departamentos de Putumayo y Caquetá para negociar un acuerdo humanitario, lo cual fue rechazado de forma enérgica por el mandatario colombiano.
El 28 abril de 2003, el secretariado de las FARC nombró a los jefes rebeldes Fabián Ramírez, Carlos Antonio Lozada y Felipe Rincón como negociadores para un eventual acuerdo humanitario, lo cual abrió una luz de esperanza para los familiares de Betancourt. Pero el 5 de mayo de 2003, el secuestrado gobernador de Antioquia, Guillermo Gaviria, y su consejero de paz Guillermo Echeverri murieron en un operativo de rescate del Ejército, lo que echó por tierra las opciones de avanzar hacia una negociación humanitaria. La muerte de ambos políticos generó terror en los familiares de los secuestrados, que temían que sus seres queridos corrieran la misma suerte en caso que el gobierno también ordenara su rescate por la fuerza.
Por este motivo, la ex congresista Yolanda Pulecio, madre de Betancourt, inició al día siguiente de la tragedia una cruzada nacional e internacional para evitar que el presidente Uribe Vélez siguiera con su política de rescate militar a los secuestrados. En un intento por dar nuevos bríos a una salida negociada al drama de los plagiados, Uribe Vélez ofreció el 23 de julio de 2003 excarcelar a 50 guerrilleros para que las FARC, en retribución, dejaran en libertad a los secuestrados. La iniciativa contó con el apoyo de Francia y Suiza, que se constituyeron entonces en los primeros países amigos del acuerdo humanitario, al que luego se sumo España. En agosto de 2003, las FARC entregaron la segunda prueba de vida de Betancourt y al mes siguiente propusieron el despeje de los municipios de Cartagena del Chairá y San Vicente del Caguán, en el departamento del Caquetá, zona de influencia insurgente.
En 2004, la angustia de los familiares de Betancourt se hizo más acuciante ante la falta de información sobre la ex candidata presidencial, periodo que se caracterizó por una serie de manifestaciones en Francia exigiendo la liberación de la política.
En diciembre de 2005, el grupo de países amigos del acuerdo humanitario propuso la desmilitarización de 180 kilómetros cuadrados en el suroccidente del país para comenzar a negociar el acuerdo humanitario, lo que fue aceptado por el gobierno. Al año siguiente, Francia intensificó sus gestiones para conseguir la liberación de Betancourt, con la visita que cumplió en Bogotá el ministro de Asuntos Exteriores, Philippe Douste-Blazy, el 26 de enero de 2006. El 23 de febrero de ese año, con ocasión del cuarto aniversario del secuestro de Betancourt, 117 diputados, senadores y eurodiputados socialistas franceses crearon un grupo de solidaridad con los rehenes en poder de las FARC. Las gestiones, sin embargo, nuevamente enfrentaron un escollo de proporciones en octubre de 2006, cuando las FARC hicieron detonar un coche-bomba en una unidad militar capitalina, lo que llevó a Uribe Vélez a retirar su oferta de negociar un acuerdo humanitario. La familia de Betancourt recibió nuevas noticias de la política recién en mayo de 2007, cuando el suboficial de Policía, John Frank Pinchao, logró escapar del campamento rebelde donde compartió cautiverio con la ex candidata, quien aseguró estaba con vida. Pinchao contó que Betancourt intentó la fuga en cinco ocasiones, lo cual llevó a una serie de castigos por parte de sus captores, que decidieron aislarla del resto de los plagiados.
El 16 de mayo de 2007, el presidente francés Nicolás Sarkozy se comprometió con la lucha por la liberación de Betancourt y desde ese momento el tema se convirtió en una de las prioridades de la agenda del gobierno galo. El mandatario francés le propuso por eso a su homólogo colombiano que excarcelara al jefe rebelde Rodrigo Granda, conocido como el "canciller de las FARC", quien había sido detenido en Caracas en 2004, en una operación encubierta. Uribe Vélez aceptó la propuesta de Francia y liberó a Granda el 4 de junio de 2007, junto a otros 200 guerrilleros que estaban en prisión, gesto que el gobernante esperaba que las FARC respondieran con la entrega de algunos rehenes, cosa que no ocurrió. Ese mismo mes, Granda aseguró en la sede de la Conferencia Episcopal de Colombia que Betancourt se encontraba con vida, con lo cual desmintió versiones de prensa en el sentido de que la ex candidata había fallecido en cautiverio.
En agosto del año pasado, Uribe Vélez avaló al presidente venezolano Hugo Chávez y a la senadora opositora Piedad Córdoba para que sirvieran como facilitadores de un acuerdo humanitario con las FARC, medida que fue acogida con beneplácito por Francia. La gestión de Chávez y de Córdoba, sin embargo, duró sólo hasta el 21 de noviembre de 2007, cuando Uribe Vélez dio por terminada la labor tras acusar a ambos facilitadores de romper un acuerdo de palabra de evitar ponerse en contacto con el alto mando militar. Tras este hecho, que generó pesar en los familiares de los secuestrados, que confiaban en el éxito de las gestiones que adelantaba Chávez, un operativo policial logró dar con nuevas pruebas de vida de Betancourt y otros plagiados.
