Anybody come across this term in a bidding terms and conditions specification?
It could be Argentina specific.

The tender is for equipment to be installed on a ship which will be received at the port. It appears several times in the document under:

PLAZO DE ENTREGA:
a) El Plazo para la entrega en el Organismo destinatario será de CIENTO CUARENTA (140) días corridos...
b) Dicho plazo no incluye el tiempo que le demande a la XXX la liberación a plaza de los equipos adquiridos.

Deberá acreditarse dicho trámite mediante la documentación respaldatoria que corresponda, en el momento de la entrega del documento de embarque para su liberación a plaza.

a) Arbitrar los medios necesarios para que la documentación de embarque se encuentre disponible en forma inmediata y libre de impedimentos para su liberación a plaza, debiendo afrontar los gastos que ello involucre.

LIBERACION A PLAZA:
a) La operatoria de liberación a plaza del equipamiento y sistemas adquiridos estará a cargo de XXX.
b) Previamente, para concretar la liberación a plaza del equipamiento y sistemas adquiridos, el Adjudicatario, deberá entregar los originales de la Guía Aérea, del Conocimiento de Embarque, Póliza o Certificado de Seguro, Factura, Lista de Empaque...


I had the idea it was to do with freeing up space for the equipment...
