With a forceful voice or vocal FX Explicación: There are two things this could possibly be referring to. This most likely is that it is a note to tell the singer that they must sing with a forceful voice. However, it could be stating that the singer's voice needs FX added to it. This is unlikely, as this is not usually done in opera, although still a possibility. Efectos (or FX in English) are used to enhance the sound of any type of audio signal, including vocals.
