moss stitch
As a knitter this is what I know as moss stitch in UK English. Although I think they call it seed stitch in the US.
I have confirmed by looking at google images of punto arroz. The examples are what I know as moss stitch.
It is a very common stitch but I've never heard it called rice stitch.

It may be an US/UK difference, as I am not familiar with American knitting terms.
I've just checked my knitting books and none mention a rice stitch. One mentions seed stitch as a synonym or moss stitch.

: Definitely moss stitch for me. Horrified to discover I couldn't remember what combo makes this effect and had to look it up. So much for my memory - I thought knitting was like riding a bicycle!