Ingrid vive
El 29 de noviembre, efectivos policiales capturaron a un grupo de presuntos miembros de las FARC en Bogotá, en cuyo poder encontró cinco videos, fotografías digitales y cartas de 16 rehenes, entre ellos Betancourt. En las cintas aparecen imágenes de la ex candidata presidencial, que se muestra físicamente deteriorada, lo que conmocionó a la comunidad internacional, que empezó a presionar un acuerdo humanitario para garantizar la vida de Betancourt y del resto de rehenes. Las autoridades decomisaron además una carta de 17 páginas escrita por la ex candidata presidencial, que se convirtió en un verdadero documento histórico por sus reflexiones hacia su familia, como por los conceptos sobre la vida y la política. El 6 de noviembre pasado, y después de las presiones internacionales para que flexibilizara su posición, Uribe Vélez ofreció una "zona de encuentro" de 150 kilómetros cuadrados, con presencia de la comunidad internacional, para negociar el acuerdo humanitario. Las FARC, en tanto, anunciaron el 18 de diciembre en un comunicado la liberación de Rojas, de su hijo Emmanuel -nacido en cautiverio- y de la ex congresista Consuelo González de Perdomo, como un gesto de "desagravio" a Chávez y Córdoba.
En febrero pasado, como último gesto unilateral, las FARC liberaron a los ex legisladores regionales Gloria Polanco de Lozada, Orlando Beltrán Cuéllar, Luis Eladio Pérez y Jorge Eduardo Géchem Turbay, quienes llevaban entre seis y siete años de cautiverio. El miércoles 2 de julio, tropas militares rescataron a Betancourt y otros 14 rehenes en la selva del Guaviare, en una operación que comenzó a planificarse en febrero pasado, según informó el comandante de las Fuerzas Militares de Colombia, general Freddy Padilla de León.
La colombiana Claudia Rodríguez opina sobre las FARC: "Claro que no representa el final de las actividades delictivas por el grupo terrorista; Ellos continuarán afectando los intereses económicos Colombianos con el apoyo del Gobierno Venezolano con su presidente Chávez y el Gobierno Ecuatoriano con su presidente Correa. A mi opinión fue un excelente golpe el cual contribuye al debilitamiento de la organización FARC".
Los operativos de rescate continuarán en Colombia
"Creo que ha sido un golpe duro y como dije anteriormente representa irregularidades en la organización interna de este grupo guerrillero. Yo creo que gran parte del poder de las FARC radica en la increíble cantidad de dinero que reciben del trafico de drogas. Mientras esta parte no sea cortada, será difícil pensar en el final de este grupo. Pero aparentemente están atravesando una crisis interna lo que los hace más vulnerables a los ataques del ejército Colombiano". Liliana Tobón-Gómez
El gobierno colombiano advirtió a las rebeldes Fuerzas Armadas Revolucionarias de Colombia (FARC), que continuará con operaciones tendientes a rescatar a los secuestrados que siguen en su poder."Queremos decir que el gobierno de Colombia seguirá con más insistencia, mañana, tarde y noche, tratando de recuperar a esos secuestrados, ya sea por rescate, por intercambio o por cualquier otra vía", dijo el ministro de Defensa, Juan Manuel Santos. Insistió que el objetivo principal del gobierno del presidente Alvaro Uribe Vélez es lograr la libertad de todos los secuestrados en poder de grupos terroristas.
Santos cree que las FARC no tomarán represalias contra los otros 25 secuestrados, después del rescate de 15 rehenes que tenían de cinco a 10 años de cautiverio y entre quienes estaba Ingrid Betacourt, por parte de un comando élite del ejército colombiano. El ministro Santos reiteró que las FARC están golpeadas y cada día el secretariado pierde control y mando de sus integrantes, además que aumenta las desmovilizaciones individuales. Señaló que este año, por lo menos mil 600 guerrilleros de las FARC han entregado las armas, pero cada día aumenta el número de rebeldes con algún tipo de mando en el grupo.
A manera de epílogo
¿Ingrid Betancourt buscará nuevamente la presidencia de Colombia, el pueblo colombiano la apoyaría?
Gustavo: "Apenas ocurrida su liberación, Ingrid Betancourt anunció su participación en una marcha para pedir la liberación de los demás secuestrados y ahora acaba de decir que ya no va por petición de su familia. Es posible que suceda lo mismo con su aspiración presidencial dado que la familia no quiere que corra más riesgos. Si se decidiera lanzar, tendría mucha acogida pero, teniendo en cuenta que no es Uribista, no tendría ninguna oportunidad a menos que el Presidente Uribe decida desistir en si intento de modificar la constitución para buscar una nueva reelección. Si esto no ocurre, ningún candidato tiene posibilidad de éxito".
Fernando: "No sé si buscaría la presidencia, en cuanto al apoyo del pueblo, eso está por verse, porque aunque ella es muy inteligente, abría que mirar el plan de gobierno".
