espaces non imperméabilisés

French to English Tech/Engineering Architecture
Objection to a planning permit issued on a French-speaking Caribbean island. Here it is basically saying that the plan is in breach of the planning regs because, it is claimed, there isn't a high enough percentage of planted or non-imperméabilisé area in the proposed plan. Or that the plans aren't clear enough. Most of the building plot is located in zone "TJ". NB these sorts of acronyms disguised. AAA is the name of the island.

It then apparently switches terminology, for this next bit using the term espaces perméables. However, it can be seen that reference is being made to the same section of the regulations (V10).

Two types of ground "cover" This seems to be about whether the ground can or cannot accept rainwater. This could be to prevent straining storm sewer systems, preventing flooding... in the text provided, "espaces perméables" seems synonymous with "espaces végétalisés." Most roadways would be "imperméables" but you can create driveways using interlock brick to make them "perméables" - "végétalisé" seems limited to areas like lawns, gardens, shrubs, copses or forests...

If they haven't been "imperméabilisés", they're permeable. That's why, as you point out, they say "perméable" later in your text.

non-impervious surfaces

non-impervious surfaces are water retaining surfaces that catches precipitations and help it infiltrate below the soil. Replacing natural land cover (permeable surfaces) by parking lots and streets (impervious surfaces) degrades the quality and quantity of runoff water.

And confirms my answer. No reason for " Neutral ". In fact, "non imperméabilisés" corresponds exactly to "not impermeable". Note: Please do not confuse "non-impervious" with "pervious". Same with "not impermeable"

"Unsealed", as suggested by Johannes, rings a bell with me, so I've added some references to support it.

A “sealed area” means any area where the original soil has been covered (such as roads) making it impermeable. This non-permeability can create environmental impacts
