Section one: qualification and competence as basic terms in the sociological field:
The concept of "competence" emerged in the company in the late eighties of the last century, when competence was considered a new concept in sociology as well. However, this emergence has pavilions and reasons that contributed to its emergence.
Furthermore, this concept has developed and received interest from various sciences, especially sociology, and this is what we will try to present in this chapter. We will try to shed light on the development of the term of competence in sociology of work, considering that competence is an evolution of the term of qualification that occupied a tremendous place in the studies and discussions in the fifties by the most important specialists in sociology of organizations.
A- Qualification in the sociology of work:
The concept of qualification has occupied a central place in industrial sociology for forty years. Industrial sociology in France, which established in the fifties, was a result of the transformations that appeared in society and civilizational development, which in turn affected work.
Many scholars tried to give interpretations and analyzes of these transformations that affected society, each according to its direction and the current to which they belong. We find that Georges (FRIEDMAN), Pierre (NAVILLE), Alain (TOURAINE), gave so much interest to these transformations, even if their trends differed in the analysis of the work place, except that they see that it had an impact on the organization, on industrial work, and on the workers ’relationship with their work. Hence, the concept of qualification, even if was not used in the same way and meaning by these specialists, it uncovered these transformations by highlighting the social value of the tasks performed by the workers, the ways they are carried out and the time allocated to them. This concept also revealed the importance of training and development
The historical tracing indicates that the concept of qualification appeared after the 1945, as a result of a combination of different factors: growth of large industrial enterprises, evolution of work organization towards Taylorism, development of trade unionism, all of which contributed to collective awareness of the concept of qualification.
The qualification in this period (the nineteenth century) was widely associated with the reference of the work position based on the accompaniment and learning that personnel provide to their pairs due to their professional experience.
The recognition of the qualification grid was the result of long social work, since the end of the nineteenth century, at the initiative of the workers. The conditions in which the qualification developed in 1950 were characterized by a shortage of work force, which prompted the labor market to raise wages to reduce tensions.
The system based on qualification sought to fix wages, so the latter were determined based on arbitrary criteria, since job comparison was carried out according to collective criteria, agreed upon by social partners and public authorities, who established a grid of qualifications, which included the wage corresponding to each qualification.
As we mentioned earlier, the qualification was the focus of the concerns of many thinkers, starting with the engineer Frederick Taylor, who was facing the problem of the presence of unqualified immigrant workers who represented a large class in America. Thus, Taylor proposed the use of scientific methods in selecting workers, training them, and placing them in the right place so that each worker performs his work as efficiently as possible, that is, specialized and possessing specific skills in a job because specialization raises productivity .
In spite of Taylor's contributions in finding the best methods for accomplishing the multiple tasks of different jobs in industrial companies, his theory encountered many criticisms, the most important of which is that Taylor's scientific management theory spoke about the scientific selection process of workers and set principles for it. However, it ignored whether its followers would apply these principles. In the scientific field, and the administration's failure to bear the responsibility for qualifying and training the worker in the scientific method it ordered its application. The concept of qualification was also addressed by FRIEDMANN, as his interest was the result of the major transformations known by society, stemming from the use of new energy sources (steam, electricity ... ), in addition to the development of means of communication and transportation, and the transfer of activity areas from rural areas to the city.
His interest in vocational training and its new forms, especially with the division of tasks and the fragmentation of work, which accompanied the development of the automatic work with the means of production after the Second World War.
We find that Friedman, in his first book “TheHuman problem of Industrial Machinery” talks exclusively about the qualified worker, the professional worker, and especially about vocational skills, as the term qualification was not common in his early writings, except that it took the meaning of "knowledge". According to him: “knowledge" clearly denotes qualification. It should be noted that the conditions that society was experiencing at that stage between the two wars especially unemployment of which individuals were suffering from in the 1930s, made Friedman's interests focus also on the issue of "training and development" and occupied a crucial place in his work، especially when he was appointed as Inspector General of Technical Education in 1945.This position he held led him to give an interest to training, by thinking about training workers in organized and systematic ways. At the Beginning of 1938, Friedman sought through the combination of work and time and by his own empirical observations, especially in light of Taylor's scientific management and the damage caused to workers, to focus on the concept of qualification or what he called Vocational Skills,” as this is evident in his book: «Where does human work go”
FRIEDMANN believes that qualification is measured based on the content of professional assignments and the duration of vocational training. His analysis follows an objective approach, as it states that the content of the qualification can be determined by using official devices, or by careful observation of the work activity, where the skills of the worker can be observed and the qualified worker is distinguished.