Claudia: "Espero que no , ya que cuenta con el apoyo de los grupos subersivos quienes fueron los que la lanzaron al Congreso de la Republica hace mas de 8 anos, por eso ella incursiono en el Caguán con el fin de lograr nuevamente el apoyo para la presidencia".
Alvaro: "Ojalá lo haga y ojalá encuentre apoyo. Sin embargo yo creo ue mi país, así como este que me ha acogido, durante los últimos 18 años, aun no está listo para ser manejado por una mujer. Ojala me equivoque y ojala Ingrid u otra dama con iguales o mejores propuestas gubernamentales se lance y ojala gane. Yo por supuesto votaría por ella".
Mónica: Yo vi a una Ingrid muy calida, muy conciente de seguir sirviendo al pueblo, muy fuerte y determinada de acabar con el secuestro y con toda forma que impida la libertad del ser humano; creo que ella trabajará por estas variables sea desde la presidencia o no creo y siento que el colombiano la apoyaría (mos); de todas maneras, hay que esperar ese momento para ver lo que se plantea y uno tomar la decisión de como apoyar.

Ingrid Betancourt was born in Bogotá, Colombia on December 25th, 1961. She grew up in Colombia, moving later on to France, where she studied political science, international relations, and international business at the Institute of Political Science in Paris.
The daughter of former Colombian Minister Gabriel Betancourt and former Congresswoman Yolanda Pulecio, the recently-rescued leader has lived since childhood in an atmosphere charged with political and national contingency, an atmosphere in which her parents were prominent figures.
On returning from Paris, she worked as consultant for the Ministry of Finance and the Board of Foreign Trade. In 1994 she became a Congressional delegate for Bogotá, a position she held until 1998, when she went to the Senate respresenting the Green Oxygen Party, which she founded.
As a legislator, she and four other representatives from the lower Chamber formed the "Four Musketeers," and together they initiated a number of debates for the purpose of exposing acts of corruption in the country.
Controversial, agressive, and highly spirited, she wrote a book that was published in France, in which she exposed her critical views on the government of then-Colombian President Ernesto Samper (1994-1998), who was being accused of accepting campaign contributions from organized drug traffickers.
Betancourt decided to leave the Senate in 2002 to become a candidate for the Presidency of Colombia, certain that her political movement was a viable alternative to the more traditional parties.
It was during her political campaign that she decided to make a recruitment trip to the village of San Vicente del Caguán in the southern department of Caquetá. She was abducted there by a commando unit of FARC on February 23, 2002.
FARC: The Army of the People
There has been worldwide reaction to recent events, and Colombians residing in Minnesota, like Mónica Romero, are expressing their own views:
"I believe this means a huge weakening of FARC, and that's something to celebrate. On the other hand, it's premature to think such a long-standing guerilla group is gone for good; maybe this is the beginning of the end of the corrupt, deceitful part of FARC."
The Colombian Revolutionary Armed Forces, Army of the People, or FARC-EP, is a self-proclaimed Marxist-Leninist guerilla group. The group operates in the border regions of Venezuela, Ecuador, Panama, and Perú. Since it was founded in 1964, the FARC has actively participated in the Colombian Armed Conflict.
FARC is considered a terrorist group by 31 countries, among them Colombia, Peru, the US, Canada and the European Union. The governments of other Latin American countries like Ecuador, Bolivia, Argentina, and Chile do not consider it as such. The Venezuelan government has suggested that FARC be classified as a "hostile group," but that it not be labeled "terrorist."
They are present in 24 of Colombia's 32 departments, especially those departments in the South and East, particularly in Putumayo, Huila, Nariño, Cauca, and Valle del Cauca. The existence of military base camps and operations have been reported in countries bordering Colombia, like Venezuela, Ecuador, Panama, and Brazil.
Their actions consist of guerilla and conventional warfare as well as the use of terrorist tactics, such as the killing of civilians, members of the government and the military, political kidnapping (as in the case of Ingrid Betancourt) or ransom kidnapping, bomb or gas-cylinder attacks, and actions involving the forced displacement of civilians, in violation of International Humanitarian Law.
FARC's total strength is estimated to be between 6,000 and 16,000 members. Sources vary in their estimates. According to a report issued by Human Rights Watch, approximately 20-30% are under 18 years of age, many of these recruited forcibly; FARC is also accused of torturing and sexually abusing these minors.
In their communications with the public, the FARC-EP confirm that their objective is to end social, political, and economic inequality, as well as US military and financial intervention in Colombia, by establishing a Marxist-Leninist and Bolivarian State; this objective has been rejected by the government and by a large proportion of the Colombian people, since Colombia has the greatest number of victims of anti-personnel mines. In addition, the group is involved in operations which are considered illegal, such as robbery, extortion, kidnapping and arms and drug trafficking.
For Gustavo Navarrete, the success of the recent rescue represents a consequence of FARC's deterioration. In the past, it would have been impossible to infiltrate FARC's forces in this way; now it has happened, because FARC is falling apart.
For Fernando Duque, however, the mission was an unfortunate blow to the FARC. He adds, "I doubt this is the end of FARC, and here's the reason: even though they are a terrorist group, they're still part of the solution to the corruption and inequality that exists in Colombia. Speaking as a Colombian, I wish all of it would go away: FARC, the corruption and the inequality.
