Steel is (roughly) classified in terms of composition as "carbon steel, low-alloy steel and alloy steel.

Steel, made only of iron plus carbon and (usually as impurities), S, P and other such components is the common steel.

To enhance any properties (heat resistance, corrosion resistance, hardness, resiliency, machinability)...) alloy elements need to be used in variable proportions.

Therefore, "plain" steels are unalloyed (that is, carbon steeels).

These are known in Spain as "aceros comunes" or "aceros al carbono".