In 1956, date of the publication of the book “Work In Bits” by FRIEDMANN, “Qualification Trial” published by NAVILLE, a Friedman’s colleague and co-director of the first book on the sociology of work in France, “A Treatise on the Sociology of Work”. For NAVILLE, qualification cannot be limited only to the content of tasks, that is, the job position, and therefore it is difficult to determine the effects of the mechanism and recombinethe tasks, with the focus on the evaluation of the work. In addition, the qualification process mixes value judgments that are performed comprehensively.
From here, it becomes clear to us that the concept of qualification is ambiguous in itself. How can a worker be judged qualified? How is a worker distinguished from other workers?
Unlike FRIEDMANN, NAVILLE believes that qualification is the relationship of workers to their work. Qualification is a term given to the process that leads to the formation of groups of individuals through professional situations, who are classified according to priorities, that is, according to Naville: “qualification is the process of classifying and ranking social judgments about work excellence. According to NAVILLE in his book,“Trial on qualification » qualification is the ability to follow a certain approach…qualification is simply the ability to practice a specific work continuity".
Hence, we find that the concept of qualification for FRIEDMANN and NAVILLE is different. While FRIEDMANN defines it as professional skills, NAVILLE defines it as "a complex social relationship between technical operations and the appreciation of its social value"
The concept of qualification has had its share of research and study in the work of Alain TOURAINE as well, where he addressed this concept in his book “The Sociology of Action”.
TOURAINE sees the concept of qualification as a sociological concept, and considers it an individual advantage that can be measured through professional trials.
qualification according to TOURAINE is "social qualification", which is a very close definition of the new concept that replaced the qualification in the late 1980s, which is "competence". TOURAINE defines qualification as the ability to understand and master work, and therefore, management skills and relationships become important in this context, since the matter is no longer related to the job position, but rather to the actual participation in achieving the goals of the company.
through what was presented about the development of the concept of qualification in the sociological field, and the different definitions that this concept carried according to the trends and currents of sociologists, as being “professional skills” “social relations” or “social qualification,”. However, no matter how different these perspectives are, they greatly contributed to the emergence of the new concept, which is a continuation of the concept of qualification, namely "competence", which appeared as a result of the changes that affected work relations, as this modern concept has become used in various fields, especially organizational fields.
b. Competence as an extension of the concept of qualification:
As it was mentioned in the previous chapter, the origin of competence refers to the concept of qualification, which has undergone transformations until it reached the concept of competence, which we know nowadays.
The time in which the concept of qualification emerged witnessed a change in work relations. “As a result of collective negotiations in the post-war period, the criticisms of qualification grids and the claims made by workers against the discrimination that overwhelmedwages, in addition to other differences between men and women workers, which caused special strikesin France’s national factories in 1966, due to the claims of working women to determine their wages based on their skills and knowledge”1. All this led to the emergence of the concept of competence.
In the late eighties and early nineties, the concept of competency became more present, as if it had come to raise the challenge of dynamism as a new concept replacing qualification.
Many factors contributed to the emergence of competence, among which: the prevailing unemployment that characterized the seventies at the time of the qualification system, the decentralization of collective negotiations, the need for distinguishing workers by autonomy, knowledge, experience, and skills, in addition to a change in the work context towards the development of analysis methods, in another way towards human resource management.
Most of the sociologists who deal with competence focus in their analyzes on the deep transformation that affected society, as these changes played a role in introducing this term in light of flexibility and rapid technological development.
The competency model is considered as a social model, as competence came in the late eighties under the name "competency logic" or "competency model", which imposed itself strongly in place of the job position model (qualification) that gradually collapsed, since after the Taylor’s crisis the qualification model became:
- Sociallyunacceptable, as it eliminates the spirit of independence of the worker, which had an effect on all areas of social life, especially in the sixties.
- A system that does not seek productivity, rigid in the face of growing needs for flexibility and innovation, especially in light of the diversity of products and services.
The development of work and its increased complexity contributed to the collapse of this model, as the changes took place at a rapid pace, in addition to the decentralization of practical decisions.
Later on, competency developed with the break up that took place with the previous settlement system. Rehabilitation of companies in the mid-eighties, and the emergence of the “social management” speech that applies human resources management, new practices emerged in the management of companies, the possession of competencies became the basis on which the company relies on in the management of its affairs, with the review of professional certificates and the interpretation of assessment.
The competency model consists of these generative elements:
- New strategies of employment, which insist of the level of education.
- Enhancing employee mobility and following up on their path, which resulted in new practices, such as assessment, annual interviews, and adequacy reports.
