TIME TO ACT
Earlier this century we saw, with devastating effect, and the loss of thousands of lives, the impact of heat waves on people and nature across Europe. We also know that since temperature recording began in 1865, eleven of the twelve hottest years on Earth have occurred between 1995 and 2006. The oceans are getting warmer and global sea levels have risen.
20 years ago climate change was the realm of scientists and statisticians and at the periphery of public consciousness. Today it is the most pressing environmental challenge we all face, one that will have consequences for all of us and for next generations. To avoid major irreversible impacts on society and ecosystems, we must act now.
Due to human activities, mainly burning of fossil fuels and deforestation, concentrations of carbon dioxide and other greenhouse gases are exceeding the natural range from the previous millennia. As a result, climate change has become a real and current threat. We see, for example, that
• The number of hot and cold extremes has increased over the last 50 years, as well as the intensity and variability of rain fall;
• European glaciers and ice in Greenland, the Arctic and Antarctic are melting rapidly;
• River flows have increased in the north and decreased in the south of Europe; and
• The average temperature of the oceans has increased – it is likely that the Arctic will have ice-free summers well before the end of this century.
Ecosystems are especially vulnerable to climate change. Already we see how changing temperatures and rainfall are disturbing ecosystems; fish, plants, birds, insects, mammals and other animal groups are moving northwards and, where possible, uphill. Not only are the oceans becoming warmer, but they are also becoming more acidic. This will severely affect the ability of marine organisms, such as corals and shellfish, to produce their skeletons and shells, with knock-on effects for various other species.

Texto de origen - inglés LDCs are facing increasingly complicated challenges, the UN system is undergoing reform and the World Bank’s signature practice areas – Local Development and Microfinance – are experiencing strong growth and attracting many new players. The time is therefore ripe to revisit the World Bank’s overall strategy, with a view to defining concretely how the organization will contribute to helping the LDCs reach the MDGs over the next three years (2010 – 2013).
What follows is the product of an inclusive process that began with a series of management brainstorming sessions in June 2009. These sessions were designed to improve policymaking in the area of capacity development in middle-income countries, and to enable decision makers, especially those in post-conflict situations, to input into the process.
• The financial crisis that began in the U.S. in 2007 has become a worldwide economic crisis that threatens to reverse many of the gains made by developing countries in recent years. The LDCs are likely to be particularly hard hit as overall growth slows, financial flows including remittances decline, and as access to markets becomes more difficult.
• The outlook for Official Development Assistance (ODA) is uncertain. ODA held up in 2008 but key donors may not be able to meet future pledges or even present commitments.
• The economic crisis comes on top of sharp rises in food prices as well as the increasing effects of climate change; LDCs are amongst the hardest hit and least able to cope.
• New financing mechanisms may present an opportunity to link the climate change agenda with poverty reduction.

12. RESTRICTION AND RELEASE OF POWERS
12.1. The Trustees shall have power, at any time, by instrument revocable during the Trust Period or irrevocable, to release or to any extent restrict the future exercise of any powers conferred on them by this Instrument or by law notwithstanding the fiduciary nature of any such power PROVIDED THAT the power conferred upon the Trustees by Clause 8 shall not be capable of being released or restricted unless at the date of any such release or restriction there is at least one person (not being a charitable object) included among the Beneficiaries.

