The document I'm translating contains guidelines for constructing a budget for a university. I've found a recurring phrase that seems odd to me, and even odder when I try to translate it. Here are two contexts, for good measure:

El Comité de Presupuesto recomienda el presupuesto que será asignado para **acciones de personal** no docente (nombramientos sustitutos, contratos de servicios, diferenciales y compensaciones adicionales) y se lo informa a la Oficina de Recursos Humanos (ORH).

La ORH revisa, evalúa y recomienda a cada unidad las **acciones de personal** que correspondan a la luz de las necesidades presentadas por las unidades, una evaluación de los recursos con los que cuentan, su estructura organizacional, su misión y Plan de Desarrollo.


So, we have a Budget Committee allocating funds for...the actions of non-teaching personnel?

And then Human Resources recommends to a unit (college or school within the university) the corresponding ...actions of personnel?

It doesn't make sense to me. Should I simply write, "the WORK of non-teaching personnel"?

"PERSONAL" As Phil points out in his answer, my "Spanish term or phrase" should have read "acciones de personal," not "personnel." How embarrassing! Thanks, Phil.

Broadly speaking, all action (activities) to do with human resources, whether tasks carried out by non-teaching staff (I'd avoid "personnel" nowadays, but that's just me) or simply management of the same.

Neilmac, thanks for the reminder on "staff" instead of "personnel." Most translators for this client continue to use "personnel" but I think I'll start breaking the mold.

This would be my take on it. I think "provisions" for the "acciones" makes more sense in English.

Example sentence:

The Budget Committee recommends the budget to be allocated for non-teaching <u>staff provisions</u>...

HR reviews, evaluates and recommends <u>staff provisions</u> for each unit...

It makes perfect sense if you just ignore "acciones de" and say "staff" or "human resources".

You've misspelt "personal" in the header of your question, by the way.