- New standards ofassessment, which highlight the skills of employees, since assessment within the framework of the competency model is not done based on manual skills or technical knowledge, but rather on personal characteristics and on the basis of the worker's relationship with his environment, the degree of his independence, initiative, responsibility and teamwork.
- Encouraging continuous training, which is essential for mobilizing various knowledge and skills. In many cases, the institution carries out this training to meet its strategies.
Through what has been mentioned previously, we note that there is a shift in the concept of qualification towards the concept of competence. As the concept of qualification found itself in the face of the tremendous changes and developments that appeared in the eighties.
The transformation of work organization, the development of the services sector, and the failure of the Taylor’s system made social scientists interested in studying the concept of competence that emerged instead of qualification, which was related to the job position, while competence is based on the knowledge, skills and behavior that characterizes the worker while performing his tasks.
Section two: competency approaches for the bifurcation of their concepts and overlaps:
As we mentioned in the previous chapters, the concept of competency includes the ability to use personal skills and knowledge in work situations within a specific field.
Given the complexity of its concepts and their overlaps, it is not possible to grasp its significance without resorting to presenting the approaches that tried to address this concept, namely:
. The managerial approach to competencies:
The managerial approach considers competency as consisting of two parts: the first part includes the entirety of the individual and collective knowledge and experiences accumulated over time. The second part includes the ability to exploit this knowledge and experiences in different professional situations. Skill and good behavior. From this, Skill will have three main components that are: knowledge, skill and good behavior.
From the perspective of this approach, these three components of competency must be ready for mobilization and exploitation in any professional or work situation. We note from this perception of competence that it is not only theoretical, but an advanced process in line with the development of professional situations, faced by the worker while performing his duties. In spite of these two factors, competence remains absent or incomplete if it is not associated with the ability to act, which means providing the appropriate organizational environment that enables competencies to work and emerge without organizational or bureaucratic obstacles,in addition to the desire to act, which is the result of the motivational ability of the company.
Thus, competence here, as we note, is an integrated system and the responsibility of two main parties that are: the workers and work groups with the knowledge and experience they possess, as we have indicated, as well as the administration that has the responsibility for the management, by providing the appropriate organizational structure and the necessary incentive system. Without these two parties or factors, there is no competence from the point of view of this approach.
1. The practical approach
This approach sees competence as a product of continuous and continuing interaction between three basic components: technology, group training, and the organizational process. competence in this perspective cannot be bought, obtained, or imitated, because it is the result of the simultaneous interaction between these three elements and not circumstantial or temporary, as well as the product of the company’s ability to maximize the positive interaction of these components, giving it a competitive advantage.
We notice that the competitive advantage in terms of competence can only be achieved through a permanent and continuous interaction between these three variables. The capacity or ability according to this approach is not individual but collective, and not absolute but rather relative and variable according to the ability of this group to control and master technology used by the company, which in turn is in constant change and development, as well as the ability of this group to adapt, and interact with the organizational processes that the company applies every time in order to increase its effectiveness and keep pace with the internal and external changes. Hence, competence is a practical thing and a product of field and successful practice of the three components.
- Difficult to imitate by competitors.
- Difficult or impossible to replace with a new technological mechanism.
- Difficult or impossible to replace by inventing modern organizational methods or other similar competencies.
These factors give competency a strategic characteristic.
We also note from these approaches or the three dimensions of competence, that there is a hierarchy and integration in such a way that there can be no strategic efficiency without its first and second dimensions.
For practical competence, this cannot be without the first dimension, so management of competence and its follow-up requires multiple and integrated capacity.
Section 3: Classification of competencies into individual, group and organizational:
Classifications of competencies differ from one researcher to another. However, the agreed classification is the one that divides them into individual competencies, collective competencies and organizational competencies:
1. Individual competencies:
The concept of individual competence is not the product of the management field, although human resource management considers it an important issue. The definition of individual competence has been developed through many works in various disciplines, which have been gradually imposed by the development of the concept of qualification. Individual competence can be defined as: "A combination of a set of knowledge, skills, and abilities in a specific context, which allow for improvement of the level of expected and correct performance.

المطلب الأول: التأهيل والكفـــــاءة كمصطلحين أساسيين في الحقـــــل السوسيولوجــــــي:
لقد برز مفهوم " الكفاءة " في المؤسسة، في أواخر الثمانينات من القرن الماضي، حيث اعتبرت الكفاءة من المفاهيم الجديدة في علم الإجتماع أيضا، ولكن لهذا البروز له ممهدات وأسبابساهمت في ظهوره.