Four decades of armed conflict, 2,321 days of captivity for Betancourt.
“I feel pain for my country every time I see how things are still not right in Colombia. I've spent 18 years in exile; I was sent away by some of the government leaders and political hacks in my country. I long for my country, I adore the customs, the food, the music, and obviously my family; almost all of them still live there. I'm counting the days until I can return. Four years, two months and 15 days from now, I hope I can go back. As the famous Maestro Darío Echangia, an old and well-loved Colombian leader, used to say, I hope it will be safe to ‘fish at night again in Colombia’ when I get back.” ~Álvaro Rivera
For four decades, Colombia has lived with internal armed conflict, conflict which has involved leftist guerillas, extreme right-wing paramilitaries, and official troops. So far, 100,000 people, mostly civilians, are dead, and several thousand have been kidnapped.
Former presidential candidate Ingrid Betancourt, now considered a symbol of the drama of kidnapping in Colombia, spent 2,321 days in the hands of the rebel Colombian Revolutionary Armed Forces (FARC). The politics of the environmental Green Oxygen Party, French in origin, became the center of attention of the international community, which clamored for Betancourt's release during her captivity. Betancourt was captured on February 23, 2002 by a commando unit of FARC in the southeastern department of Caquetá. She and advisor Clara Rojas were abducted while the traveling by car. The two women were taken while making their way to the southern village of San Vicente del Caguán, the site of recently failed peace talks with FARC. They were campaigning for that year's May elections.
It can then be said that the motive for Betancourt's kidnapping was the closing of peace talks with the FARC by then-president Andrés Pastrana. Pastrana then ordered the miltary occupation of a 42-square-kilometer section of the region where peace talks had been held, accusing the guerillas of lacking the political good will to advance a diplomatic solution to the conflict.
On the afternoon of February 23 of that year, the Green Oxygen candidate's caravan was detained by a rebel commando unit, which captured Betancourt and Rojas, considering them "political prisoners." Despite the captivity, the Green Oxygen Party retained Betancourt as their symbolic candidate in the May 2002 elections, where the office was won by the current Colombian president, Álvaro Uribe Vélez, who promised a head-on war against the insurgents. At that time, FARC proposed that the Army be withdrawn from the southern departments of Putumayo and Caquetá so that a humanitarian accord could be worked out. The Colombian chief executive emphatically rejected the proposal.
On April 28, 2003, the FARC secretariat named rebel chiefs Fabián Ramírez, Carlos Antonio Lozada, and Felipe Rincón as negotiators for an eventual humanitarian agreement, an action which Betancourt's family saw as a glimmer of hope. On May 5, 2003, however, kidnapped governor of Antioquía, Guillermo Gaviria, and his peace advisor Guillermo Echeverri, died in an Army rescue attempt, which crushed any chance of a humanitarian compromise. The deaths of these two politicians instilled terror in the families of the hostages, who feared that their loved ones ran the same risk should the government order another forced rescue.
The day after the failed rescue tragedy, Betancourt's mother, former congresswoman Yolanda Pulecio, began a national and international crusade to dissuade President Uribe Vélez from continuing his policy of ordering the military rescue of hostages. In an attempt to reinitiate diplomatic negotiations, on July 23, 2003 Uribe Vélez offered to free 50 FARC guerilla prisoners in exchange for the release of the hostages. This initiative had strong support from France and Switzerland, the first countries to favor a humanitarian agreement. Spain added its support shortly afterward. In August of 2003, FARC gave its second proof that Betancourt was still alive; the following month it proposed the removal of government forces from the municipalities of Cartagena del Chairá and San Vicente del Caguán, in the department of Caquetá, an area of strong insurgent influence.
In 2004, the anguish of Betancourt's family was intensified by the lack of information about the former presidential candidate. During that time a series of demonstrations took place in France demanding the release of the politician.
In December of 2005, the group of nations in favor of a humanitarian agreement proposed the demilitarization of 180 square kilometers in the southwestern part of the country, a proposal which the Colombian government accepted. The following year, France intensified its efforts to achieve Betancourt's release, sending its Foreign Secretary, Philippe Douste-Blazy, to Bogotá on January 26, 2006. That same year in France, on February 23rd, the anniversary of Betancourt's capture, 117 socialist delegates, senators, and European Parliament members created a solidarity group for the hostages held by FARC. These efforts suffered a significant setback when, in October of 2006, FARC detonated a car bomb within a military unity in the capital, causing Uribe Vélez to withdraw his offer to negotiate a humanitarian agreement. Betancourt's family received new information about recent events in May of 2007, when non-comissioned police officer John Frank Pincharo escaped from the rebel camp where he shared captivity with the former candidate, assuring the world that she was alive. Pinchao said that Betancourt had attempted escape on five occasions. For this she incurred a series of consequences, including isolation from the other captives.
