After looking at about a thousand curtain rods - see link below - I have cpome to the conclusion that only the company you mentioned makes exactly this product. So, I think maybe a descriptive translation might work best. But, I was really, really rooting for "frizzle tube."

Sorry, I got thrown off the track by this (see link below), which was the only other example of "tubo rizado" I could find. Maybe "decorative chrome tube with spiral design"? I searched quite a bit and found nothing similar to your photo.

I think it is meant for hanging curtains by the looks of the rest of the products on the site, but I suppose it could be used to disguise ugly pipes or other purposes.