كما تطور هذا المفهوم ولقي اهتماما لدى مختلف العلوم خاصة في علم الاجتماع، وهذا ما سنحاول تقديمه في هذا المبحث، سنحاول القاء الضوء على تطور مصطلح الكفاءة في علم الاجتماع العمل باعتبار أن الكفاءة هي تطور لمصطلح التأهيل الذي احتل مكانة كبيرة في دراسات ونقاشات في سنوات الخمسينات من طرف أهم المتخصصين في علم الاجتماع التنظيمات.
أ. التأهيـــــــل في علـــــم الاجتمـــــــاع العمـــــل:
شغل مفهوم التأهيل مكانة مركزية في علم الاجتماع الصناعي منذ أربعين عاما. فتأسس علم الاجتماع الصناعي في فرنسا في سنوات الخمسينات، كان نتيجة للتحولات التي ظهرت في المجتمع والتطور الحضاري الذين أثروا بدورهم على العمل.
هذه التحولات التي عصفت بالمجتمع، حاول كثير من العلماء إعطاء تفسيرات وتحليلات لها كل حسب اتجاهه والتيار الذي ينتسب إليه، فنجــــــــد كل من جورج فريدمانGeorges FRIEDMANN)) بيار نافيلPierre) (NAVILLE ، آلان توران)Alain(TOURAINE اهتموا كثيرا بتأثير هذه التحولات على ميدان العمل، وإن اختلفت اتجاهاتهم في التحليل إلا أنهم يرون أنه كان لها تأثيرعلى المنظمة وعلى العمل الصناعي وعلى علاقة العمال بعملهم. ومن هنا فإن مفهوم التأهيل حتى ولم يستخدم بنفس الطريقة والمعنى من طرف هؤلاء المختصين إلا أنه كشف عن هذه التحولات من خلال إبراز القيمة الاجتماعيةللمهمات التي يقوم بها العاملين وعن طرق أدائهم لها،
والوقت المخصص لها وأيضا كشف هذا المفهوم عن أهمية التدريب والتكوين.
يشير التتبع التاريخي أن مفهوم التأهيل ظهر بعد سنة 1945، نتيجة لمزيج من العوامل المختلفة: نمو المؤسسات الصناعية الكبيرة، تطور تنظيم العمل نحو التايلورية، تطور العمل النقابي كلها ساهمت في الادراك الجماعي لمفهوم التأهيل.
كان التأهيل في هذه الفترة (القرن التاسع عشر) مرتبط بشكل واسع بمرجعية منصب العمل المبنية على أساس المرافقة والتعلم الذي يسديه الأفراد لنظرائم نظرا لخبرتهم المهنية.
الاعتراف بشبكة التأهيل كان نتيجة لعمل اجتماعي طويل منذ أواخر القرن التاسع عشر، بمبادرة من العمال، وتميزت الظروف التي تطور فيها التأهيل سنة 1950 بنقص اليد العاملة مما دفع سوق العمل يرفع الأجور للحد من التوترات.
إن النظام المبني على أساس التأهيل، كان يسعى إلى تثبيت الأجور، فكانت هذه الأخيرة محددة على أساس معايير تعسفية اعتباطية، بحيث أن مقارنة الوظائف كانت تتم وفق معايير جماعية يتفق عليها الشركاء الاجتماعيين والسلطات العامة، ويقومون بإنشاء شبكة التأهيلات تتضمن الأجر الذي يوافق كل تأهيل.
كما ذكرناه سابقا، فإن التأهيل كان يعد مركزا لاهتمامات العديد من المفكرين بدءا من المهندس فريديريك تايلور (Frederick TAYLOR)، الذي كان يواجه مشكلة تتمثل في وجود عمال غير المؤهلين وهم المهاجرون الذين كانوا يشكلون فئة كبيرة في أمريكا، وبالتالي قفد اقترح تايلور استخدام الطرق العلمية في اختيار العمال وتدريبهم ووضعهم في المكان المناسب حتى يؤدي كل عامل عمله بأعلى قدر ممكن من الكفاءة، أي يكون الإنسان متخصصًا ولديه مهارات محددة في عمل ما لأن التخصص يرفع معدل الإنتاجية.
وعلى الرغم من مساهمات تايلور في إيجاد أفضل الأساليب لإنجاز الأعمال المتعددة للوظائف المختلفة في المؤسسات الصناعية إلا أن نظريته لاقت انتقادات كثيرة، من أهمها أننظرية الإدارة العلمية لتايلور تحدثت عن عملية الاختيار العلمي للعاملين و وضعت مبادئ لها، لكنها تجاهلت هل سيقوم متبعيها بتطبيق تلك المبادئ في الواقع العلمي،وعدم تحمل الإدارة مسؤولية تأهيل و تدريب العامل على المنهج العلمي التي أمرت بتطبيقه، فمفهوم التأهيل أيضا تناوله فريدمان (FRIEDMANN)، حيثأن اهتمامه كان نتيجة التحولات الكبرىالتي عرفها المجتمع والناجمة عن استخدام مصادر جديدة للطاقة (البخار، الكهرباء..)، إضافة إلى تطور وسائل الاتصال والنقل، ونقل مناطق النشاط من المناطق الريفية إلى المدينة.