On May 16, 2007, French President Nicolas Sarkozy committed himself to the struggle to free Betancourt. From that time on, the issue became a priority on the French government's agenda. The French commander-in-chief proposed that his Colombian counterpart release rebel prisoner Rodrigo Granda, known as the "Chancellor of the FARC," who had been detained in Caracas in 2004 during a covert operation. Uribe Vélez accepted France's proposal, freeing Granda on June 4, 2007, along with 200 other imprisioned guerillas. The government expected that FARC would correspond by releasing of some of its hostages, which did not happen. That same month, Granda, in a press conference at the Colombian Episcopal Church headquarters, that Betancourt was still alive, contradicting prior press reports that Betancourt had died in captivity.
In August of last year, Uribe Vélez enlisted the aid of Venezuelan president Hugo Chávez and his opposing senator Piedad Córdoba as facilitators of a humanitarian agreement with FARC, a move welcomed by France. The efforts of Chávez and Córdoba, were short-lived, however, continuing only until November 21, 2007, when Uribe Vélez put an end to the process after accusing both facilitators of breaking a verbal agreement to avoid making contact with the military high command. After the termination of this effort, which pained the families of the hostages, confident that Chávez's efforts would succeed, a police operative acquired new proof that Betancourt and other prisoners were alive.
Ingrid lives
In Bogotá on November 29th, police forces captured a group of presumed FARC members in possession of five videos, digital photos and letters from 16 hostages, including Betancourt. The videos contain images of the former presidential candidate appearing physically worn down. These images moved the international community, which began pressing for a humanitarian agreement which would guarantee the lives of Betancourt and tthe remaining hostages. Authorities also confiscated a 17-page letter written by Betancourt, which became a genuine historical document because it contained reflections on her family as well as her ideas about life and politics. Last November 6th, following international pressure to change his position, Uribe Vélez proposed the opening of a "meeting zone" of 150 square kilometers for negotiating a humanitarian accord in the presence of the international community. Meanwhile, on December 18th, FARC announced the release of Rojas and her son Emmanuel-born in captivity-and of former congresswoman Consuelo González de Perdomo, as a gesture of "apology" toward Chávez and Córdoba.
Last February, in a final unilateral gesture, FARC released former regional legislators Gloria Polanco de Lozada, Orlando Beltrán Cuéllar, Luis Eladio Pérez, and Jorge Eduardo Géchem Turbay, who had been in captivity between six and seven years. On Wednesday, July 2nd, military troops rescued Betancourt and 14 other hostages in the Guaviare jungle in an operation begun last February, according to the commander of Colombia's Military Forces, General Freddy Padilla de León.
Colombian national Claudia Rodríguez gives her opinions on FARC: "Of course, this does not mean the end of criminal activities by the terrorist group; They will continue to affect Colombian economic interests with the support they get from the Venezuelan government and its president, Chávez, and from the Ecuadorian government and its president, Correa. I think it was a well-planned operation that will help to weaken the FARC organization."
Rescue operations will continue in Colombia.
"I believe this was a terrible blow and, as I said before, reveals the cracks in this guerilla group's internal organization. I think a large part of the FARC's power comes from the incredible amount of money they take in from the drug traffic. As long as that money keeps coming in, it's hard to believe that FARC will disintegrate. But apparently they're going through an internal crisis that is making them more vulnerable to attacks by the Colombian army." ~Liliana Tobón-Gómez
The Colombian government has warned FARC rebels that it will continue its operations to free prisoners that remain in their hands. "The Colombian government will persist, morning, noon, and night, in our efforts to recover these hostages, through rescue operations, prisoner exchange, or by any other means necessary," stated Defense Minister Juan Manuel Santos. He insisted that the primary objective of President Álvaro Uribe Vélez and his administration is to achieve the release of all prisoners being held by terrorist groups.
Santos is confident that FARC will not retaliate against the remaining 25 hostages, after the rescue of the 15 prisoners, including Betancourt, who had been in captivity for between five and ten years, the rescue which was carried out by an elite command of the Colombian army. Defense Minister Santos reiterated that FARC has been hit hard and that its secretariat is constantly losing the control and command of its members, not to mention individual desertions. He pointed out that this year at least 1,600 FARC guerillas have turned in their weapons, but that every day there are more rebels with some type of command over the group.
Epilogue
Will Ingrid Betancourt renew her bid for the presidency of Colombia, and would the Colombian people support her?
Gustavo: "Just after she was freed, Ingrid Betancourt announced that she would participate in a march to seek the release of the other hostages; she now says that will not take part at the request of her family. The same thing may happen in her aspirations for the presidency, given that her family doesn't want to see her taking any more risks. If she decides to run, she would be well received, but bearing in mind that she is not in Uribe's camp, she wouldn't stand a chance unless President Uribe decides to hold off on his intention to rewrite the constitution to seek re-election. Unless that happens, no other candidate can possibly win."
Fernando: "I don't know if she'll run for the presidency; as far as having the people's support, that would remain to be seen, because even though she's very intelligent, she would have to have a plan for effective government."
Claudia: "I hope not, since she is supported by subversive groups who got her elected to Congress more than eight years ago. She went to Caguán in order to gain new support for the presidency."
