I'm stumped with the use of this word. I thought it might be a typo and should say 'preferido', but I consulted the client and he confirmed that the word is 'plebiscitado'.

plebiscito es una resolución aprobada por votos. En este sentido, el documento indica que son los más votados, los más apoyados por los profesionales.

I think this might meant that people related to the motor industry have (road) tested these vehicles and have approved them

This is the definition of plebiscito from RAE:
plebiscito.

(Del lat. plebiscītum).


1. m. Resolución tomada por todo un pueblo a pluralidad de votos.

Overwhelmingly acclaimed

Plebiscitado, en sentido figurado, es ser aprobado con un alto porcentaje de popularidad, lo que "acclaimed" con o sin "overwhelmingly" traduce bastante bien.

The French also use the French equivalent of this word. If something is plebiscitado / plébiscité, then it means it is very popular, much approved, etc. They all say "yes" to these vehicles