فاهتمامه بالتأهيل المهني وأشكاله الجديدة خاصة مع تقسيم المهام وتجزأة العمل الذي رافق تطور العمل الآلي لوسائل الانتاج بعد الحرب العالمية الثانية.
ونجد أن فريدمان في كتابه الأول « Problèmes humains du machinisme industriel »يتحدث فيه على وجه الحصر عن العامل المؤهل، العامل المهني وخاصة عن المهارات المهنية، حيث أن عبارة تأهيل لم تكن شائعة في كتاباته الأولى إلا أنها كانت تأخذ معنى "المعرفة"، فالمعرفة عنده تدل بشكل واضح على "التأهيل". وتجدر الاشارة أن الظروف التي كان يعيشها المجتمع في تلك المرحلة ما بين الحربين، خاصة البطالو التي كان يعاني منها الأفراد في سنوات الثلاثينات، جعلت اهتمامات فريدمان تنصب أيضا حول مسألة "التكوين والتدريب" واحتلت مكانا حاسما في أعماله، بالأخص عندما تم تعيينه كمفتش عام للتعليم التقني عام 1945، هذا المنصب الذي شغله قاده إلى الاهتمام بالتدريب عن طريق التفكير بتدريب العاملين وتكوينهم بطرق منظمة ومنهجية.بداية من سنة 1938، سعى فريدمان من خلال تركيبة العمل والوقت وبواسطة ملاحظاته الخاصة الإمبريقية خاصة في ظل الإدارة العلمية لتايلور وما خلفته من أضرار للعاملين، جعلته يهتم بمفهوم التأهيل ما سماه بــــــــ "المهارات المهنية" حيث يظهر هذا جليا في كتابه .« Où va le travail humain »
ويرى فيه فريدمان (FRIEDMANN) أن التأهيل يقاس انطلاقا من من محتوى المهام المهنية، ومدة التدريب المهني. وأن تحليله ذو منهج موضوعي، حيث يذهب أنه يمكن تحديد محتوى التأهيل عن طريق استخدام الأجهزة الرسمية، أو عن طريق الملاحظة الدقيقة لنشاط العمل أين يمكن ملاحظة مهارات العامل وتمييز العامل المؤهل.
سنـــــة 1956 تاريــــــخ صــــدور كتـــــاب "العمــل المفتـــــت"(Le travail en miette) لــــفريدمــــان(FRIEDMANN)، صــــــدر« L’essai de la qualification » لـنافيل (NAVILLE)، وهو زميل فريدمان(FRIEDMANN) والمدير المشارك لأول كتاب في علم إجتماع العمل في فرنسا"رسالة في سوسيولوجيا العمل". بالنسبة لــــنافيل (NAVILLE)فإن التأهيل لا يمكن حصره فقط في محتوى المهام، أي منصب العمل فقط، وبالتالي فإنه من لصعب تحديد آثار الآلية وإعادة تركيب المهام، وذلك بالهتمام عل تقييم العمل. إضافة إلى هذا، فإن سيرورة التأهيل تمزج أحكام قيمية التي تؤدى بصورة شاملة.
من هنا يتضح لنا أن مفهوم الـتأهيل غامض في حد ذاته، كيف يمكن الحكم على العامل أنه مؤهل؟ وكيف يتميز العامل عن غيره من العمال؟
على عكس فريدمان(FRIEDMANN) ، فإن نافيل (NAVILLE)يرى بأن التأهيل هو عبارة هو عبارة عن علاقة العاملين بعملهم، ويطلق اسم التأهيل على العملية التي تؤدي إلى تشكيل جماعات من الأفراد عن طريق الوضعيات المهنية، الذين يتم تصنيفهم حسب الأوليات، أي أنه حسب نافيل التأهيل هو عملية تصنيف وترتيب الأحكام الاجتماعية حول العمل المتميز. فعلى حد قول نافيل (NAVILLE) في كتابه »« Essai sur la qualification dutravailفإن التأهيل هو "القدرة على اتباع منهج معين... و التأهيل هو ببساطة القدرة على مممارسة سيرورة عمل محددة".
