[I don't understand what "permencia" means in this context. This is a sports organization. If they mean accomodation, the price of 14 Euros per week seems excessively cheap.

Well, I kind of doubt that a public swimming pool would be offering lodgings as part of its swimming lessons (and, as you indicate, the 14 euros per week would be excessively cheap for such accommodations, even in rooms shared by 20 persons).
My guess is that the extra fee refers to membership to the pool in question, which would allow free access during its open hours (i.e., other than at the times when the course enrolled in is being taught).

Unlike our colleagues, I think this looks like one of the summer activity courses for kids now that the schools have broken up. As I see it, it would mean that instead of just attending the course during the day, they would actually be living in for the month. This is quite common on summer English courses.