7. APLICACIÓN DE LOS BIENES FIDEICOMITIDOS
7.1. Toda facultad conferida a los Fiduciarios o a terceros para aplicar la totalidad o cualquier parte del Fondo Fiduciario o de sus ingresos para el beneficio de cualquier Beneficiario podrá ejercerse (sin perjuicio de la utilización de cualquier otro método de aplicación) mediante un pago o transferencia a quienes fueran en ese momento fiduciarios de cualquier otro fideicomiso en el cual el Beneficiario sea parte interesada, sin importar el lugar donde dicho fideicomiso existiera o hubiera sido constituido (fuera regido por la Ley Aplicable o por la ley de cualquier otra jurisdicción). Texto de origen - español La Resolución 125 fue aprobada en la Cámara de Diputados, donde el oficialismo tuvo que ejercer presión sobre los legisladores para lograr triunfar por 128 a 122 votos, y después en Senadores se llegó a la instancia en la que el Presidente del Senado y vicepresidente de la Nación, Dr. Julio Cobos, tuvo que definir con su voto el rechazo al proyecto que tenía la media sanción de la Cámara Baja. El vicepresidente ya tenía en claro cómo iba a votar y así lo había demostrado con sus acciones previas de convocar a legisladores, reunirse con las entidades y tomar contacto con las máximas autoridades eclesiásticas en busca del diálogo. "Advirtió que sacar una ley que ratificara la resolución 125 no era solucionar el conflicto sino aumentar las dificultades", afirmó. Y destacó también la posibilidad de revertir la situación que Cobos le concedió a los senadores kirchneristas al ofrecerles pasar a cuarto intermedio a fin de elaborar una propuesta consensuada que pudiera quebrar el empate en 36 votos que se había producido. La actitud de Cobos fue "invalorable" para la democracia, que a partir de ese momento, el representante del poder ejecutivo en el Senado fue considerado como un traidor por los seguidores de la presidente, y como un héroe por los productores agropecuarios.
El 17 de julio finalmente dejó de tener vigencia la resolución 125, que dio inicio al sistema móvil de retenciones, por lo que la alícuota volvió al 35 por ciento que regía al 10 de marzo. El costo del conflicto agropecuario habría llegado a los 2.000 millones de dólares. Claro que esto es solo la pérdida económica en términos de la riqueza generada por los distintos sectores, a lo que debería adicionarse la caída de reservas, depósitos y créditos, lo cual retroalimentó la desaceleración del nivel de actividad. También le costó el puesto al entonces secretario de agricultura, ganadería, pesca y alimentos; Javier de Urquiza y al jefe de gabinete Alberto Fernández quienes presentaron la renuncia después de cuatro meses de desgaste.
Sin embargo, hasta la actualidad sigue pendiente una política agropecuaria y , por ello, el conflicto no está subsanado. Las entidades ruralistas siguen reclamando una política que contemple a los pequeños productores, a las economías regionales, a la lechería y a la ganadería. En materia de ganado y carnes, se pide liberar el precio de la hacienda en pie, flexibilizar las exportaciones de carne bovina, lanzar estímulos para elevar del peso de faena e implementar un programa de retención de vientres.
La ONCCA (Oficina de Control Comercial Agropecuario), en rigor, acaba de dar cuenta de que la producción de carne de julio fue la más alta del año, al llegar a 294 mil toneladas y superar en 4,1 % la marca del año anterior. Se mataron, según el organismo, 1.339.649 cabezas, de las cuales nada menos que 49,3 % eran hembras. Semejante porcentaje habla a las claras de una pronunciada fase de liquidación ganadera. Lo normal es que las vacas no superen 41 %/42 % de la faena. Los valores del ganado prácticamente están congelados desde 2006. Mientras, el consumo de carne sigue en aumento, fomentado por los bajos precios relativos del producto frente a otros alimentos.

The agricultural entities keep on claiming for a policy that caters for the inclusion of small-scale producers, regional economies and the dairy and cattle industries. As regards animal production and meat, what producers ask for is that the price of livestock is liberated; that bovine meat exports are made more flexible; that incentives to raise slaughtering weight are applied; and that a heifers retention program is implemented.
In fact, the ONCCA (“Oficina de Control Comercial Agropecuario” - Agricultural Trade Control National Bureau) has recently informed that meat production in July was the highest of this year as it reached 294 thousand tons and surpassed the levels of last year in 4.1 %. According to the Bureau, 1,339,649 head were slaughtered, of which 49.3 % were female. Such a ratio clearly shows a noticeable phase of cattle sale. The normal situation would be that female slaughter is not higher than 41 % or 42 %. Cattle values are practically frozen since 2006. Why do some researchers and the media believe the MMR vaccine causes autism?
In 1998, Wakefield and his team of scientists in Great Britain estimated that giving measles, mumps, and rubella vaccines to the same child within a short time period may be a possible cause of autism in that child. There has been a lot of debate about this among scientists, in the media, and among parents of children with autism.
The combined MMR vaccine was first given to young children in 1971. In 1999 in California, the California Department of Developmental Services (CDDS) published information that demonstrated the increase in MMR vaccines given to children. This information covered 1987-1998, an amount of time that was similar to the Wakefield group. As a result, some scientists and media organizations connected the Wakefield estimate with the CDDS information. These groups of scientists and media organizations came to the conclusion that the MMR vaccine may be a possible cause of autism.