ومن هنا نجد أن مفهوم التأهيل عند فريدمان (FRIEDMANN)ونافيل (NAVILLE)مختلف، ففريدمان (FRIEDMANN)يعرفه على أنه مهارات مهنية، بينما نافيل (NAVILLE)يجده أنه " علاقة اجتماعية معقدة بين العمليات التقنية وبين تقدير قيمتها الاجتماعية."
وقد مفهــــوم التأهيــــــل نال نصيبــــه من البحـــــث والدراســـــة كذلك في أعمـــــال آلان توران (Alain TOURAINE) حيث تناول توران(TOURAINE)هذا المفهوم في كتابه "سوسيولوجيا الفعل".
يرى توران (TOURAINE)أن مفهوم التأهيل هو مفهوم سوسيولوجي، ويعتبره ميزة فردية قابلة للقياس عن طريق اختبارات مهنية.
إن التأهيل عند توران (TOURAINE) هو "تأهيل اجتماعي"، وهو تعريف قريب جدا للمفهوم الجديد الذي حل محل التأهيل في أواخر سنوات الثمانينات وهو "الكفاءة". فــــتوران (TOURAINE) يعرف التأهيل على أنه القدرة على فهم واتقان العمل، وبالتالي فإن المهارات التسييرية والعلاقات تصبح في هذا الإطار مهمة، فالأمر لم يعد يتعلق بمنصب العمل، وإنما بالمشاركة الفعلية لتحقيق أهداف المؤسسة.
ومن خلال ما تم عرضه عن تطور مفهوم التأهيل في الحقل السوسيولوجي وما حمله هذا هذا المفهوم من تعريفات مختلفة حسب توجهات وتيارات علماء الاجتماع، باعتبارة "مهارات مهنية" أو"علاقات إجتماعية" أو "تأهيل اجتماعي"، إلا أنه مهما اختلفت هذه المنظورات إلا أنها ساهمت بصفة كبيرة في ظهور المفهوم الجديد الذي يعد استمرارية لمفهوم التأهيل، ألا وهي "الكفاءة" الذي ظهر نتيجة للتعيرات التي طرأت على علاقات العمل، حيث أصبح هذا المفهوم العصري ستخدم في مختلف المجالات خاصة التنظيمية.
ب. الكفــــــاءة كامتـــــداد لمفهـــــوم التأهيـــــــل:
كما تم ذكره في المبحث السابق، فإن مصدر الكفاءة يرجع إلى مفهوم التأهيل الذي شهد تحولات حتى وصل غلى مفهوم الكفاءة الذي نعرفه في عصرنا الحالي.
عرفت الفترة التي ظهر فيه مفهوم التأهيل تغير في علاقات العمل، "ونتيجة المفاوضات الجماعية في فترة ما بعد الحرب، والانتقادات التي طالت شبكات التأهيل والتنديدات التي كان يقوم بها العمال بسبب التمييز الذي طغى على الأجور، إضافة إلى التمييزات الأخرى بين الرجل والمرأة العاملة وما خلقته من إضرابات خاصة في المصانع الوطني في فرنسا سنة 1966، حيث كانت تطالب المرأة العاملة بتحديد أجرها حسب مهاراتها ومعرفتها " ، كل هذا، أدى هذا إلى ظهور مفهوم الكفاءة.
في أواخر الثمانينات وبداية التسعينات، أصبح مفهوم الكفاءة حاضرا بقوة، وكأنه جاء ليرفع تحدي الديناميكية كمفهوم جديد يحل محل التأهيل.
وساهمت عوامل عديدة في ظهور الكفاءة من بينها: البطالة السائدة التي ميزت فترة السبعينات في فترة نظام التأهيل، لامركزية المفاوضات الجماعية، الحاجة إلى تميز العاملين بالاستقلالية، المعرفة، الخبرة، والمهارات إضافة إلى تغير سياق العمل نحو تطور مناهج التحليل، بطريقة أخرى نحو إدارة الموارد البشرية.
إن معظم علماء الاجتماع الذين تناولوا الكفاءة يركزون في تحليلاتهم عل التحول العميق الذي مس المجتمع، حيث أن هذه التغييرات لعبت دورا في إدخال هذا المصطلح في ظل المرونة والتطور التكنولوجي السريع.
ويعتبر نموذج الكفاءة كنموذج إجتماعي، حيث جاءت الكفاءة في أواخر سنوات الثمانينات تحت اسم "منطق الكفاءات" أو "نموذج الكفاءة"، الذي فرض نفسه بقوة مكان نموذج منصب العمل (التأهيل) الذي انهار تدريجيا، حيث أنه أعقاب الأزمة التايلورية أصبح نموذج التأهيل:
- غير مقبول اجتماعيا، إذ أنه يلغي روح الاستقلالية لدى العامل وأثر هذا على جميع ميادين الحياة الاجتماعية خاصة في سنوات الستينات.