Alvaro: "I hope she runs and I hope she finds support. But I think that in my home country, just as in this country that has welcomed me for 18 years, people are not yet ready to accept a female president. I hope I'm wrong, and that Ingrid or another woman with similar or better ideas for government will run and be elected. I would certainly vote for her."
Mónica: "I see Ingrid as very warm and desiring to continue serving the people, strong and determined to put an end to kidnapping and any other action that takes away freedom from any human being. I believe she will work to these ends whether she becomes president or not; I believe that we Colombians would support her; at any rate, we'll have to wait for that time to come before we can know who to support."

Educación para estudiantes universitarios indocumentados

Hablar sobre estudiantes indocumentados en Minnesota políticamente se ha convertido en un tabú. Esto se debe a la gran oposición que el Gobernador de Minnesota, Tim Pawlenty, a propuesto en contra de esta comunidad. Pero esto no interrumpió a cinco estudiantes universitaria/os, la mayoría indocumentados, a que crearan un proyecto que beneficiaria a muchos estudiantes como ellos a llegar a la universidad en Minnesota.
Se estima que más de 60,000 estudiantes indocumentados se gradúan de high school cada año. En Minnesota ese número no es claro, pero se cree que es más de 500 al año. Sin embargo, estos números no reflejan la cantidad de estudiantes que no terminan la escuela.
Estudiantes que han estado en la escuela desde pre-escolar hasta high school, casi toda su vida, están académicamente preparados para atender una institución de educación universitaria en Minnesota, y luego llegan al proceso de aplicar a la Universidad y "chocan contra la pared" por no entender, o tener consejeros que no saben, como navegar el proceso como un estudiante inmigrante. Es por eso que Project NAVIGATE fue creado.
Cuando algunos de los miembros de NAVIGATE, por sus siglas en Inglés, trataron de recibir información de cómo entrar a la universidad en sus últimos años de High School, muchas veces les dieron respuestas que eran desoladoras: "Tú no puedes porque eres indocumentado" o "Tu única opción es una escuela técnica o comunitaria" y les daban solo esas aplicaciones, uno de los estudiantes dijo. Por otros medios, estos estudiantes lograron entrar a la universidad y ahora quieren ayudar a mas jóvenes Latina/os en Minnesota.
También, muchas veces consejeros escolares dan información incorrecta, como una guía para aplicar a la universidad para estudiantes de California donde ya tienen una ley que les favorece, o listas de becas para estudiantes de California, Chicago o New York. "Toda esta información está mal porque no está enfocada a la situación que viven estudiantes indocumentados en Minnesota. Un estudiante, indocumentado o no, puede y tiene el derecho a ingresar a la mayoría de universidades públicas, privadas, técnicas, y comunitarias aquí en Minnesota. Además, hay varias becas que ofrecen asistencia monetaria," dice uno de los estudiantes que ayudo a fundar Project NAVIGATE.
La Enseñanza
La esencia de la enseñanza está en la transmisión de información mediante la comunicación directa o apoyada en la utilización de medios auxiliares, de mayor o menor grado de complejidad y costo. Tiene como objetivo lograr que en los individuos quede, como huella de tales acciones combinadas, un reflejo de la realidad objetiva de su mundo circundante que, en forma de conocimiento del mismo, habilidades y capacidades, lo faculten y, por lo tanto, le permitan enfrentar situaciones nuevas de manera adaptativa, de apropiación y creadora de la situación particular aparecida en su entorno.
El proceso de enseñanza consiste, fundamentalmente, en un conjunto de transformaciones sistemáticas de los fenómenos en general, sometidos éstos a una serie de cambios graduales cuyas etapas se producen y suceden en orden ascendente, de aquí que se la deba considerar como un proceso progresivo y en constante movimiento, con un desarrollo dinámico en su transformación continua, como consecuencia del proceso de enseñanza tiene lugar cambios sucesivos e ininterrumpidos en la actividad cognoscitiva del individuo (alumno) con la participación de la ayuda del maestro o profesor en su labor conductora u orientadora hacia el dominio de los conocimientos, de las habilidades, los hábitos y conductas acordes con su concepción científica del mundo, que lo llevaran en su práctica existencia a un enfoque consecuente de la realidad material y social, todo lo cual implica necesariamente la transformación escalonada, paso a paso, de los procesos y características psicológicas que identifican al individuo como personalidad.
En la enseñanza se sintetizan conocimientos. Se va desde el no saber hasta el saber; desde el saber imperfecto, inacabado e insuficiente hasta el saber perfeccionado, suficiente y que sin llegar a ser del todo perfecto se acerca bastante a la realidad objetiva de la representación que con la misma se persigue
La enseñanza se la ha de considerar estrecha e inseparablemente vinculada a la educación y, por lo tanto, a la formación de una concepción determinada del mundo y también de la vida. No debe olvidarse que los contenidos de la propia enseñanza determinan, en gran medida, su efecto educativo; que la enseñanza está de manera necesaria, sujeta a los cambios condicionados por el desarrollo histórico-social, de las necesidades materiales y espirituales de las colectividades; que su objetivo supremo ha de ser siempre tratar de alcanzar el dominio de todos los conocimientos acumulados por la experiencia cultural. La enseñanza existe para el aprendizaje, sin ella no se alcanza el segundo en la medida y cualidad requeridas; mediante la misma el aprendizaje estimula, lo que posibilita a su vez que estos dos aspectos integrantes del proceso enseñanza-aprendizaje conserven, cada uno por separado sus particularidades y peculiaridades y al mismo tiempo conformen una unidad entre el papel orientador del maestro o profesor y la actividad del educando.
