Most CAT tools allow user glossaries (termbases), is it possible to create, in effect, a User-crossTerm glossary where I can store my own entries, to augment those provided by the customer that are read-only?

Yes, it is possible to create your own crossTerm dictionaries (they are named "Instances" in Across) and store your terminology there. To use these "own" terms at translation you need 1) that Client allows usage of own terminology data (this is "default" setting, but they may also forbid) and 2) Premium Edition of the tool.