- نظام لا يسعى إلى الانتاجية، جامد في مواجهة الاحتياجات المتزايدة للمرونة والابتكار، خاصة في ظل تنوع المنتجات والخدمات.
- تطور العمل وزيادة تعقيداته ساهمت في انهيار هذا النموذج، حيث أن التغيرات تمت بوتيرة سريعة، إضافة إلى لامركزية القرارات العملية.
بعد هذا، عرفت الكفاءة تطورا مع القطيعة التي تم وضعها مع نظام التسوية السابق، فإعادة تأهيل المؤسسات في منتصف سنوات الثمانينات، ومع ظهور خطاب "المناجمنت الاجتماعي" الذي يطبق تسيير الموارد البشرية، برزت ممارسات جديدة في تسيير المؤسسات وأصبح امتلاك الكفاءات، أساسا تستند عليه المؤسسة في تسيير شؤونها، مع إعادة النظر في الشهادات المهنية وتصور التقييم.
ويتكون نموذج الكفاءات من هذه العناصر التوليفية :
- معايير جديدة في التوظيف تؤكد على مستوى الشهادة.
- تعزيز تنقل العاملين ومتابعة مسارهم مما نتج عنه ممارسات جديدة، كالتقييم، المقابلات السنوية، والتقارير الكفاية.
- معايير جديدة في التقييم تبرز مهارات العاملين، فالتقييم في إطار نموذج الكفاءات لا يتم على أساس مهارات يدوية أو معارف تقنية، وإنما مميزات شخصية وعلى أساس علاقة العامل بمحيطه، درجة استقلاليته، روح المباردرة والمسؤولية لديه والعمل الجماعي.
- الحث على التكوين المستمر الذي يعتبر أساسيا لتعبئة مختلف المعارف والمهارات، ففي كثير من الأحيان تقوم المؤسسة بهذا التكوين ليوافق استراتجياتها.
من خلال ما تم ذكره سابقان نلاحظ أن وجود تحول في مفهوم التأهيل نحو مفهوم الكفاءة، حيث أن مفهوم التأهيل وجد نفسه في مواجهة التغيرات والتطورات الهائلة التي ظهرت في الثمانينات، تحول تنظيم العمل، تطور قطاع الخمات، فشل النظام التايلوري جعل من علماء الاجتماع يهتمون بدراسة مفهوم الكفاءة الذي برز بدل التاهيل، الذي كان متعلقا بمنصب العمل، بينما الكفاءة ترتكز على المعارف والمهارات والسلوك الذي يتميز به العامل أثناء أدائه لمهامه.
المطلب الثاني: مقاربـــــــــــات الكفـــــــاءة لتشعب مفاهيمهـــــــا وتداخلاتــــــــها:
كما ذكرناه في الفصول السابقة، فإن مفهوم الكفاءة يشمل القدرة على استعمال المهارات والمعارف الشخصية في وضعيات مهنية داخل حقل معين.
ونظرا لتشعب مفاهيمها وتداخلاتها، فإنه لا يمكن الإحاطة بمدلولهادون اللجوء إلى عرض المقاربات التي حاولت تناول هذا المفهوم، وهي:
1. المقاربة التسییریة للكفاءات:
تنظر المقاربة التسییریة للكفاءة على أنها تتكون من شقین: الشق الأول یشتمل على مجمل المعارف والخبرات الفردیة والجماعیة المتراكمة عبر الزمن، والشق الثاني یشتمل كذلك على قدرة الاستغلال هذه المعارف و الخبرات في وضعیات مهنیة مختلفة، فمن هذا المنطلق تصبح للكفاءة ثلاث مكونات أساسیة وهي المعرفة، المهارة وحسن التصرف.
من منظور هذه المقاربة، لابد أن تكون هذه المكونات الثلاث للكفاءة جاهزة للتعبئة و الاستغلال أمام أي وضعیة مهنیة أو وضعیة عمل. فنلاحظ من هذا التصور للكفاءة أنها لیست نظریة فقط بل عملیة متطورة بتطور الوضعیات المهنیة التي یواجهها العامل أثناء أدائه لمهامه، ورغم هذین العاملین تبقى الكفاءة غائبة أو ناقصة إذا لم تكن مقرونةبالقدرة على الفعلle pouvoird'agir الذي یعني توفیرالبیئة التنظیمیة المناسبة والتي تمكن الكفاءات أن تعمل و تبرز دون عوائق تنظیمیة أو بیروقراطیة، إضافة إلى الرغبة على الفعلvouloir d’agirleالتي تكون ولیدة القدرة التحفیزیة للمؤسسة. إذن فالكفاءة هنا كما نلاحظ هي منظومة متكاملة ومسؤولیة طرفین أساسین وهنا العمال ومجموعات العمل بما یمتلكونه من معارف و خبرات كما أشرنا و الإدارة التي یقع علیها مسؤولیة القدرة التسییریة بتوفیرها للبنیة التنظیمیة المناسبة و المنظومة التحفیزیة اللازمة فبدون هذین الطرفین أو عاملین لا تكون هناك كفاءة من وجهة نظر هذه المقاربة.