El Aprendizaje
Al aprendizaje se le puede considerar como un proceso de naturaleza extremadamente compleja caracterizado por la adquisición de un nuevo conocimiento, habilidad o capacidad, debiéndose aclarar que para que tal proceso pueda ser considerado realmente como aprendizaje, en lugar de una simple huella o retención pasajera de la misma, debe ser susceptible de manifestarse en un tiempo futuro y contribuir, además, a la solución de situaciones concretas, incluso diferentes en su esencia a las que motivaron inicialmente el desarrollo del conocimiento, habilidad o capacidad. El aprendizaje, si bien es un proceso, también resulta un producto por cuanto son, precisamente, los productos los que atestiguan, de manera concreta, los procesos. Aprender, para algunos, no es más que concretar un proceso activo de construcción que lleva a cabo en su interior el sujeto que aprende (teorías constructivistas) No debe olvidarse que la mente del educando, su sustrato material neuronal, no se comporta solo como un sistema de fotocopiado humano que sólo reproduce en forma mecánica, más o menos exacta y de forma instantánea, los aspectos de la realidad objetiva que se introducen en el referido soporte receptor neuronal.
El individuo ante tal influjo del entorno, de la realidad objetiva, no copia simplemente sino también transforma la realidad de lo que refleja, o lo que es lo mismo, construye algo propio y personal con los datos que la antes mencionada realidad objetiva le entrega, debiéndose advertir sobre la posibilidad de que si la forma en que se produce la transmisión de las esencialidades reales resultan interferidas de manera adversa o debido al hecho de que el propio educando no pone, por parte de sí, interés o voluntad, que equivale a decir la atención y concentración necesarias, sólo se alcanzaran aprendizajes frágiles y de corta duración.
¿Porqué Proyecto NAVIGATE?
Proyecto NAVIGATE es dedicado a ofrecer información relevante para estudiantes indocumentados en Minnesota en busca de una educación universitaria. "Si nosotros pudimos, tú también puedes," otro fundador dice, mandándoles un mensaje a esa/os estudiantes que creen que no es posible entrar a la universidad o que se les ha dicho que no es para ella/os. "Los madres/padres también tienen que saber que muchos de sus hija/os tienen el sueño de asistir a la universidad. Ella/os tienen que apoyarlos." Y es por eso que esta/os estudiantes han escrito documentos donde describen los pasos que estudiantes tienen que tomar desde el 9o grado hasta graduarse de High School y que pueden hacer la/os madres/padres para alentar y respaldar a la/os futura/os empresaria/os, maestra/os, enfermera/os, etc.
"Aunque el proceso pueda ser largo, lo más importante es que toda/os empiecen a trabajar lo más pronto posible en la carrera que va cambiar su vida y la de nuestra gente," dice el líder de NAVIGATE. El proyecto, además de información sobre como navegar el sistema para entrar a la universidad, también ofrece una lista de becas que estudiantes en Minnesota pueden recibir. "Este es un proyecto de estudiantes para estudiantes," el líder dijo. "Pero está en ti tomar ventaja de las oportunidades que existen."

Conclusiones
El proceso enseñanza-aprendizaje constituye un verdadero par dialéctico en el cual y, respecto al primer componente, el mismo se debe organizar y desarrollar de manera tal que resulte como lo que debe ser: un elemento facilitador de la apropiación del conocimiento de la realidad objetiva que, en su interacción con un sustrato material neuronal, asentado en el subsistema nervioso central del individuo, hará posible en el menor tiempo y con el mayor grado de eficiencia y eficacia alcanzable, el establecimiento de los necesarios engranes sensoriales, aspectos intelectivos y motores para que el referido reflejo se materialice y concrete, todo lo cual constituyen en definitiva premisas y requisitos para que la modalidad de Educación logre los objetivos propuestos.

Discussing the status of undocumented students is becoming a new political taboo in Minnesota, and Minnesota Governor Tim Pawlenty seems determined to place obstacles in the paths of these students. In spite of this opposition, five university students, most of them undocumented, are creating a project to help many students like themselves to get an education at the University of Minnesota.
It is estimated that over 60,000 undocumented students graduate from U.S. high schools every year. In Minnesota, although the figure is less clear, it is believed to be over 500 students per year. These figures do not include those who do not finish high school.
Students who have attended school here since their pre-school days are academically prepared for a university education in Minnesota, but when they get to the application process at the University they "hit the wall;" they don't understand how to navigate through the process as an immigrant student, nor do they have counselors who can help them. That is why Project NAVIGATE was created.
