@Anthony The reason that a doctorate is already mentioned is quite simple: the person has both a doctorate and a habilitation (degree), which is a more advanced or 'higher doctorate' as is often called at universities in Australia, Ireland and the UK. In education, perfect equivalents across different systems are nearly impossible to find, which is why there have been, over the years, so many KudoZ questions on 'licenciatura' and 'bachelor's degree'.

As explained in relation to KudoZ question on "tesis de docencia," the source text context is Brazilian higher education, specifically the requirement of a "tese de livre docência," which in its English version (see URL below), the Universidade de São Paulo (USP) digital library uses "habilitation thesis," the acceptance of which leads to the habilitation (in the German tradition).

fellowship or residency

These are both terms that refer to someone who already has a title performing research or an academic project that results in a final product like a thesis. From the context the person already has 3 degrees, so the libre docencia must be a project, or teaching assignment that they completed. residency is the term when applied to a medical study

Interesting point. However, I am suggesting that it must be something other than a doctorate, because otherwise they would have used the same term. Docencia also suggests that it had to do with teaching