2. المقاربـــــــــــــــة العمليــــــــــــــة:
ترى هذه المقاربة أن الكفاءة هي وليدة تفاعل دائم ومستمر بين ثلاث مكونات أساسية وهي: التكنولوجيا، التدريب الجماعي والسيرورة التنظيمية. فالكفاءة بهذا المنظور لا يمكن شراؤها أو الحصول عليها أو تقليدها، لأنها وليدة التفاعل المتزامن بين هذه العناصر الثلاث وليس ظرفيأو مؤقت ووليدة، كذلك قدرة المؤسسة على تعظيم التفاعل الإيجابي لهذهالمكونات بما يمنح لها ميزة تنافسية. فنلاحظ أن الميزة التنافسية فيما يتعلق بالكفاءة لا يمكن أن تتحقق إلا بتفاعل دائم ومستمر بين هذه المتغيرات الثلاثة وأن الاستطاعة أو القدرة حسب هذه المقاربة، ليست فردية بل جماعية وليست مطلقة بل نسبية ومتغيرة حسب قدرة هذه الجماعة على السيطرة و التحكم في التكنولوجيا المستعملة من طرف المؤسسة، و التي هي بدورها في تغير وتطور دائم وكذا قدرة هذه الجماعة على التأقلم
والتفاعل مع السيرورات التنظيمية، التي تطبقها المؤسسة في كل مرة من أجل رفع من فعاليتها ومن مسايرة التغيرات المحيطية والداخيلية. ومن هنا تكون الكفاءة شيء عملي ووليدة الممارسة الميدانية والناجحة للمكونات الثلاث.
3. المقاربــــــــة الاستراتيجيــــــــــة:
وبالنسبةللمقـاربة الإستراتیجیة فإن الكفاءات التي هي تعطي للمؤسسة المیـزةوالمكانة التنافسیة من جهة، وتكون باستطاعتها أن تنجز لها المشاریع الإستراتیجیة. بالنسبة للمؤسسة فالكفاءات تكون تلك القدرات المعرفیة و العملیة و التنظیمیة التي:
- یصعب تقلیدها من طرف المنافسین.
- یصعب أو یستحیل تعویضها بواسطة آلیة تكنولوجیة جدیدة.
- یصعب أو یستحیل تعویضها بواسطة ابتكار طرق تنظیمیة حدیثة أو كفاءات أخرى مشابهة.
هذه العوامل تكسب الكفاءة صبغة الإستراتیجیة.
كما نلاحظ من هذه المقاربات أو الأبعاد الثلاثة للكفاءة، أنه یوجد بها تدرج وتكامل بحیث لا یمكن أن تكون هناك كفاءة إستراتیجیة دون البعد الأولوالثاني لها وكذلك، وبالنسبة للكفاءة العملیة لا یمكن أن تكون بدون البعد الأول، فتسییر الكفاءة ومتابعتها یتطلب قدرة متعددة ومتكاملة.
المطلب الثالث: تصنيف الكفــــــــاءات إلى فرديــــة، جماعيـــــة وتنظيميــــــة:
تختلف تصنيفات الكفاءات من باحث إلى آخر، إلا أن التصنيف المتفق عليه، هو ذلك التصنيف الذي يقسمها إلى كفاءات فردية، كفاءات جماعية وكفاءات تنظيمية:
1. الكفــــــاءات الفرديـــــة:
وليس مفهوم الكفاءة الفردية وليد الحقل التسييري، على الرغم من أن إدارة الموارد البشرية تعتبره من المواضيع المهمة. فتعريف الكفاءة الفردية تطور عن طريق عديد من الأعمال في مختلف التخصصات التي فرضته تديجيا بتطوير مفهوم التأهيل. يمكن تعريف الكفاءة الفردية على أنها: "مزيج من مجموعة المعارف والمهارات والقدرات في سياق معين، بحيث تسمح بتحسين مستوى من الأداء المتوقع والصحيح."