When members of NAVIGATE (an acronym for "Necessary and Valuable Insight to Gain Access Toward Education") tried to obtain information about university admission as high school students, the responses they got were mostly disheartening: "You can't get in because you' don't have papers" or "Your only option is a technical or community college." These students managed to gain admission by other means, and they now want to help other Latino students in Minnesota.
School counselors frequently pass on inaccurate information. In some instances, Minnesota students have received copies of a college application guide written for applicants in California, where current law is more favorable to Latino immigrant students); Minnesota students have also received lists of scholarships only available to students in California, Chicago, or New York. This is all flawed information because it was not designed to address the issues faced by Minnesota's undocumented students. Any student, regardless of status, has the legal right to access the majority of public, private, technical and community colleges in this state. On Instruction
The essence of instruction is the transmission of information, either through direct communication or assistive means with varying degrees of cost and sophistication. The objective of instruction is to instill in individuals, through use of such combined activity, a conception of the objective reality of their circumstances. and that this conception, in the form of self-knowledge, skills, and aptitudes, might empower and therefore enable them to confront new situations in an adaptive manner which is suitable to the unique circumstances that present themselves.
The educational process fundamentally consists of systematic transformations of general thought, transformations which occur gradually and in ascending order of complexity. Hence it should be considered a progressive process in constant flux. Dynamic in its constant transformation as a consequence of the instructional process, it gives rise to successive, uninterrupted changes in the cognitive activity of the individual (student) with the participation and help of the instructor in his leading or guiding toward the mastery of knowledge, skills, habits and conduct according to his own scientific conception of the world, which lead him in his practical existence to his consequent focus of material and social reality, all of which necessarily implies the transformation, in stages, step by step, of the psychological processes and characteristics of the individual as a unique personality.
Knowledge is synthesized through instruction. We progress from not knowing to knowing; from imperfect, incomplete, and insufficient knowledge to perfected, sufficient knowledge. Although such knowledge is never completely perfect, still it comes close to being a reflection of the objective reality we seek. Instruction is closely linked to education, and therefore to the formation of a definite conception of the world and of life. It should not be forgotten that the content of instruction itself determines, in large measure, its educative effect; instruction is necessary, subject to change conditioned by socio-historical development, by the material and spiritual needs of communities; its supreme objective must always be an attempt to achieve mastery over all the accumulated knowledge of cultural experience. Instruction exists for learning. Without instruction, the required quality and quantity of learning cannot be achieved; learning is stimulated by instruction, allowing these two integrated aspects of the teaching-learning process to be preserved, each with its own peculiarities, and at the same time to form a unity between the guiding role of the teacher and the activity of the pupil.
On Learning
Learning may be considered an extremely complex natural process characterized by the acquisition of a new fact, skill, ability, or aptitude in need of further explanation so that the process can be truly considered learning, rather than a simple trace or passing memory. True learning must be able to manifest itself at some future time and also be able to contribute to the resolution of concrete problems, including those situations that differ in their essence from the ones that originally produced the fact, ability, or aptitude. Learning, while it is a process, also turns out to be a product, inasmuch as products themselves are evidence of processes. Some theorists define learning as the active, internal construction process that produces new learned material (constructivist theories). It should be remembered that the mind of the pupil, that is, the physical neuronal substratum, does not act solely as a human photocopying system, mechanically reproducing, in more or less exact and instantaneous form, aspects of objective reality that are introduced into the aforementioned neuronal receptor center.
In the face of such input, the individual does not simply copy, but also transforms the reality of what is received. In other words, he constructs something unique and personal using the data presented to him by the aforementioned objective reality. He must also be aware that essential realities can, for various reasons, be transmitted in an altered form. If the pupil does not engage himself due to lack of interest or will, which is to say that the required attention and concentration are lacking, then any learning that results will necessarily be fragile and short-term.
Why Project NAVIGATE?
Project NAVIGATE is dedicated to providing relevant information to undocumented students in Minnesota who want a university education. "If we can do it, so can you," says one founding member. "This is a positive message for students who believe they have no change of getting into a university, or who have been told that a university education isn't for them. Parents also need to know that many of their children dream of attending university some day. Parents need to be supportive of that dream." NAVIGATE members have created documents describing the steps students need to take between 9th grade and high school graduation, as well as ways for parents to inspire and encourage their children who want to pursue careers in business, education, nursing, etc.
Even though it's a long process, it's important to beginning planning as soon as possible for a career that could change your life and make a positive impact on our community," says NAVIGATE's leader. In addition to providing information about how to navigate the system and gain admission to a university, NAVIGATE also distributes a list of scholarships available to Minnesota students. "This is a project by students, for students," says the leader. "But it's up to you to take advantage of existing opportunities."
In Conclusion
The teaching-learning process constitutes a true dialectical pair in which instruction must be organized and developed in such a way that it becomes what it ought to be: a facilitating element for the appropriation of a knowledge of objective reality which, in its interaction with the physical neuronal substratum, seated in the individual's central nervous subsystem, will make possible, in the shortest amount of time and with the greatest efficiency possible, the establishment of necessary sensorial, intellectual, and motor patterns that will bring about and solidify the aforementioned brain traces, all of which constitute, in a definite way, the needed premises and requirements for the modality of education to reach its proposed objectives.