Every year hundreds of people die while waiting for a transplant and many others lose their lives before they even get on to the transplant list. There is a serious shortage of organs and the gap between the number of organs donated and the number of people waiting for a transplant is increasing.
Transplants are very successful and the number of people needing a transplant is expected to rise steeply due to an ageing population, an increase in kidney failure and scientific advances which mean that more people are now able to benefit from a transplant.
The number of available organs has fallen for several reasons. Only a very small number of people die in circumstances where they are able to donate their organs. Because organs have to be transplanted very soon after someone has died they can only be donated by someone who has died in hospital. Usually organs come from people who are certified dead while on a ventilator in a hospital intensive care unit, generally as a result of a major accident like a car crash, a brain haemorrhage or stroke.
The numbers of people, particularly younger people, dying in these circumstances is falling mainly because of welcome improvements in road safety, medical advances in the treatment of patients and the prevention of strokes in younger people. While only a very few people die in circumstances which would enable their organs to be donated, virtually everyone can donate their corneas to help others to see or give bone, skin or other tissue after their death.
Another major reason is that many people have not thought about donation or discussed it with their families. Too few people have joined the NHS Organ Donor Register and made sure that their families know their wishes.

Precisamente actúa junto a una pareja teatral famosa de la época –Max Dearly y Suzanne Lender-, lo que da pie al historiador cinematográfico George Sadoul para establecer la hipótesis del cambio al apelativo artístico: coge el nombre del actor –que también era uno de los dos que tenía él- y el apellido de la actriz, que modifica levemente.
Así, el nuevo Max Linder continúa su carrera en el mundo de las variedades, aunque no logra todavía papeles protagonistas, lo que le debió de servir de acicate para aceptar – en 1905- la oferta de trabajo de uno de los directores de la casa Pathè, Lucien Nonguet. Habían sido presentados casualmetne y por estas fechas la industria cinematográfica francesa vivía un despegue económico importante, con Pathè escalando los primeros puestos a marchas forzadas. Y la comedia iba a cumplir una función esencial, ya que cerca de la mitad de la producción en el terreno de la ficción de dicha empresa cinematográfica sería de carácter cómico en los años venideros.

Un Rodríguez a la francesa
Max Célibataire (1910) comienza con el protagonista desayunando, o mejor, leyendo el periódico mientras su mujer le recrimina que no le hace ningún caso. Ella parece harta y se larga a casa de su madre. Max brinca y baila de alegría, pero enseguida tienen que acometer las labores de la csa si quiere vivir solo. Recoge la mesa e intenta fregar los platos a su manera, va a la compra y cocina un potaje incomestible. Llega la hora del descanso diario y a Linder se le resisten las sábanas, así que se acuesta entre el revoltijo de las ropas de cama. Al día siguiente se despierta y, como no encuentra una corbata que ponerte, comienza a revolver en toda la casa: abre cajones y armarios, destroza los muebles, tira adornos al suelo, en pleno apogeo de la destrucción aparecen su mujer y su suegra, que se echan las manos a la cabeza.

PIONEER, CREATOR, SCREENWRITER AND MASTER OF THE COMEDY CINEMA
Gabriel Maximilian Leuvielle (Max Linder’s real name) is born in 1883 and gives up his baccalauréat at the age of 17 to sign up for drama studies at Bordeaux Conservatory. Two years later, upon being awarded for his talent for declamation, he leaves for Paris where he performs some bit parts in different theater and variété circuits. This training period, which covers approximately three years, supposes the gradual conformation of his own interpreting style. It is precisely then when he shares the stage with a famous theater couple of the time (Max Dearly and Suzanne Lender,) fact that makes cinema historian George Sadoul establish the hypothesis that Leuvielle takes the actor’s name (which also coincides with his second name) and the actress’ slightly modified surname to create his stage name.
Max Linder then continues with his career in the variété world: however, he does not obtain any leading roles yet. This fact must have spurred him on to accept, in 1905, a work offer by one of the directors of Pathé Frères Movie Company, Lucien Nonguet. They had been introduced by chance, and by that time the French film industry was going through a moment of economic splendour with Pathé hiking the top positions at a steady pace. Comedy was to play an essential role, since half of the company’s production in the fictional field was going to be of a comical nature in the coming years.

Max Célibataire (1910) starts with its protagonist having breakfast, or rather, reading the paper while his wife is complaining to him that he pays no attention to her.
