Meaning that it is so badly done that you need basic knowledge of English and its structure to be able to figure it out. That would go OK in Latin America (but if the text you have was used to inform people in Spain, forget it, very few telephone users know basic English). Anyway, in English, "contestable" could also mean ..... "contestable" (i.e. a matter that can be made into a court suit or the like). Also meaning "arguable". But I can't see "arguable" fitting into the context.
